Summary of Proceeding« In Senate and House. Washington, Feb. 0.—In tho United States Senate today Mr. Jones of Nevada, from the Committee on Commerce, reported favorably the bill to relieve vessels from the compulsory pilot fees, sogan presented a report from the on Orditianee, which was ordered printed. Mr. Edmunds, from the Committee on Foreign Relations, reported favorably the joint resolution for the termÜ nation of the fishery clauses of the Treat/ of Washington, He said he would call up the resolution as soon as the state of busl ould a unit. The Committee, he Buiil, "did not believe It absolutely indls pensible that the termination should be madr by a joint resolution. In Ills opinion it might lie made bv the President by and wllli the advice and cousent of the Senate, but to avoid all possible question the Com mittee wished to have the Joint rosolution passed il possible." Mr. Hale, from the Committee on Appropriations, reported the Navel Appropriation bill. He said "the Committee had struck from the bill every particle of general legislation, and had put in none of its own." The Tariff bill considered, the Senate remaining in session until after 10 o'clock at night. In the House, Mr. Bel ford of Colorado, from the Committee on Coinage, reported the resolution» declaring it inexpedient to discontinue the coinage of the silver dollar, aud recommending that additional vaults he provided for the storage of the accumu lated coins at some point In the Mississippi Valley. Mr. Kasswn of Iowa, offered a re solution providing that during the remainder of the session it shall be in order on any day after the morning hour to move to sus pend the rules, so as to consider in the House any regular appropriation or revenue bill w hich shall have been reported by a com mlttifc und may then be iu Committee of the Whole on the State of tho Union, or which may then be on the Speaker's table, and auch motion shall be decided by a ma jority vote.
