Saratoga Is beset by the poker craze. Big games were In progress In four of the leading hotels early this morning, where some of the best-known men at the swell hostelrles sat about the round table and Indulged their ap petite for a lllng at this game of chance, since they have been denied the prlvllre of fare and roulette at the clubs. Early In the evening the fact that the United States Hotel management had broken up a monster game In which a coterie of the best-known millionaires now In Saratoga sat, be came noised about. T CHICAGO NEGROES SAY HE WOULD SURRENDER ALL THEIR RIGHTS AND MAKE THEM SERFS CHICAGO, August 2. "The negroes of this country always have Indorsed the goo.d work of Booker T. Washing ton, but 95 per cent of them never have Indorsed the things for which his work Is made to stand." In these words Rev. R. C. Ransom, pastor of the Institutional Church (col ored), 3825 Dearborn street, expressed an opinion which he declared to be the opinion of the colored people of Chi cago. "The President pleads for the open door of hope. We plead for the open door of equality of opportunity. We do not ask favors. We simply urge that we are entitled to our rights under the law. Mr. Washington urges the sur render of our rights. To do so would be to acknowledge that our race has re trograded, Instead of advanced. We cannot overlook this problem; It Is at our doors. The Increase in the colored population of Chicago has been greater than In any other city In the country. So I say we must, like the Irish in their long struggle, be manly and stand for every sentence of the Con stitution and- the law. "If we adopt Mr. Washington's sug gestion, It would result In the estab lishment of a serf class. When for eigners come to this country they do not surrender any of the rights ac corded them under our Constitution. Then why should we, who have been here all our lives, or longer than any of the foreign element, which is accorded full liberty of suffrage and speech?" TO BRING IMMIGRANTS. Immigration Commissioner Lansing Speaks of his Duties. Speaking of his duties as Immigra tion Commissioner Lansing said yes terday: "The tourist bureau will take con siderable of the tourist work off my shoulders and I shall try to devote as much attention as possible to the Im migration side of the office. As I un derstand It I am to encourage Immi gration of labor for agricultural pur poses. The Federal statutes forbid the holding out of any Inducements to laborers to come. Besides there is no money for bringing laborers here. ''What I shall probably do Is to pre pare an advertisement setting out Just what Inducements there are for agri cultural laborers to come to the Isl ands. First there Is the rate of wages paid, which Is for a steady Job the whole year around. For men with families the advantage In the good schools of the Territory will also be shown. Whether the wages are suf ficiently enticing to bring them here I do not know, but work on the planta tions is steady and can be had all the year around. "I think that Korea, the Azores and Portugal will be the countries where I shall first attempt to get laborers for, the Islands. I do not know how con ditions there are at present. I had thought some also of trying to work In New York, where thousands of Immi grants enter every week. One diMcul ty there Is (that we are liable to get a poor class of Immigrants. I have talked with some of the members of the Planters' Association concerning the matter, but nothing definite has yet been done." HEADQUARTERS SECURED. The Tourist Committee, of the Mer chant's Exchange .and 'Chamber of Commerce has secured headquarters In the Alexander Young building. The committee has large quarters on the Hotel street side next to the Porter Furniture Company. The Centervlew Record tells of a young man who had been writing a girl In Minneapolis for three years, Intend ing Home day to ask her to marry him. The other day he received a letter and a picture from her. The letter an nounced that she had been married two years, and the picture was of her baby. "My husband nnd I have enjoyed your letters very much," she wrote, "but I guess you'd better stop writing now, as I have to spend nil my time caring for the baby."
