The - oard ot Educatfoci has evidenly got Itself into a sna.f over the c^ntraet for ap plying the public schools with coal dttftnfe the eoMing wUiior, and U now endeavoring to undo its deliberate award of the contract to parties whom the committee in charge of the subject declared to be the lowest and best bidders. We are not at all surprised that the School Board should get Into such a trouble, and it will become eve*» more deeply in volved If it does not make a material change iu the system of receiving proposals that has prevailed for years in that organization. Contracts are without the having the nuture or extent of the proposalft, which are opened, examined aud passed upon '*y the small committees. Under the School Board system, when proposals for work or supplies are desired, the committee having charge of the work advertises foe the bids. Tne proposals ar-, received by the chairman of the coin mitt ec.ami opeued by him at a meeting of the committee members, when It is decide«! to whom the contract shall be awarded. The committee then reports to the Board that so and-sois the lowest bidder, aud contracts are frequently awardeü iu ibis m&nuer without the Board being informed of the figures of the successful bidder. That scandal and peculation have not prevailed uuder such 4 loo*c and shifiless system is due solely to the fact that our School Board, while not remarkable lor the brilliancy or ability of its personnel, has been uniformly composed of men who were strictly honest iu their in clinations, and attended to important mat t -rs In this suspicious and unbusinesslike manner with perfect honesty and fair dealiug. But the system is dangerous, nevertheless, for a com mittee of three members, with loose notions of decorum or propriety, could make a per fect bonanza by entering into collusion with conscienceless bidders and dividing the profits among themselves. Fortuna el y , no such practices have ever prevailed In the Board, but the iuemberB owe it to themselves to adopt a new system without delay, and thus not only avoid the mere shadow of sasp'cloo, but effectually prevent a recurretice of the trouble they are now experiencing over the proposals for furnishing coal. They could, with profit and advantage, adopt the plan that the City Couucil has found so sat isfactory—have the proposals depoètted in ft fréquetitly members of the Board the slightest knowledge of «warded isfactory—have proposals depoètted in ft locked box in the Board room, taken out and read before Ute open Board and tbeu reterred to the appropriate committee for exanvnation aud re port. Theu, when the report of the com mittee is made to the Board, all the mem bers have a full knowledge of everything pertaining to the subject, aud can act intel ligently thereon. Had this system prevailed the members of the Board would not now be in such a snarl over the coal proposals, and for their own satisfaction they had better put it iuto operation without delay. On Saturdat our excellent w*9kly temporär}*, the Delawarean, of Dp ver, not only appeared iu an entirely new Sud hand •otne d ess of type, but altered'it« form from a rather awkward seVen col umu, wide measure paffe, to a form of eight columns of symmetrical pro portions. The net result is a slight enlarge ment of the paper, aud a vast improvement in its mechanical appearance.
