The refractory behavior of Chineso provincial authorities in Manchuria is the subject of an editorial to ap pear In the Novoe Vremya tomorrow. The newspaper recalls tho incidents 1P1G CROWDS 100 BIG NEAR STEAMERS At yesterday's meeting of the Board of Agriculture and Forestry the question of crowding round tho gangways of arriving Bteamers was referred to by Entomologist Ehrhorn. He said that particularly on the ar rival of American vessels was this crowding pronounced, and it hamper- j ed him and his assistants consider- ably in examining the parcels carried by arriving passengers. Several par cels had been left with him by pas sengers, and had never been called for. This was due to his being unablo to obtain tho 'owners' names. In several instances in reply to his ln- ntitrlAd fni- nnmnst nf tho nwnorfl of parcels he had been told that ltj was all right 'and that they would bo called for later on. Thero were somo people who never returned to claim their property, and being unaware of their names, there was nothing for it but hold the goods pending further inquiries. President Campbell admitted that ho knew that thero was a very un desirable state of affairs existing. But when he had it regulated somo time ago, ho was the most cussed man in Honolulu. All sorts of things were said against him for his efforts to do away with the overcrowding that takes place, and eventually in order to show tho people that it was for their own convenience that he had . acted, he allowed a reversion to the old order. However, he had the matter in hand, and at an early date provision would be made that would do away with his complaint, for he was having gates made that would regulatq the crowds that assembled at the foot of the gangway to meet tho Incoming bteamers.
