introduced in the House of Repre
sentatives, in Washington on April

at Nawiliwili Harbor, island of
Kauai, Territory of Hawaii,

House of Representatives of the
United States of America in Con
gress assembled, Thatjthe sum of

e paid out of any money in the
Treasury not otherwise nppropriat-
d, to bo immediately available, to
e expanded under the direction of
he Secretary of War ami the sup-
rvision of the Chief of Engineers,
for the improvement of the harbor
t Nawiliwili, island of Kauai, Ter-
itory of Hawaii, for the eonstrnc-
ion of a breakwater in accordance

We are in receipt of your favor of May

We observe that the Kahhl Channel
project is still kept alive throujjh an an-
propnation in the Kiver and Harbors
Kill of $50,1100, which sum, together
with an unexpended balanee from tlx
Honolulu harbor appropriation of $;(!,
(iOO, makes available lor the Kaliln
Channel work a total of $100,000.
Yon call attention aluo to an appro
priation of $100,000 in the Rivers and
Harbors bill for continuing the Ililo
Ureakwater work.
'These are all very gratifying to us as
both the Hilo Breakwater project and
Kalilii Channel project are matters of
considerable importance to the .territory,
and, while in that case of the Kalilii
Channel project the sum of $100,000 is
hut a siimll item compared to the
amount necessary to carry out that pro
ject, it is at least a lieginning and eiv
couraues us in feeling that the project
will le kept alive and appropriated for
from tune to time.
We note also, with considerable regret,
that the Nawiliwili Harbor matter has
not been looked upon favorably by the
Kivers and Harbors Conmntte. This is
extremely unfortunate as the Island of
Kauai is certainly handieapied in hav
ing no safe harbor, and we had hoed
that the various representatives of our
Federal government who have been here,
and who have seen for themselves the
hardships attending the handling of pas
sengers and freights at the port of Nawi
liwili would have felt disposed to strain
every point in seeing that the Nawiliwili
Breakwater vii3 provided for. So neces
sary is a safe harbor at Nawiliwili that
the recent Territorial legislature appro
priated $00,010, to tie taken from the
loan fund, with which to begin a break
water for Kuuui, ami we wish it might
lie. in your power to call this fact to the
attention of memlx-rs of the Kivers and
Harbors Committee in the liopeH of
showing to thein that the project is a
bona tide one and not to iie classed, in
any manner whatsoever, with the so
caliel l'ork Barrel projects.
We feel resonabij sure that you have
pressed every opportunity presenting it
self in the intcrc-t of the Nawiliwili har
bor, and have absolutely no criticism to
ofl'er except that we ww the Kivers and
Harbors Committee may sooner or later
see the necessity for appropriating for
this project and framing the next bill so
that it may carry a substantial amount
for the breakwater.

interest of marketing facilities he
will call upon the various stores of
the Island to ascertain their current
needs in the line of home grown
