Drake, resigned, as Collector of Internal ltovenue, arrived this morning by the Lurllne from San Francisco. Mr. Cot trill Is accompanied by his wife and young son, and a brother-in-law, Sam uel It. Clark. He will bo sworn In at midnight tomorrow. When seen on board by a Star rep: Tcsentatlve, Mr. Cottrlll said that ho could not say anything until he had looked over matters at the office. There was absolutely nothing that he could say. "I feel moro like asking you questions," he said to the report er. Rut beyond asking a few ques tlons regarding the cholera, ho made no lnaulrles.
