The her in brig Jvv-pliine, Capt Stone, sailed from Honolulu Aug 25; visited New York Island Sept 1, and arrived at Jarvis Island Sept S; found no vessels there. Sailed from Jarvis Island Sept 12 and arrived at Baker's Island on the I9th. On the same day, when 25 miles to the eastward of the island, spoke the whalesiiip Mt Wollaston, Coffin, of X Bedford, 15.V mos out,.3G0 tpm, bound to the westward. At Baker's Island found the ship Mary Bradford discharging cargo. Capt Peterson had been left at Cpolu, Navigator Islands, not expected to live, and the mate, Mr Kelly, had been put in charge. Sept 20 visited Howland's Island, and learned that the Am sh Wanderer had been there and left again for Valparaiso. Arrived at Baker's Island Sept 25, and sailed again Oct 7; visited Howland's Island again; touched at Palmyra Island on the 19th, and left next day for Honolulu. Reports the Brit scii Circassian, Wilson, fm Sydney, bound to the Feejee Islands, Sept 30, making enquiries concerning the crew of the ship Virginia, wrecked on Baker's Island in July. The ship JiUih Bradlee, Capt Dunbar, sailed from Boston May 19, and took her departure the same day from Cape Cod. Had light head winds to the Line, which was crossed July 2 in long S3 W, after which liad variable winds and weather to Cape Morn. Passed Le Maire Straits Aug 8, in company with sh John Frazier, of and from New York, 70 days out, bound to San Fran cisco. Lay-to off Cape Horn, in heavy westerly gales, from the 10th of August to the 14th of September; stove the bulwarks and lust some canvas. Crossed the line again Oct Win Ion 129 55 W. Hows. : " The King appoints the members of the House of Nobles, who hold their seats during life, unless in case of resignation, or for such a term of years as may be presc.ibed by Royal Patent, subject to the provision of Article 67th ;"but their number shall not exceed twenty.'' Article 3. Article , 6th is hereby amended so as to read as follows : " The Representation of the people shall be based on the principle of equality, and shall be forever reg ulated and appointed according to the population, to be ascertained by the official census. In the year One Thousand Eight Hundred and Sixty, and every tenth year therealter, the number of Representatives shall be fixed by the Legislature, agreeably with this and the preceding article." ' No person shall be eligible for a Representative of the ieople, who is insane or nn idiot, or who shall at any time have been convicted -of any infamous crime, or unless he be a male subject or denizen of the Kingdom, who shall have arrived at the full age of twenty-five years, who shall know how to read and write, who shall understand accounts and who shall have resided in the Kingdom for at least one year immediately preceding his election, and who 6hall own real estate within the Kingdom, unincum bered, of the vauleof at least One Thousand Dollars, or who shall have an annual income of at least One Thousand Dollars." Article 5. Article 78 is hereby amended so as to read as follows : " Every male subject of His Majesty whether na tive or naturalized, and every denizen of the King dom who shall have paid his taxes, who shall have attained the full age of twenty years, who can read, and who shall have resided in the Kingdom for one year immediately preceding the time of election, shall be entitled to one vote for the representative or representatives of the district in which he may have resided three months next preceding the day of election ; provided that no insane person, nor any person who. shall at any time have been convicted of any infamous crime, within this Kingdom, unless he shall have been pardoned bv the King, and by the terms of such pardon been restored to all the rights of a subject, shall be allowed to vote."
