A special dispatch received here today from London says: It s understood 'that the admiralty has sent a notice to the Canadian Paci fic head offlce at Montreal warning them to instruct the captains of Em press and other steamers plying be tween Vancouver and Victoria and Yo kohoma and Hongkong to be on the qui vlve for the Russian Vladivostok squadron. It Is feared here that the Incursion of that squadron into the Pacific may lead to the seizure of many British mer chantmen on the same excuse as the P. & O. steamer Malacca was taken. Public opinion here, the dispatch adds, Is greatly excited over the situa tion and If It were not for the govern ment's domestic dfftlculties and reluct ance to go Into another war before the nation has recovered from the ' South African campaign, "The Man In the Street" would force the government to, take action at once to stop interference with British commerce. Notice Is hereby given that the Mare Island Strait Beacon, a three-pile struc ture surmounted by a fixed white lan tern light, marking the shoal at the en trance to Mare Island Strait, San Pab lo Bay, California, was destroyed by a collision last night and the light ex tinguished.
