21. General Elwell S. Otis, former gov
ernor of the Philippines and comman-,
der of the American troops there, died'
at his home here yesterday:
Gteueral Otis had charge of the suc
cessful campaign against the Filipino
insurgents directly after the war with
Spain. It was In this campaign iat
he showed his military genius to the
best effect and his name became a
household word throughout the states
ajter the taking of Hollo.
When the civil war broke out he
was practising law, after having gradu
ate.! at Rochester University and tak
ing a postgraduate course at the Har
vard law school. He joined the 140th
New York Infantry on September 13,
1S62, and was made Lieutenant-Colonel
on December 23, 1863.
He took part in many of the imt
portant battles of the civil war and
was promoted to the rank of colonel
for conspicuous bravery and exhibition
of military skill at the battle of Spott-
sylvanla.
After the war ho . was appointed
lieutenant-colonel of the 2nd U. S.
Infantry and was transmferred to the
Twentieth Infantry in 18G9. He de
parted for the Philippines July 15, 1898
to relieve General Merrlttt as commanding-general
of the U. S. Philippine
forces and governor of the Islands.
He conducted operations against the
insurgents and acted as governor or
the Philippine Islands until May 5,
1900. After that he was assigned to
command the Department of the Lakes
With headquartere at Chicago. Since
that time his residence has been at
Rochester.

Little business was done at a meet
ing of the Board of Agriculture and
Forestry held yesterday at the Depart
ment "of Public Works. A question was
mooted of whether the Board or the
Department of Public Wbrks should
nave the rent from five hundred acres
of land ou which the Hawaiian De
velopment Company seeks a timbering
license The Board wants a forest
reserve that will include the area and
if this Is made before the timbering
lictnbo is granted tho rent will go into
the Board's funds, but' if tho license
comes first the money will bo land of
lico revenue.
A report from Ralph S. Hosmer, the
Territorial forester, on his recent visit
to tho mainland, where he attended
great conventions, was deferred with
out reading until next meeting. Mr.
Hosmer desires to go to Walmea, Ha
waii, to Inspect preparation for tree
planting on the upper slopes of Mauna
Kea. -
Dr. Norgaafd, the Territorial veteri
narian, in a report asked for a com
mission of inspection on the other isl
ands and urged the need of deputy ve
terinarians in various districts. In
both matters he gave special mention
of Hamakua as rejulrlng attention.

NEW YORK, October 21. Mrs.
Parkhurst, the English suffragette lead
er, who has served jail sentence and
otherwise proved herself a martyr to
the cause in England, arrived here yes
terday to lead a suffragette campaign
in America.
It Is expecteed that Mrs. Parkhurst
will drill American seekers after
woman's suffrage along the belligerent
linc3 adopted in England, where noisy
demonstrations, Interruptions In meet
ings, screaming in the Parliament dur
ing sessions and other things are the

cheated the government out of a large
amount of duties. The proof of runner

ernment had been losing money

The disclosures affect a number of

that arrests and prosecutions will begin

Gompers, president of the American
Federation of Labor, has returned
from Europe, where ' he has been at
tending tho meeting of the Interna
tional Federation of Labor at Paris.
Gompers said that he Is confident that
the time Is near when a federation of
labor embracing the workers of tho
world will bo formed. He declared
that Germany Is the most advanced
country In respect to the labor move
ment. Franco he said, seems to bo
undergoing a labor unheaval.
Referring to tho budget fight, which
is now convulsing official England
the American labor president expressed
the opinion that it was the greatest
move for democracy Europe has ever
seen. He refused to discuss tne cen
tral Bank of Issue until he had In
vestigated for himself.
Gompers had not heard of Presi
dent Taft's endorsement of the ship
subsidy Idea, but he declared that tho
American Federation was and had al
ways been against subsidy and that ho
thought it would always be.
