The second fight occurred off Chemulpo. Evidently Japan has indulged in perfect strategy in her operations against the enemy and if the dispatches are reliable, she has inflictecj a terrible blow on the Russians! That the five warships should have been lost in practically the first engagement of the war, is astonishing. The blow fell swift, sure, and deadly. The Japanese struck the enemy at two different places. The main Rus sian fleet at Port Arthur was attacked by the Japanese and at the same time the Russian cruisers off Chemulpo were alsojattacked. Ordinarily a division of forces is very bad generalship, but when done as the Japs have done striking the enemy simultaneously at two or more vulner able places, it is the acme of successful warfare. The Japanese evidently had perfect information regarding the location of the enemy and once the Japs had determined on striking the blow, they went promptly at it. There does not appear to have been a very large number of vessels engaged off Chemulpo, but this engagement was of a highly important character from the standpoint of strategy. Chemulpo is the landing place for Seoul, the capital of Korea. In order to land troops at Che mulpo safely, it was necessary that there should be ho Russian vessels nearby. Evidently there were two Russian cruisers in that vicinity. The duty of tlic Japanese naval commander was to remove them, and remove them he certainly appears to have done by sinking both o the enemy's ships. The dispatches do not tell of any other Russians being engaged in this fight. ., . (Continued on page five.) :o: RAISED A MILLION A! A QUARTER MRS. AUGUSTA STETSON. At a meeting of the executive com mittee of the Bar Association yestar dny the matter of recommending a successor to Associate Justice Gal btiiath was Informally discussed. The appointment of a committee to Investi gate the situation was proposed. The association will pi-obably act as a whole In the near future. It is thought by many that Roosevelt will appoint a Democrat to succeed Galbralth, as the other two members of the court are Republicans. On the other hand many think that the President will not follow any such rule, but will appoint a Republican to fill the vacancy. All of Roosevelt's appointees here have been Republicans. The Dem ocratic members of the judiciary here were appointed by the late President McKInley. Circuit Judge De Bolt'ls a good deal mentioned for the vacancy and Judge Robinson Is said to be a candidate. Among the members ot the bar there are plenty of men who would like to take the position. Ir the President de cides that he wants to appoint a Dem ocrat, the local list of ellgtbles will be a comparatively small one, as members of the Hawaiian bar are Republican by a large majority. There Is also believed to be consid erable chance that efforts will be made by mainland candidates to get the Job. -:o: RUSSIA CLOSES THE PORT ARTHUR GABLE ISSUES ORDER THAT PRIVATE MESSAGES TO PORT ARTHUR CAN NOT BE ACCEPTED JAPAN REMOVES RESTRICTIONS ON CODE MESSAGES GOING TO' JAP AN, FUSAN, SEOUL .AND CHEMULPO. ' . ' The conflict between Russia and Japan lias been probable since the close of the ChinQ-Tananese war. It will be remembered that the cause of hostilities between China and Japan was Korea, and that the end of it was the destruction of.the suzerainty of the Chinese hmperor over the Hermit Kingdom. Another result was the establishment of reforms in Korea which Japan demanded. But far the mqat important result of LIHUE, Kauai, Feb. 8. Matsumoto Morltaro, has confessed to the murder of Engineer Glennan near Makawell some weeks ago. He says that eight sticks of giant powfcer wore used. The police of Kauai, under the guid ance of Sheriff Coney have been quiet ly working on the Glennan murder case, with the Invaluable assistance of Chester' Doyle of Honolulu. Soqn af ter the murder Mr. Coney suspecting that it was due do the Itinerant gam blers who frequent the Japanese camps, brought before the lower court of Li hue about 2S men who were not em ployed on the plantations and had no visible means of support, and charged them with vagrancy; they were com mitted to jail for various terms. During their stay in Jail Chester Doyle examined and re-examined them, especially four who were supposed ringleaders of the gang. Finally they got them to confess that the man who actually did the deed had escaped to Honolulu. Mr, Coney thereupon dis patched his deputy, W. II. Rice Jr., to find and arrest the man, and with the aid of Japanese detectives, succeeded In tracing the nccused to Ewn, where af ter a three days search the man was arrested. He was brought to Llhue and safely lodged In Jail. This morning he was brought bgfore the district magistrate, Judge -Kahele, for preliminary hearing.
