VICTORIA AND VANCOUVER Bank of British North America. New members of Congress to be elected this fall are pretty likely to get 11 chance at legislation early next spring, says a late dispatch. It is be coming quite apparent to the admin istration that it will be necessary to call an extra session of congress soon after the adjournment, which will come on March 4th the expiration of the term of the present Congress. The amount of business that has accumu lated for the legislative branch of the government is amn.lng. One of the first things to come up will be the work of framing new laws for the government of Hawaii. While little actual work will have to be done in this connection thanks to the ability of the Hawaiian Commissioners who are preparing a report upon which to base legislation the oppor tunities for debate will be almost un limited, and there is no question that it will take many days of talk to dis pose of tills matter. Then there will be the subject of annexation of Porto Rico, or some .disposition of the is- J lands, which wllj come up. What is ' to happen on this in the talking line may be judged from the experience in getting Hawaii annexed. Cuban legis lation will also be on hand, and tin treaty of peace will have to be ratifi ed by the Senate. This will take a long time. The appropriation bills which will come up will give rise to nn unlimited flow of debate. The regular army must be increased, according to the Ideas of the war department, and this will, cause a light. Millions must be appropriated for the further construc tion of the new navy. The Philippine problem will be talked over, whether it is necessary or not, and Senator Morgan will bring forward plans for the construction of the Nicaragua ca nal early in the session. This is a sub jeet that is really deserving of debate and consideration. It will receive both , for the tendency toward build ing the canal is growing. That bill Is pretty certain to pass, but it will take a great deal of time in which to pass is for tlie reason that t.liere are some senators who will attempt the old and familiar trick of talking it to death. All in all, it will be a miracle if the urgent work of the session is cleared up before March 4th. Any one of the big matters left in an unfinished con dition will undoubtedly bp sulllcient reason in the mind of the President for calling an extra session. THE ALDEN HESSE. SAN FRANCISCO, September !21. The bark Alden Hesse, which arrived yesterday, 22 days from Honolulu, had a most unusual experience off thl3 coast. She was for over five days within mm miles of the Golden Gate. There was no wind, and by the time the wind did come Captain Potter had almost given up hope of ever reaching San Francisco. On September 10th, at S p. 111., when about ISO miles west of the Farallones, the Alden Ilesse en countered a heavy electric storm. The thunder roared and lightning turned the night into day. Heavy showers of rain fell at frequent intervals, but ab solutely no wind accompanied the big storm.
