THE CITIZEN Price per Year, $5 ; Six Months, $3 TUC S03ST, ARIZ 03NT.A- Saturday, Oct. 4L, 1873 ACCORDING to late accounts at hand the late Congressional election in New Mexico resulted in the choice of S. B Elkins by a majority of nearly 4,000 over the uresent Delegate J. Ga Uegos. In a letter dated August 13, Lieut Geo. M. Wheeler writes from the White Mountains, where a part of his force had been engaged for nearly month:- "The new discoveries are certainly promising, and eastern and central Arizona I feel assured may to a great extent be occupied at no very late day by a people prosperous as agricultural producers and as stock growers. The view from the summit of the Sierra Blanca gave one of the most delightful landscapes that it has ever been mv fortune to behold. Our matters progress and we hope to brin out maps and matters of knowledge the coming winter." Judge J. T. Alsap writes Gov. Saf- ford that their new school-house is well advanced to completion. The doors, windows and floors are yet to be put in, all of which is expected to be done bv the 15th instant. The building is 20x30 feet clear on the inside, and will be so finished as to make it very comfortable and attract ive for pupils. The Phenix people are to bo commended for this good work, and Judfre Alsap especially, Joseph Collingwood also writes the Governor that the public school-house at .Florence is nearly ready for occu nation, and that it is largo and will be very comfortable. The people of Florence are ju.-tly proud ot their ef forts to educate their children, and we have no doubt but they will be more and more pleased as their labors and the fruits of the same increase. In fact, the most cheering accounts come from all parts of the Territory re garding the people's interest and pro gress in promoting public schools. The military telegraph is progress ing well and no doubt exists of its en tire coninletion in 1873. Parties are now working eastward from San Die go; eastward and westward from Yu ma, from Prescott southward, and an other is expected soon to work west ward from Maricopa Wells. The ex pectation is to make the connection from Prescott and San Diego with Maricopa Wells at the same time and thus afford the earliest possible tele graphic communication between De partment Headquarters and Wash ington. After this is done, and pos sibly before, the lino will be put up from Maricopa via Florence to Tuc son. Gen.. Dana, Department Quar termaster, is using his best endeavors to complete the whole line by the last of November, and all hands on the job are hard at work. Lieut. Trout in charge of the construction party from. Prescott had the line completed to Wickenburg last Monday evening. Uncle Sam Exhibiting his Elephant. Agent J. H. Stout started east via San Francisco about ten days ago. Ho took with him six representative men of the Pima and Maricopa In dians and J. D: Walker as interpreter. The object of the trip is to show the Indians Indian Territory with a view to get their tribes to move thither for a permanent home. Although the said Territory lies far west of the Mis sissippi Valley, it is likely the route by which it will be reached will take in New York, Washington and other prominent cities. Although conduct ing Indians- over the country is not enviable work, we still congratulate Messrs. Stout and Walker for they will or can. have a " good time " at Uncle Sam's expense ;. and this old relative is accustomed to fooling away his funds on many other as unpromis ing ventures. But the noble red man is an olephant which our kind Uncle foels obliged to exhibit now and then at his-own expense. This exhibition will probably not cost more than 50;- 000, and that's not much considering the imaginary good- which most likely will follow.- ANOTHER YEAR CLOSED. This number closes the third year of The Arizona Citizen. Like the business and taxable property and population of Pima county, it has about held its own during the last year. What profit it has made for the proprietor has been expended in adding now material to the office We would cheerfully enlarge and print a daily, if such steps in advance were warranted. But they are not and the business of publishin newspaper can only be maintained by observing those principles by which merchants, mechanics, fanners and professional men of sense and success are governed. If anybody thinks the newspaper business alone has swelled in Pima county as to justify a larger expense than that incurred by us, he or they can try it on an can have our concern for what it has cost us in cash ; and it is with pleas ure we can state that this office has ood presses and an abundance of new news and job type and of fine vu riety. Last May we purchased one hundred and ninety-three pounds of new nonpareil type, thinking to at once mainly use it in place or our larger type, and thereby give about one-quarter more reading matter in tho same space ; but upon its arrival here, it was apparent that it would be an unprofitable increase and deferred it till the beginning of the fourth year. In pursuance or that decision hereafter all letters, extracts from other papers, locals and tho body of advertise in en is will appear in the new and smaller type, thereby giving, as before stated, about one-fourth more matter within the same space, thus adding to our expense in proportion Men often talk glibly of what others should do for tho public, especially when they are to receive the benefit without a cent of expense to them selves. If we should suirerest to i business man of any sense and shrewd ness that he ought to enlarge his bus inese, he would regard it as an iinpert inent act, or at best as one that good taste and business sense would justify silence; and we likewise regard mat ters from our stand-point. So far as we know now, this con cern will continue to be conducted m the same manner and bv the same roprietor as at present. The Cm ZEN is firmly established and will bo enlarged and otherwise improved as rapidly us the legitimate support for a local paper in Pima county will jus tify. With " these few remarks " we close the third volume of it. Ended. The shipment of freight to Arizona via Uuaymas is necessarily ended. The Citizen stated as much on Au gust 30, and now we are definitely advised that the Mexican government has annulled the order of November 1872, and hereafter will require a strict compliance with the law which makes it obligatory on the part of American shippers to procure a per mit from the City of Mexico before a free transit of freights can be made. It being 1500 miles from Guaymas to tho City and poor means of commu nication between, the time and ex pense of procuring a permit assuin- one would always bo granted on application will effectually close out all freighting that way. M. C. Silva, Twenty-first Infantry, April 2, 1873, until November 15, T873, and his resignation will take effect on that date. A letter- written at Ehrenberg, September 13, says the firm of A. Frank & Co.. has dissolved and gone oat of business- September 25, Lieutenant C. Eodgers, 5th Cavalry, was granted leave of absence for thirty days with privilege to apply for an extension of sixty.
