H., there will be sold at public auction, under Section 380- of the Revised Laws of Hawaii of 1915, a license for l he development and distribution of the water of the North Wallua, Kapaa rnd Anahola Streams. Iieiul such amounts as are necessary I up to one million dollars to construct ditches, reservoirs, said expenditures to be made in the following manner: a sufficient amount during the first two years from date of license to con struct a ditch of sufficient size and length to distribute the normal flow of the North Wallua Stream to the present homesteads at Wallua and Kapaa; to expend not less than 3150.000 each year thereafter in the further development of the system until the work is completed or the one mllion dollars is expended. 2. All construction work and dis tribution of water to be done under Government supervision 3. The water to be distributed equally according to acreage among i.U homesteaders and others desiring to purchase water in tho district. 4. Charge to be $12. per acre per annum; this rate to be adjusted every five years by the public utili ties commission. 5. Purchaser to operate and main tain the system, distribute the water and keep accurate accounts showing In detail tho cost of such maintenance and distribution. 6. A sufficient amount to be set aside each year as a sinking fund to reimburse the purchaser of the license for his capital Invested at the end of tho 21 year period. 7. The purchaser to pay to the Government all income received from the sales of water over and above the the operating expenses, sinking fund and interest at the rate of 6 per cent, payable semi-annually, on the actual (.mount on the construction of ditches and reervoirs. 8. The entire system to revert to the Government at the expiration of the license. 9. Term of license, 21 years from April 8th, 1920. 10. Upset rental, $1. per year, pay able annually in advance.
