CALIFORNIA
BEET .GROWERS
THEY DO NOT WITHDRAW THEIR
OPPOSITION TO THE TWENTY
PER CENT REDUCTION.
WASHINGTON, Jan. 5. The follow
ing telegram was received by Senator
Perkins today from San Francisco:
"Although the Alameda and Union
sugar companies cannot conveniently
arrange for ofllclal representation at
the annual meeting of the Beet Sugar
Association, to be held In Washington
on January Sth they are still unalter
ably opposed to the needless reduction
I In the duty on Cuban sugars, either
1 openly or under the guise of a recipro
city treaty. Ave ask you to stand firm
for the Interests of beet sugar In Cal
ifornia. "JOHN 'L. 'HOWARD. President."
This telegram casts new light on the
attitude of the California beet-sugar
i hiterests, which have 'been represented
by Henry T. Oxnard as not being op
posed to the Cuban reciprocity treaty.
Both Senators Perkins and Bard are
opposed to the Cuban treaty and will
no doubt vote against Its ratification,
though they have not given promise to
that effect. Oxnard notified Senator
Cullom Saturday that there was no
objection on the part of the beet-sugar
Interests to the Cuban reaty, providing
section eight is modified to make a flat
reduction of 20 per cent, instead of a
preferential reduction under the lowest
existing tariff. The section Is so word
ed that if the United States should re
duce the tariff In favor of Jamaica or
any other country, Cuba would be en
titled to a 20 per cent reduction under
the Jamaican rate. Oxnard, assuming
to speak for the beet-sugar people, said
they had no objection to a 20 per cent
reduction, but would oppose a reduction
that might reach 33 per cent or even
more. He said he spoke for the Beet
Sugar Association, and assured Cullom
that the association next Thursday
would agree to the terms he proposed.
Senator Cullom said today the
treaty would be considered by the For
eign Relations Committee on Wednes-
I day and would no doubt bo reported
soon to the Senate. 'Ho admitted that
' ,1mta na cnnin nnnncltlnn frt t hilt
thought It would be ratified.
Senator Burrows went among the
eighteen "insurgents" who opposed
Cuban reciprocity last winter and
asked them as to their presentviews.
Most of them intimated that they had
about reached the limit of their oppo
sition, and that if a "flat 20 per cent re
duction were made by the '.reaty they
would probably favor it. As the treaty
requires a two-thirds vote it may still
have a hard time getting through, es
pecially if other treaties are brought
Into the discussion.
AFRAID OF PLAGUE
LOS ANGELES, January 7. A spe
cial from Tucson, Arizona, says:
The spread of the bubonic plague to
wards the United States has caused
such great alarm In Arizona that at a
meeting of prominent physicians here
today it was decided to appeal to the
Government authorities for aid and to
secure, if possible a quarantine against
the Infected portions. Rumors that
the plague Is spreading north to Guay
mas have been confirmed and fear is
felt at Yuma that the plague may be
carried to that city by boats coming up
the Colorado river and Gulf of Califor
nia from ports on the western coast of
Mexico.
The physicinns assembled hero today
sent the following dispatch to the Surgeon-General
of the Marine Hospital
Service.
"Reliable reports from Guaymas Indi
cate that an epidemic of bubonic pla
gue at Topolobampo and Guaymas Is
extending north. Cargoes from Infected
ports are unloading dally at Guaymas
and other ports, with no precautions
whatever. The mortality rate is over
E0 per cent, and the epidemic Is spread
ing repnidly. It Is a great menace to
Southern Arizona and should be inves
tigated immlllately and quarantine
against the Infected ports should be es
tablished." The dispatched was signed by six of
the most prominent physicians of
Southern Arizona, who, previous to the
meeting, had been corresponding re
garding the impending danger.
