High military officials have been appearing this week beforo tnc Military Affairs Committee and the Committee on Fort ifications to urge liberal appropria tions for fortifications for the insular possessions and the Pacific Coast. Con- gressmf.n Kalin has been laboring to impress on his fellow committeemen the Importance of adequate precautions and ho has been gratified at the sup port received from the military au thorities. What the Army thinks on this subject, may be judged from the statement made by General Murray, chief of artillery, lh his annual re porC, .where, among other startling statements, he said: "In the Insular possessions the pro vision of more batteries and the ac cessories necessary for their service IS an urgent need. The Importance of the early completion of the coast de fenses of certain localities In these possessions lies In the fact that such defenses are necessary not only for tho protection and retention of these possessions, but also, and of greater moment, as affecting fundamentally any scheme of national defense, for af fording secure naval bases and coaling stations. Without such fortified bases the retention of our insular posses sions, the protection of our commerce and the ability of our Navy to conduct offensive operations outside of narrow zones bordering upon the coasts of the United States, can' be assured only by stationing In every possible theater a fleet superior to the combined fleets of the enemy, a condition wholly im possible of attainment." After outlining the work of this sort provided for, the General says that most important is the completion of' '. the defenses of Manila bay, Pearl Har bor and Honolulu, and that "strategical considerations of tho highest order" demand their early completion and the construction of barracks and quarters. Ho says, further, that "failure to ob tain the ends at this session of Con gress will mean that for the next three years these defenses will be In a state of almost complete unpreparedness for war. "Fortifications in the Philippines without men aro useless, and there fore Congress is asked for a ten-com pany post on Corregidor island, a four company post on Grand island, and a four-company post at Honolulu. Free, trade with the Philippines was one of tho most Important matters agreed upon by President-elect Taft and tho Republican members of tho Ways and Means' Committee at tho conference on tariff revision. While Taft favors free trade with tho Insular possessions without any restrictions, It Is under stood that, In order that there shall bo no dissension, lie has agreed that the amount of sugar and tobacco which should bo allowed free entry should be restricted. With that end in view, It Is under stood that the sugar interests have agreed to a compromise, by which a certain amount of sugar will be ad mitted from the Philippines annually free of duty and that all sugar over that amount will pay the present rate of duty, which Is 25 per cent less than the duty imposed by the Dlngley tariff on sugar from other countries. Large beet sugar manufacturers were In conference with various membors of the Ways and Means Committee to day. What amount will be fixed as a maximum limit for tho free entry of to bacco has not yet been determined. Three wooi growers were heard by the House Ways and Means Committee at the tariff hearing today. R.
