Caiao, Oct. 30 - Bekdr Pasha ha» sub mitted a report on the tabled of reorganiz ing the Egyptian army. Be says the Egyp tian officer, and troop, are to compromised by their loyalty to Arabl, and are so strongly Imbued with the desire to establish a native party In Egypt that do dependence can be placed In them ; that the reorganization of the arm; comprised of such material would be Impossible. He recommends that the body of the troops be raised from among those who did not serve ander Arabl during the late war, and from the Egyptians whose loyalty Is undoubted ; that the commanding officers be composed of Bosnians, Albanians and Bulgarians ; that officers be half British and half loyal Egyptians ; that each Infantry battalion have a British colonel, lieutenant colonels and the remainder of the officers Egyptians ; that staff officers be half English and half Egyptians. sale Pa of and and and Special Traîne. Also a special train on the same dates re turning leaving Philadelphia at 10 o'clock p. m., making no stops between Philadel phia aud Wilmington, but stopping at Wil mington and ail other points named above.
