"Water rate In Honolulu are lower, considering tho amount of water fur nished and used, than In any other city ot the United States," Superintendent of Public Woiks Marston Campbell remarked in discussing the local water situation1. ''But under the present system of supplying water, which Is the flat rate one, neither tho department nor tho consumer has any Idea of the amount of water used by tho individual rate payer. A man pays a certain amount per year for water a'fid naturally feels that he is entitled to use all tho water that he sees fit, even to the extent of careless and wilful wastes. Most of the consumers seem to feel that It is necessary for all ot their lawns to be watered ealah day in the year, whereas even under tho most adverse climatic conditions two waterings a WQek, or possibly three, are enongh to preserve lawns, shrubbery and trees in excellent condition: . ' "Water is a commodity the same as beef, flour, tea, corn or wheat, and should be sold by measure, the con sumer paying for the amount used, at a certain rate per thousand gallons. This ddes not necessarily mean an increase In rates but, as the entire town was metered, a decided decrease In rates. The saving to tho govern ment would come in the decreased cost of operating due to the reduction in wastes. "Further, the meter system would unquestionably assure to every con sumer water in sufficient quantity Tor all uses, domestiis and Irrigation. All cities throughouMho United States are recognizing these facts. Los Angeles shows since it has adopted the meter system within tho past few years marvelous results. The Idea that tho meter, system would prevent the prop erty owners from keeping up their pre mises Is an absurdity, as measurement on many places In Honolulu where me ters have been Installed for experimen tal purposes'has demonstarted that the rate by meter is considerably less than the nat rate. Tho flat rate is. absurd on its face and it unquestionably works out to U.ie disadvantage of the com munity at large,- as under that method of (charging water rates there must be some basis. It can only be figured on the area of land nnd the floor area of houses with the number of fixtures. "What Is the result? One man re cognizing his civic obligations uses wa ter properly, while another indiscrimin ately through his yard boy and ser vants wasts the water. In the nnal analysis the results are 1. The legi timate user of water by meter secures a lower rate. 2. The wasteful user, pays for his wastes. "Ono not thoroughly familiar with, or who has not gono carefully into tho various problems presented by the wa ter system of Honolulu, cannot for a moment appreciate the tremendous wastes daily occurring, and the only method of prevention is the meter. "I feel that I would fall in my ob ligations to the citizens of Honolulu It I did not. constantly keep before them the water situation. ' "Another fact that few appreciate lsB that the department is distributing water from Black Point to Kalmukl nnd from- the waterfront to an eleva tlon In the valleys of 390 feet. Before the ;construiction of the Rapid Tran sit Co's system and the distribution or population over this , large area ,tho population of Honolulu was concentra ted within limited bounds. Sinco that construction tho population has ,been distributed to Kalmukl, Manda, Nuu- a.nu, Kallhl and Kalwlki, so that even with a largo water supply the question of distributing tha water remains a vital one. We are supplying water at' present through sixty-eight miles of pipe upon which we have five thousand connections. The pipe consists of every class and variety from castlron to stovepipe, and In dimensions from 18-lnch to 1 1-2 Inch. The smaller sizes ot mains are duo primarily to the effort to get water to tho householder within the limit ot the moneys avail-! "Under the act of last Legislature placing tho waterworks on a self-supporting basis, the revenues show that the incomo is sufficient to carry an added bonded indebtedness of ISOO.OUO. And If the .next Legislature sees fit to authorize such an issue- of bonds, the waterworks can be improved to sufch an extent that the hitherto constant cry of shortage will never again bo heard. "With the Installation of tho high lift pump and the completion of the Nuuanu reservoir, which aro within sight, the department will have good control of the situation except so far as the distribution may be defective owing to the small mains."
