Tbe Gazette's reference to the building Inspection ordinance, yesterday, and the an nouncement of the fat fees that would accrue to the lucky occupant of tbe Inspec tor'* berth, cauaed considerable comment, and there is more excitement in regard to the ordinance thau there while it waft pending in City Council. In regard to the main proviftions of the ordinance builders differ, some approving them moit heartily and others condemning them aa unnecessarily strict and severe. The mo6t objectiouable feature seems to be the one requiring ten-iuch fire walls to be constructed between adjoining dwell ings, ns a preventive to the spread of fires, practical builders being almost unanimously of the opinion that such an addition will simply disfigure the buildings so constructed without imparting a shadow of protection In ease of fire. As to the emoluments of the ofllce there Is at his ol 111 on to opinion, and that is that they but make the position the most profitable ever known in this city. It will be a perfect bonanza, beside which even the Mayoralty uuder the present fee system be c »mes, financially considered, a "mere hag "atclle." It will pay from four thousand to six thousand dollars per year from the start, ami it the city continu 8 to increase it has during the past three years may run the fees up to teu Lhousaud dollars bei the end of the flrst incumbent's terra. With this fact staring them in the face, aud the ordinance in its present shape, the members of Council have a plain duty be fore them. The new city charter now be fore the Legislature requires all levs attached to existihg offices to be paid to the city, aud Couucil ehould atonee amend this ordinance by attaching a fixed salary to the position of of Building Inspector und directing the fees to be turned into the city treasury. Then to beiug a protection to the people and a benefit to the Inspector, will prove a source of revenue to the city, and thus return to those from whom the money is taken some m- asure of benefit for the expense thereby imposed upon them. Minor in [Cincinnati Commercial-Gaaett*. ] There is now residing In this county, of the about five miles weftfeo t bore, a he famous "Charge of the Light Brigade" at the battle of Balaklava, named Matthew Hamilton. He Is a coal miner by occupa* lion and la 56 years old. At the time of the Crimean w ar, in 1854, he was only 28 years old, und was a member of troop B, No. 1,104 of the British Light Dragoons. He came to this country In 1871, and has resided in this country about ten years. He Is quite an Intelligent man, and loves to converse on the incidents of his at my life, especially that part connected with the war of the Crimea. Mr. Hamilton gives some important facta connected with the chaige. In the attack Buiaklava by the Russians, October 25, they stormed four Turkish redoubts and captured 11 guns, after which the Russians halted and their column was driven back the British Highlanders. At that juncture Lord Raglan, the British commander, Issued au order lor the Light Brigade to regain the four redoubts which bad been abandoned by the Turks early in the actiou. In con yiug this order to the Earl of Cardigan Capt-iu Nolan, who carried the message, made a mistake aud g\ve orders for the Light Brigade to cut Its wat through the whole Russian arm?. Mr. Hamilton avers that when the order was given he, with many others, w as so amazed that he scarcely knew what he was about, and without even time for second sober thought the whole column was hurled Into tin terrible carnage so graphically described by Tennyson. In this charge Mr. Hamilton was shot through the slue and had his arm shattered aud broken uear the elbow, while the horse he rode was shot through the neck, aud dropped dead after bearing his rider safely fr m the dread ful Held of carnage. New York, April 11.—The brig Letitia, Captain Potter, which arrived here from Miragoane to-day, reports that on March 27, at 8 o'clock in the morning, a revolutionär party, headed by Boyer Bazrlais and General Barlow, equipped lauded and took the town without any oppo sltion. On landing the General assured the people that they hud nothing to Jear from his party. He made m joined him he gave Remington rifles. Most ol the able-bodied men joined him.
