Alter the reading of the minutes of the previous meeting the Water Committee reported a number of bills and n mended the paying of the motion the report was adopted and orders directed to be made fur the payment of the parties named. They ulso reported favorably a petition from Mails Taylor, G W. Bush and others asking. Ipr the extension of a water main Lincoln street between Front and Second streets, the estimated cOot of which would be »30Ö, and also one from n. O. Conrad, Esq., and others, asking for water pipes Ninth street near Harrison. The light of K. 1*. Geary to keep his line clear in iront of No. 811 King street was granted. The Street Committee reported that they had had a consultation with the railroad authorities, in which the latter had agreed to place salety gates at the intersection ol the tallowing streets: Justison, Tatuail, ge, Shipley, Front, Lombard, Twelfth and Market near the Brandywine bridge. Mr. Beecbi-r of the Law Committee re ported that the u li.irf at the foot of French street, upon which the shedding of G. W. Buell «on was erected, had bee to those parties, and therefore CV no right to order the building taken down. The report was udopted alter it w amended that the lessees he reriuired to enter bond in the sum of »1,000 that the city fehould be held harmless from any suit or expense» tlmt might arise from the obstruction. Mr. Blake, of the committee, said he had refused to Bien the report inasmuch ns he had taken advantage ol the city. Mr. Bush was given the privilege to erect the sheds for sixty days, at the time his building was destroyed by Arc, and had never taken them away. When a bill of $300 was presented to pay Martin Keogh on account of the work in Harrison street, Mr. Miller objected on the ground that the contract provided the stone blasted out should be taken to the city crusher, but had been buried instead. Mcsm- 6. Garrett, Quinu and Payntcr thought the stone was not good. Street Commis sioner Zeblcy, however, biiid the »tone was good, and that the city, were the contract fulfilled, would save much mouev expended for stone. Mr. Garrett said that if any one was to blame he was, as he had allowed the con tractor to cover up the btonc, believing that they were of no use. He also stated that he had sold the stone at $1.25 a perch, but the buyer had failed to keep his contract. Mr. Talley wanted to know by what authority the chairman of the Opening Streets Com mittee had agreed to the sale of stone, und said other members of that committee had been complaining of same. On b Or »•leased ell hud bcliuved Mr. Buxb one-uian power. Finally an order was directed 10 be drawn in favor of Keogh. Mr. Grubb ol the Lamp Committee, stated that he had a number ol petitions for public street lamps which he could not report beeausc tho balance of the appropriation barely covered the cost of lfehtlng the lamps during the balance of the year. Street Commissioner Zeblcy reported .'13 men and 10 teams employed,' the pay roll for the week amounting to £S:Vj.;il. A communication was received from Bell & Taylor, withdrawing their previous peti tion, and asking that the city lay a pipe connecting with the Rodney street water main so as to provide them with sufficient power to run their motor. The investment, they claimed, would pay the city :2() per cent, on the amount invested. Water Committee. On motion the Lamp Committee was authorized to advertise proposals tor light ing the city lamps for three years. »Mr. Miller asked why the Street Com mittee had not advertised for proposals to pave Eighth street between Madison and Monroe, as they had been directed three weeks ago. Mr.Smith ol the Committee said the Street Commissioner had been directe 1 to do so, but had failed to atteud to the matter. Mr. Miller then wished to know if the Street Commissioner was to run t he city, and thought that gentlcnu inemoiied. Mr. Conrad offered the following resolu tion which was passed: "Resolved, That the Mayor be authorized to offer a reward of S'.'OO for the arrest and conviction of any of the persons who engaged in the riotous ami disorderly eon duct which seriously disturbed the public peace and endangered the lives of many citizens in the western pert of the city on Tuesday, November 7.
