Secret meetings in negro school houses and churches are being held of nights all over the county by Republican workers st which *11 the black voters who can be raked up are present. The object of these meet ings, It Is stated, Is to iustruct the black incu upon Unir political duty, but really something far .different than this Is beiug done. The Republican leaders are fully aware of the fact that they will have great trouble to keep black men ou their side aud these meetings they harangued by Captaiu Gallagher about the awlul results which will come about if the Democrats remain in power. In working up the uegroes he is assisted by somo more proiuineut colored they are liually induced to take a moat solemn oath to vote the Republican ticket and have nothing to do with the Democrats. Meetings of this kind have been held at Townsend, Glasgow and New Castle. Many of the colored men refuse to take the oath. At New Castle, Captain Gallagher warned them especially to have uotbiug to do with County Treasurer Herbert. Oue old darkey said "If It were not for Mr. Herbert there would be a hard old time in New Castle, and many negroes would starve to death and the dead would go uuburied.
