President Taft sent a special message to Congress today urging the fortification of the Panama canal. In Ills message, the President asked for an immediate appropriation of five million dollars to begin the work which was outlined in his reg ular message at the opening of Congress, when he recommended an im mense fortification scheme. The' message to Congress today sets forth the President's view that the work should begin without delay, and asks for the appropriation of five millions in order that a start may be made without waiting for the approval of the general larger appropriation, .
