THE HAZKTTK, ♦1 «F1LMINDTDN, MONDAY, JULY 30. There Must be a Change. Political predictions are ever liable to prove lameutable failures, but any one who reads the article in have but th^ the "Signs of the Time*," from the New York World , in an other part oi to-day'a paper, must come to the conclusion that the Republican parly has not the remotes' prospect of carryiug the country at the next Prealdectial elec tion. Although the last two administrations were Republican in politics, the political sentiment of the country has b«*en favor able to the Democratic party and it« principles, ever sincë the "tidal wave'' of 1874 swept a corrupt Republican Congress out of existence and buried uuder a wave ol popular Indignation the thievish and ex travagant remnants of the Grant adioftnis tratiou, whose official delinquencies were the shame of the land In 1876 the people ol the country elected a Democratic Firer-i dent by a majority of a quarter of a million votes, bu' were shamefully defrauded out of the ruler of their choice by the most gigautic steal that ever disgraced a tree nation. Again, in I860, the Democratic sentiment of the country wae stifled and overawed by the lavish use In Indiana ol the rnouey which Dorsey aud his gang of 8tar Route plunderers had stolen from the government, aud the must uublushing frauds prepetrated by the admin istration heelers in the city aud Stale ol New York. But during the campaign of 1884 a very difiVren: state of atfairs is likely to prevail. The Republican party is not only covered witft infamy aud lisgrace agpudant u|pou the acquittal of the Star Raute rascals, whose stealings were used as the party's campaign fund in the last national contest, but is reuded by iutern&l dissensions in a dozen State* where it for merly held complete control. The Demo cratic parly is locally In power over three fourths ol the couutry, aud is in the k>est possible condition to make an active, ag gressive tight next year. The tide of popu lar sentiment is in the direction of a com plete revolution of our national administra tum. and the "signs of the times" tore tell a sweeping Democratic victory as com pletely as the October elections determined iu advance the success of Frank lin Pierce iu 1852. Beyond a doubt the Democratic triumph will be complete throughout the couatry next year, aud the Democratic voters ol Delaware, who have consistently upheld the principles ol their party in the face of re peated and disheartening national defeats, should at ouce prepare to keep their 8t&te in the trout rank of the advauciug Demo cracy, aud be ready to join in the grand work oi achieving victory iu 1884. the 650 " out the b ACCORDING to the official statement of Treasurer Fierce, published iu to-day's paper, the bouded debt ot the city amounts tu $1,405,400. Ol this amount, only $2$5, contracted by Democratic Gity Council*, the Republican administration« being responsible lor all the rest. The Re publican Councils borrowed |L00,000 lor jibe purpose of funding: floatiu, debts, ^ud when the Di mocratre Council came ipn> power iu the lall of it was competed to apply to the eusuiug s«*ssiou of the Legis lature ior autuoriiy to borrow $145,0 0,' pay the floating debts contracted by its tra Vagant aud incompetent predecessor. The democratic Couueil fouud the taxes-for the current year expended, the appropriations exhausted, aud $13,00) of a loan of $25,000 issued ior the beuetll of the Board of Educa tiou deliberately stoleu, aud the money left behind. Hence the necessity for making the loan of $145,000. This makes a total ol $245,000 which the people will have to pay lor the luxury oi a Repub licau administration, aud when the deficiency lett by the last Council is added, the aggregate will reach $300,000, to say nothing ol the thousapds ot dollars waste lully squandered duriug the extravagant reign o! the old "City Kiug." Republican City Couucils have proved quite a luxury to the people of Wilmington, for which, how ever, they will have to pay dearly iu the end. 000 a trace ol lu außwer to the question asked in the : do with our Sunday Star , "What bhali Vagrautaf" the Gazette would suggest the following: From the re pint o! the Street Commissioner it will be found that the weekly e of cleaning and repairing ounts to nearly two hundred notorious fact i among the dirtiest streets say nothing of the wretched coudiliou of the pavemeuts. Could not the vagrants be arrested, lodged aud ltd iu some suitable provided lor them, and compelled to clean our streets? Ia it not ;pei streets dollars, yet it is a fact that ours in the country place worth trying, ai any rate? Now, if prisoners can be used to such an advantage in oue place they c»u be iu another.
