Tli® Water Department not to Blame for Tatnall Street. Yesterday'» Trouble An injustice was done the employes ol the Water Department in yesterday's article in the Gazette headed "A Carless Habit. " It appears that the trouble was caused in a manner that leaves all parties connected blameless. The d fliculty occurred in this way. The pipes in the residence of James A.
