the colored voters of Delaware to sever their
connection with the Republican party as a
body and exercise perfect freedom in their
yplitical views.
We agree with Mr. Gilman that the Demo
cratic party wiM give the colored people
their "right* under the constitutionbut
we do not accept as true hia implied asser
tion that the continued success ol the Demo
cratic parly is dependent upon such a radi
cal change of policy as departing from all
party traditions and openly soliciting the
«apport of the colored voters of the State.
Ou this point the positiou of the Demo
cratic parly is plain. When It placed the
organization upon a 44 White Man's Plat
44 form " in 15*70, it did so for the reason
ihm the cause of good government would
have been seriously endangered by the suc
cess ol the Republican party, sup]»oited and
actually contiolled us it then was by the
mesa of ignorant colored voters, newly
franchised and about to exercise the right
of citizenship for the llrst time iu the his
tory of the State. The same condition?
prevailing in a great measure to-day, and
the Democratic parly, while ready to ac
ton! full and equal justice to the colored
people, does not- wish to be handicapped by
the support of a mass of ignorant voters
whose presence .n the party organization
would be apt to drive from its ran 1rs the
thousands of honest citizens in whose minds
good government is of paramount import
ance to party uH-oclution.-.
Beyond a doubt there has been un im
provement in the intellectual status of
colored citizens duriiur the past decade, and
the lime has arrived when the most intelli
gent will naturally cast aside son Li ment s of
mere political gratitude, and decide
in accordance with

terest«., which arc as much involved
as those of their lighter-hued brethren. This
clas4 of men arc, naturally, interested in an
honest, economical administration of State
affairs, and if an intelligent reasoning of
the political situation impels them to the
belief that their interest* would be best

party, no sensible Democrat, he he ever so
partisan, would f«»r an instant think of laying
a straw in the way. Such men arc welcome
to vote the Democratic ticket to their heart's
•orient, but when it co
