Alfred Russel, an eminent author ity of that state, predicts that the doctrine laid down by the majority ot the court in the case from Hawaii will ultimaely be abandoned. As to the decision in the Hawaiian case, Russell has the following: "The dissent was of remarkable force and power, and has com mended itself certainly to the lay mind, and I think also the professional mind. "As a consequence of the present decision and of the previous so called 'Insular decisions,' the possessions of the United States non-contiguous, are to be governed very much as the Crown Colonies of Great Britain are, or, in the language of Tdgc Harlan' ,as vassal states.- "The policy is at war with the spirit and traditions and the language even, of our written constitution. Power to make needful rules cannov include power to suspend the constitution. Mr. Bancroft, the eminent author of a history of the United States, uses the following language: 'To the decision oKan underlying question of constitutional law no finality attaches. To endure it must be right. An act of the leg islature at variance with the constitution is pronounced void; an opinion of the Supreme Court is equally so.' "The language is very strong, but is it not true? Is anything really settled until, it is settled right? Is it not monstrous that anywhere within our jurisdiction the constitution of the United States should be held to be inoperative at least iwth regard to its guarantees of life, liber-' ty and property, except at the will of .Congress?" :o: - CLASH FEARED IN THE BALKANS. Associated Press. Morning Service. SOFIA, Bulgaria, Aug. 21. The Macedonian revolt is spreading fast all over Albania and the insurgent ranks have been augmented by thousands of men. The rebels have captured the town of Vasilko and have escorted the Turkish officials of that place across the border. The latest outbreaks are near the Bulgarian border and in pursuing the rebels it will be necessary to send Turkish troops to points near which Bulgarian soldiers are stationed to protect the frontier and clashes be tween the two may occur. The Royal Labor Commission, appointed to enquire into the cause of the recent Canadian Pacific Railway strike, has made its report recommending that the railway brotherhoods which recogjiize the central bodies in the United States be declared illegal.
