for 1856," and such amounts shall be deemed no longer available for the objects for which they
were originally appropriated.
Suction 3. The Minister of Finance shall continue to pay the salaries provided In this Act.
the pay of soldiers and constables, the expenses of the Fire Department, and of the Supreme and
Circuit Courts, and the expenditures for the Bureau of Public Improvements at the same rates
as are herein provided, and Exchequer Bills and interest thereon, until theSOth of June, 1860,
unless a new General Appropriation Bill shall have been assed previous to that date.
Section 4 It shall not he lawful for the Minister of Finance to cause or allow to be paid out of
the Treasury any moneys for any other obji-cta than are provided for in this law, until the passage
of a new appropriation bill j provided, however, that the ledger balances due by the Treasury
amounting to $1,134 96, together with nil sums tbat may he deposited la the Treasury by virtue
of law, and all permanent or temporary loans made or to be made to the Treasury, together with
the interest thereon, and ail Exchequer Bills and the interest thereon, may be paid by the Min
ister of Finance when due at any time without sjiecial appropriation for that object ; and provided
further, that in the event of pestilence, war, invasion or rebellion, or of immedia'e danger thereof.
His Majesty in Privy Council may appropriate such amounts as may be necessary to meet the
emergency, and the Minister of Finance shall render t the next Legislature a detailed account of
all moneys expended under this provision.
Suction 5. Whereas this bill does not contain any appropriation for the payment of an Auditor
of Finance, and the oflice-on that account cannot be exercised, therefore the acts of the Minis
ter of Finance in his payments of the several sums appropriated by this bill, without audit, shall
be deemed lawful. f i
Ssctjox 6. It shall be laV for the heads of Departments, In any case in which any special
appropriation may fall short, to apply to It so much of the surplus there may be on auy other
special appropriation for that Department as may be necessary to make up the deficiency, each
head of Department duly accounting to the ensuing Legislature for all such transfers : Provided,
however, that this provision shall -not apply to appropriations for Internal improvements.
