We fear that this ex pectation will be only very initially rea.rtzJ, the clas of Ha- wxiiana which have delighted in the wild exciting life of a whaleman, would not, we think, as a general rule, take kindly to the drudgery of laxtatiou work. The brig Forth Star sails positively on Tuesday for San Francisco, and as she is a smart vessel and sails in little niore than tallasl trim, she will probably arrive there a week io ad vance of the steamer. . It may, perhar. be considered somewhat pre- ! mature to open the discussion of a question which cannot, -without a special meeting of the Legislature, be settled till the year 1872 ; besides, the duties in general merchandise not being more than ten per cent, ad valorem, it may be further considered that there is not much room for im provement, ! tba tuijr mcUUlltlg witti the present tariff may possibly result in getting one Iesa satisfactory, or advantageous to the interests of the country. We admit that great caution is necessary in dealing with the tariff of any country, but at the same time we believe it is most important that a tariff should be so judi ciously contrived as to produce the required amount of revenue with the least amount of burden on the industry and the wealth of a country. A little calm discussion, therefore, some time in advance may not be thrown away. When the duties were sweepingly fixed at ten per cent, upon everything, it was not pretended that any consideration or discrimination was applied to the question, or that ten per cent, all round was the best rate that it was possible to fix. Indeed tincc the ten per cent, rate was imposed, several modifications of it have been introduced, and several articles have been ad mitted free, for the simple reason that it has appeared absurd to continue to charge duty on them. This free list we believe would allow of a very great extension, and to our great gain, whilst the loss to the revenue might be made up by placing twenty per cent, duty on certain other articles of import, which can afford to pay it. We d j not propose to meddle with the duties on spirits, wines or such articles on which a epecific duty i levied ; but to deal with tbe j goods on which the ten per cent, is charged. We would divide these into three classes, viz. : Free '; at ten per cent. ; and at twenty per cent, duty. In the first, or free list, we would place every thing in the thape of raw material, or rather (aa wc are not a generally manufacturing country) of those articles which to us come as raw mate rials, or which enter directly into the cost of oor main productions. Coal ia already free. Fire wood should be added. Pig iron' and boiler plate iron are now free. To these should be added sheet iron, bar iron of all kinds, rivets, tubes, piping, hoop iron, steel, copper and metals of all kinds. We would include lumber and shingles in the free list, it ia about the rawest material we get, and it enters directly into the cost of I everything we make. Wc would go further, and would include in the free licit catks, barrels, kegs, staves, febooks and containers of all kinds. There was, some time ago, a question about duties on eoond-hand barrels which bad paid duty once. The- only way to consistently settle this question is to take off the duty on all barrels and similar ! containers, inasmuch a they are and mnet be virtually all brought here for export, not for con sumption. The import duty on barrels, kegs and hoop iron is a direct tax on the export of . sugar, molasses, beef, &c. On the same principle we would include in the free list, bags and bag ging of all kinds, also canvass, because it is used for the shipping almost exclusively; and while on dry goods we would include brown or grey and blue cottons and denims in this list, because they are articles of necessity, and used by the poorer classes. For the latter reason we would include in the free lift flour and grain of all kinds ; also bay, horse feed, salt beef, salt pork and salt salmon. They are tho necessaries of life. Nor must we omit to mention rice, which instead of charging with a higher rate of duty we would admit free. . It has always seemed to us to be a moet inconsistent policy to spend noaey anii rtiir.i to l.-rint; Chinese J.borcid to tte '51- a islands, and then put a tax on their main food. We believe that the little rice raised on this group, partly on account of the high duty im posed on foreign rice. Las been produced in con sequence at a serious lcs to the whole community without being of much" advantage to any part of it. In helping to stop our trade with China, it has, we believe, damaged us most materially, to say nothing of the extra money the planters have had to pay out for the article. We once had an enactment by which planters could import for their own use all the materials required in erecting their works, and alflo the n.lnrw fur their own use. The advantage of UJ ivui"v j getting their materials and machinery duty free was palpable, but the Jaw was iounu to wwa ab surdly, and it was given up. Why should A im port a steam engine free for bis own use, rather than that B should import it for him, and sell it to him on a credit, perhaps, without having to charge him with the duty? Or why should Smith be allowed to import his bricks free, when Jones had a stock of them on hand to sell to him duty paid? This distinction between goods imported to use and to se!I, which we find in tariffs of many countries, is frivolous, in fact, absurd. Nothing is ever imported to sell all the time, but to be used by some one ; and if it be imported duty free, the user gets the benefit of it. It is hard to make the public believe that the consumer invariably pays the duty, not the j imjiorter or the shipper. i As we have already stated, the advantage and j imjortance of getting the materials for sugar i works, or any other works, free of duty, is pal ! pable. A tax on the import of them is equivalent ' to an export tax on the manufactured article. For this reason we would include in our free list, ! besides lumber, iron and the other articles al j ready mentioned, common bricks, lire bricks, i building Kone, elates, lime, cement, nails, tools . and machinery of all kinds, and perhaps some i other articles of first necessity on plantations, j In the free list we would also include every thing that is mainly used by the shipping, whether Hawaiian or not, coasters or foreign going such as anchors, and chains, spars, rope, pitch, 1 tar, oakum, and perhaps paint and oils. We ! have never been able to see the point of having to j keep anchors and chains " in bond," and the same remark applies to other articles exclusively used for ships. Copper and composition sheath ing is already very properly on the free list. We do not offer the above as a carefully drawn up enumeration of all articles that we would in- I elude in the free lit. but they are sufficient to : iliuetrate the principles by which, we should be guided in making it up. j As so extended a fist of duty-free goods would : necessarily be so much loss to the revenue, we j should propose to make up for the deficiency by j doubling the duty on an equivalent amount of j articles of luxury, or perhaps, more correctly j r-pcaking of articles which arc not reproductive, j or which enter into the cost of our products, ar- i i consumed by those who can afford to pay a little ; more for the goods. We question whether thia would, in the first place, be practi cable, and if it were, whether the advantages would prove in reality so overwhelming. Uy having the necessaries of life free, the raw ma terials requisite for raising our productions free, and the " recruits " for the shipping free, com bined with a good " bonding " and " drawback " system, we think we should secure to ourselves nearly all the advantages of a purely free port, without giving up what is universally admitted to be the simplest and easiest method of raising a revenue. It will be observed that by the above scheme all bulky articles come in free. This is a great boon to a port that depends very much upon the shipping that frequents it. For whilst it induces vessels to bring bulky articles as freight, and thus assists their coming, they may, when the market is overstocked, be shipped offugain, such for in stance as lumber, iron, provisions, salmon, &c, whilst if thej had paid even ten per cent, duty i it, as it were, nails them to the spot, and helps to stop trade. This advantage is, however, only an incidental one, we place them on the free list upon an independent principle. Our plan would render our excellent Custom House stores almost useless for the purpose for which they were intended. Would they not, how ever, bo much better employed, a large part of them at least, in storing sugar and other produce, at a very low rate for our agriculturists ? We understand from a gentleman, recently arrived from Mauritius, that the government storehouses at Port Louis, the capital, are not only used for thia purpose, but that any planter can get an ad vance from the government on the sugara placed there at six per cent, per annum. Now, seeing that a government is only the instrument for car rying out the will of the Sovereign and the people, why should we not at once take steps to copy from the singularly successful Island of Mauritius, whatever arrangements have been j found to answer there? The same gentleman informs us that not a pound of the 120 or 130,- 000 40118 of BUSar made there ullj is shipped away on account of the planters. It is all sold there, and every one knows, within a small frac tion, when he has got so many pounds of sugar, how much money he has got. This is just what we want here, but to effect ic we must have cheap fire-proof storago for the sugar, and cheap money on it. If a change in the tariff, which will of itself be a great help to us, will also help to bring about a beneficial change in the mode of realizing on our sugars, we have a double reason for advo cating it.
