Inrji/est. —The Coroner held an inquest yesterday on the body of a man named Looney, a native of Ireland. He had been, we understand, em ployed for some time back by the Canal Com pany at the lake end of the New Shell Road. On quitting work for dinner yesterday, he went in to have a wash, and must have either been seized with cramps, or stuck in the mud. The body was recovered almost immediately, but life was extinct. Verdict in accordance with the above facts. Cutting ami Maiming — S. D. Statts, against whom an atli lavit had been made, appeared before Recorder Caldwell yesterday, to answer to the charge of cutting with a knife, b-ating and maim ing Mr. Payne, on the 1st of July last. Held to Bail.— Eilen Kennedy, the unfortunate woman wh i was so severely injured some time since, by Michael Lawless, with whom she had h-en living for s'orne years, was so far recovered as •o be able to make her appearance yesterday in the Recorder's office, to testify against him. 'I he first witness on the part of the State p'oved the attack, and also the helpless condition of Ellen, bruised, maimed, and lying prostrate on the floor, weltering in her blood. The second witness called was El len herself, who, pale, emaciated, and still suffer ing from the effect of her wounds, approached the stand with difficulty. Every one present was on tiptoe,expecting to hear a tale of horror; what was their surprise, however, to hear lier accuse lir*r.-elf as ihe cause of all the trouble : her Mike was passionate, and she had brought it all on her self—had no charge to make, and declined to prose cute. The most the Recorder could do was to bind him over in the sum of $1000 to keep the peace. Congress« Washington , September 19. Senate. —Mr. Pratt moved that his bid respect ing the abduction of slaves from this District be taken up. Mr. Ha'e moved that the motion be laid on the table—lost, 23 to '25. Some discussion took place, and the motion to take up the bill was lost. The Civil and Diplomatic hill was taken up, and the amendments of the committee were carried. Mr. Cass moved an item of ten thousand dollars for the expenses of the Turkish mission. Mr. Underwood opposed it, but it was adopted— 35 to 10. Mr. Davis of Miss, moved an item for copies of the Annals of the second and third Congresses, an/ for the History of the Exploring Expediti«/». Agreed to. Some other amendments were offered an«f dis Mr. Davis offered an amendment for extending the Capitol under the direction of the President of the United States. He moved to add two hundred thousand dollars. Agreed to. Several other amendments were agreed to. The Senate,without reporting the bill, adjourned. House. —The House met at 11. The journal of yesterday was read and approved. On motion of Mr. Bayly, the rules were stn pended and the House resolved itself into Commit tee of the Whole on the state of the Union, (M Disney in the Chair,) and proceeded to consider the Naval Appropriation bill. Mr. Stanton of Tenn., the Chairman of the Na val Committee, addressed the House an hour, with the view to show how and where it is possible to retrench the naval system. Me was opposed to any reduction of the appro priation for the Observatory, (which is $33,000,) for the American Almanac. ($12,850,) lor the Na val School at Annapolis, ($28,200.) which amou ited in the aggregate to some $76,100. But he was in favor ol a reduction of $2,000,000, out of the six and a half millions appropriated for the pay of officers and seamen, for provision, supplies, repairs and contingencies. He confessed himself in favor of increasing the appropriation to the Observatory and the Naval School—for the good results of fos tering these institutions would redound more to the honor of the country in time of peace, than any other thing that could be devised in connection with the navy. To effect the proposed reduction of two and a half millions, he said he would, at the proper time, oiler an amendment providing thai hereafter the Naval forces of the United States in commission shall be divided into two squadrons, to be known as the squadron of the Atlantic and the squadron of the Pacific. The former to have its head quarters in the waters of the United Slates, on the Atlantic, and to cruise in the North and South Atlantic, in 'lie Mediterranean, and the Gclf of Mexico—the latter to have its head quarters at San Francisco, and to cruise in the North and the South Pacific, in the China Seas and the Indian Or an. Provided, that so long as existing treaties require it, a force of eighty g"tis shall be kept on the Coast of Africa. Also further providing, that alter the expiration of the present fiscal year, the number of petty officers, seamen, ordinary seamen, landsmen and boys employed at any one time in the Navy, shall not exceed five thousand. He went on to say that the present force was 7,200, and that the ex pense for each man was about $1,000. He was for breaking up permanent naval stations abroad, where he American vessels lie idle lor long periods, and substituting therefor short and frequent cruises ; and thus to enable the sailors to be frequently at home, where they would spend their money, in stead of spending it in foreign ports. The Committee then rose, and a resslution was adopted to close debate on the bill to-morrow, at 1 "rlock. Mr. Bayly, from the committee on conference on the part of the House upon the disagreeing votes of the two Houses on the bill making approprta pply a deficiency in the pay and mileage of members, stated that the question of controversy is this : The House adopted an amendment limiting leage of California members to $2000, going and coming. The Senate amended it so that these members shall be paid under the existing law fix ing the mileage of Senators and Representatives, and also providing that their per diem shall com mence from the day on which the constitution of California was presented. Mr. Bayly showed that the provision of the House had a retrospective action upon the Califor nia members alone. He believed that the House was wrong, especially as they had provided in the civil and diplomatic bill a provision fixing irrespect ively the mileage ofall the Senators and Representa tives. I fe believed that the California members were enti-tled to draw Iheir pay—some $4000—under the general law regulating mileage. He therefore moved that the House recede from its amendment. Mr. Thompson, of Mississippi, was for making a fight upon this amendment, with a view to check what he considered the overbearing action of the Senate. After some further discussion, the question was taken on the motion of Mr. Bayly, and the House receded from its amendment. On motion by Mr. Featherston the Housellgain resolved itself into committee of the whole, and resumed the consideration of the Naval Appropria tion Bill. Mr. Venable occupied the floor. He made a speech in favor of retrenchment in the navy ; and also of severing any connection by the govern ment with private enterprises, such as the mail steamer service. He was rather in favor of the government build ing up, if necessary, its own navy, and of keeping it under its own control. He was utterly opposed to government regulating or controlling private en terprise. He was, he said, a free trader to the fullest extent of the term. He considered govern ment at any rate a great evil, and he was for having as little of it as possible. Especially was he opposed to an accumulation of centralizing power, wnich was inevitable by involving the government with private enterprises. Mr. Phelps, who next took the floor, argued that the foreign mail service was a system of favoritism and speculation, as at present administered. He went on to show that the annual appropriation for the foreign mail service, by the contracts now made, was $1,329,000—and for which the con tractors are to keep in service eighteen steamers. He also maintained that not one of these lines paid —and that they were, therefore, an expense upon the common treasury of the nation for the sole benefit of the contractors. Mr. McMullen obtained the floor. The government, of course, cannot create steam navies without benefitting shipbuild ers ; neither can it add to its public buildings with out benefitting the architects. "The United States are by nature invited to become the first maritime nation of the world ; they have the largest sea-coast of any country in the world, and are consequently most exposed to attacks Irom other maritime powers, and yet the question is asked whether it is proper for us increase our navy and steamships ! I dislike see Eastern members vote on principles against Western land and railroad bills, and equally dislike to see Western members oppose projects of steam navigation and commerce. All boats cannot be built on the high-pressure principle, and ail cannot be built on the low-pressure one. There must be a mutual compensation of interests between the different parts of the Union."
