HALLGREN United Press Staff Correspondent WASHINGTON, Aug. 30.—Presi dent Coolidge probably will ask the F Senate to delay action on the Kellbgg anti-war treaty until the navy ship construction bill is taken up and oassed, the United Press was informed in an official quarter today. He is contemplating presenting this request informally to members of the Senate Foreign Relations Committee before the December * session, it was said. In doing so he is expected to ex plain that he is whole-heartedly in sympathy with the Kellogg treaty and is sincerely anxious to see it ratified, but nevertheless feels that the defense needs of the country as i represented in the navy bill, may lost sight of in the debate that "will precede action on the anti-war pact. Mr. Coolidge was represented as being fearful also that once the treaty has been ratified public opin ion, construing the agreement as 'abolishing or outlawing war instead of simply renouncing war as an in strument of national policy, will turn against the navy measure and perhaps bring about its defeat. At the same time it was intimated that the President may recommend, as reported exclusively by the United Presr two days ago, approval of the seventy-one-ship program in place of the fifteen-cruiser bill, which has already passed the House and is now before the Senate . Twenty-one countries today he.* subscribed to the anti-war pact or had notified the State Department of their intention to do so, while two others had notified the Ameri can embassy in Paris that they wished to the sign the pact. ' These twenty-three nations in cluded fifteen original signatories, Peru and Liberia, the first of the nonsignatories formally to adhere to declaration; Austria, Bolivia, Costa Rica, Cuba, Denmark and the Dominican Republic, which have said in communications to Washing ton or to American diplomatic rep resentatives that they will adhere, and Rumania and Yugoslavia, which have sent similar communications directly to Paris. More than a dozen other coun tries have indicated they will ad dress the State Department on the subject in the next two days, while a majority of the invited non signatory States probably will in the opinion of officials here, have ad hered to the agreement within a •week or ten days.
