JULY 19. OENZEAL GRANT. After all, it tecma that Honolulu is likelj to have visit from the Ex-President and perhaps the next President or the United States. Gen eral Grant and party armed at Yokoham, July 5. The Japanese hare been caking preparations to entertain Lira for moatbs, and will probeblj want to keep Lira as lon as be will consent to remain. Americans who are politicians will, perrerselj perhaps , argue oat sometLing about timing things for a third term. To ua at the Is lands, U. S. Grant, if be comes here, will be welcomed as a distinguished soldier and a wiao Ex-Cbiel Magistrate of a great nation. Oar peo ple, of all claeses, owe a debt of gratitude to the Great Republic, and tbe presence here of the man who signed our Reciprocitj Treaty will afford an opportunity for us to show, in some sort, our ap preciation of that country, through its represen tative. Tbx srBJxer of tbe Chinese deluge in liawaii noi, which the AnraaTisn has spoken of fur years past, appears at length to have awakened public attention, but yet only in a half-interested way. Tbe Hawaiian Gazette of this week has an articlo on " The Chinaman as a Laborer," evidently tbe production ol somebody outside tbe editorial sanctum. The articlo in question starts out with tbe proposition that tbe Chinaman is able and efficient as a laborer. Nobody denies that, nor that tbe ant is able and efficient, as a laborer, bat who wants the ant as a near neighbor or a constant companion ? The writer aboTeeferred to goes on to intimate that there is here a " spirit of persecution, that would drire tbe Chinese from a country to which they hare been invited to come, lire and labor for a livelihood ; " and protests against any effort that is made or may hereafter be made, "to drive the Chinaman out of this Kingdom, cither by hostile legislation or brute violence." Can anything be more absurd than this? Tbe strongest, as well as tho weakest friends of the Mongolian could not have put it in a more ridiculous light. But has tbe writer a few thousands invested in a plantation? Says he: "There is no reason in opposing the Chinese, because they think proper to sell their labor for less than the white man thinks it is worth." What becomes, In this connection, of our ideas of a higher civilisation. towards which we are supposed to be aspiring ? The Chinaman, who lives on a few cents per diem, and has no wife or child to support, is by tbe Gazette put on a par with the " white man," who by his training and Christian civilization needs just what the Chinaman regards as super fluities. Is this a fair competition? A little further on we are told by this writer that there is still leas reason to oppose the Chinese, because they are Pagans. We regret to have to record such an nttcrrance in the pub lie press of these Islands. Tbe inference sought to be conveyed is that we object to the Mongo lian because he is not a Christian. Article 2 of the Hawaiian Constitution opens with these words : ' All men are free to worship God ac cording to the dictates of their own consciences." If the Chinaman wants to set up a Joss House in Honolulu, he is quite at liberty to do so the probabilities are that he has already done so, tub rota. It is stated that a Chinese Theatre is projected for Honolulu, tbe funds for the build ing and maintainance of which have been pro vided by Chinese residents. It is also stated by current report that a very small portion of tbe funds contributed for tbe proposed edifice of Christian worship for tbe Chinese came from the people of that nationality. Says the writer under review The Chinese are here in large numbers, they are patient, law- abiding," Ac. Patient they are, in tho art of acquisition ; law-abiding they are but only so far as tbeir fears are concerned as witness oar court reports. They are noted as opium smug glers ; it is a notorious fact that not only can native Hawaiians get spirits from tbe Chinese at all times with perfect freedom, in violation of law, bat that on Sundays, when " white men " are supposed to be interdicted from the privilege of bujing spirits, it can be got from Chinese. Tbe same or woiso state of affairs, is found to exist all over the Islands. Tbe Mongolians' are demoralizing the native Hawaiians. A writer in tbe Gazette ef tbe ICth the number under review says that ' the Chinaman comes here and is demoralized." Great Caosar! After nearly sixty years of Christian evangelization in the Sandwich Islands, the Chinaman comes bere to be demoralised ! Where are our churches and schools ; and don't they need to be supplement ed very much? It would seem, after all, that the arena of Christian missionary effort, bo far as a portion of the great Chinese nation is con cerned, is in tbe Hawaiian Islands. Somebody writing from Honolulu to tbe San Francisco Chronicle, and who seems to write without pre judice, gives a truthful view of tbe Chinese Ques tion in Hawaii Nei. " Tis true, 'tis pity ; pity 'tis 'tis true." Tbe letter opens thus : " The miniature kingdom of tbe Hawaiian Is lands, with its population of 58,000 souls, its army of fifty-seven men, its king and court, its com plete and efficient government, its strange mix tore of race, its wonderful volcanoes, beautiful scenery and magnificent climate, presents many points of interest to tbe world at large. None of them are of more importance than tbe position which the Chinese bold in tbe country, their rapid increase in number, wealth and position, and tbe strong probability that they will soon be tbe controlling power of tbe kingdom." And the writer goes on to give facts and figures that ' must give us pause.' He says that tbe Chinese are pouring in not at their own expense "but at tie expense of the sugar planter, whom they will toon displace." Just here let as repeat what we bave so often stated in these columns that we do not object to tbe Chinaman s a fellow-countryman in Hawaii nci, if he wili only bring his wahine with Lim. As a singie man, wo decidedly object to hIm7"for his influeAce upon tbe native Hawaiian is demoralizing, t Satan's agents are potent enough already, ;tr the destruction of the Ha waiian, without being supplemented by the as tuteness of John Chinaman. I Ths Labor Question. Sib i la (Lis question, as prrtinrot to these Islands, are three elements cial. financial, and political. These are so interwoven, each with the other, tbat ia discussion it is next to an impoBsi bili; to confine tbe attention to one branch of tbe subject. tbr other two continually thrusting them selves before the mind and claimlDaT equal con sideration with their fellow. This is particularly the case when one .f tbe disputants supposes his opponent to be aiminj at other objects than those for which he professedly contends. With this sbort preface I pass to your impartial report of proceedings cn tbe above subject at tbe Chamber of Commerce on the 10th Inst. It was not my intention at that time to bave touched tbe political elemest at all. I intended to bave left it for a more Bitlog opportunity, and to bare con fined ray observations solely to tbe social and financial .pecti of the question. Eut not to men tion reasons. I did inadvertently remark that the Dritiah Sovereign and Government bad been iu-sulU-d by ibo conduct of Mr. Caller's mission t London. His Honor the Chief Justice warmly denied that any insult bad been offered, or thitl any one Lad complaiued of Insult, and certainly be ought to know, for he bus told us that ht was present and tbat be and Mr. Carter took counsel together. It follows tbat His Honor and my obncuro suit are at laue on a question of fact This would not bave mattered much bad not the blot been Lit and published ; for in public discus sions like that reported, when a dozen or so nio.-i-ly friends aad acquaintances meet to talk over measures affectiog- themselves, a hasty expression is soon forgotten ; when made public it is a dif ferent and more serious matter.- After all, what constitutes an insult is in some cases a mere matter of opinion, so that His Honor and myself may both be right ; and I feel bound to concede that I should have prefaced iny unfor tunate remark with the words If British officials are to be credited." I now proceed to furnish evidence to sustain my view. Ural. I reproduce a sentence before quoted from I'm Ministerial Report addressed to tbe Legislative Assembly of 1878, as follows :" Ua fortuiiutely. the (amino which prevailed la India, presented insurmountable obstacles and reports from Mr. Carter show that circumstances are un favorable at present to any arrangements which can be made available for an Immigration from the Indies." Second. I reproduce a sentence also before quoted from Mr. Carter's letter of Oct. 13th, 1877, to Ilis Majesty tbe King : ' I can do nothing at tbe Iudia Office till the Foreign 0$ce decide these matters.". Tbat is, matters relating to re turn duties. Third. It is known from sources which can be none else than British and official, not only that Mr. Carter was negotiating with the British Gov ernment for the convention to enable us to procure coolies from India, but that tbe proposition was favorably received, every facility promised, and the negotiations bad progressed so far tbat Lord Salisbury, wbo was then at tbe bead ol tbe India Office, advised that Mr. Wodebouse should go to India, and offered to give him credentials to tbe Duke of Buckingham, Governor of Madras, to en able blon to get tbe consent of the Government of India to the measure when, what happened ? Wby Mr. Carter abruptly broke off the negotiation and would move no further in thn matter. That is, on the faith of bis mission, bo obtained an audi ence of tbs Sovereign and entered into negotiation with tho Government of Great Britain, and when assured of tbeir friendly co-operation he would have nothing further to say to them. Now, If tbe British story is true and we may assure ourselves that coming from LIgb official sources, they themselves believe it what are we to think of Mr. Carter's proceedings? Would not any man with a graio of intelligence say without' a moment's hesitation they are of a reprehensible character. If nothing worse, be unnecessarily obtained an audience of the 'Sovereign, and wast ed the lime of the highest officers of a government, actuated by tbe most kindly fecliogs towards the Sovereign and people he represented, when bo de termined not to carry the negotiations to tho con clusion he professed to seek, as it was bis duty to bave done. Good faith, honesty of intention, and straight forwardness of action are as necessary to us as pure air and wholesome food. Our Courts of law are supported by the stale to enforce them be tween man and ifcaan ia tbe every day affairs of life and it would be denlorable if they should I " not be carefully and rigidly adhered to in public matters. We may rely upon it that thos who discard their practice will, in the long rnn, be the sufferers. Of wbat worth are professions of friendship to wards Great Britain, when our most prominent and Influential publio men, those who bave the entire direction of public matters, prevent tbe introduc tion of men and women, British subjects, while tbey allow Chinese males by thousands unaccom panied by their wives to come in and distribute themselves throughout the country without bin drance. If I have shown taking for granted tbe truth of this British story as to tbe point at which nego tiallons bad reached tbat the treatment the Bri tish Sovereign and Government experienced at tbe bands of Mr. Carter was tho reverse of courte ous, wbat shall be said of tbe outrage offered to tbe Sovereign British. French, were interested of Hawaii nci? Americans Germans, native HawaiUns, all in the introduction of these Indians. Foreigners bad their means invested in tbe cultivation of tbe land, had been seeking and clamoring for laborers for years, un'il at last Government pretended to take the mailer in hand and with a great flourish of drums and trumpets sent Mr. Carter on bis mission. And wbat bas been tbe result? Yet if this British story be true, all Ibis and a great deal more fl lows Mr. Carter's failure to act, unless some very good reason not yet made public exists. As re gards native Hawaiians, tbe refusal to complete tbe convention, if by any means avoidable, was an act of positive cruelty. It-may almost be said I be their death warrant; whereas, had the negotiations been carried to tbeir legitimate con elusion, tbe country might by this lime bave re ceived large numbers both of men and women instead of being overrun by hordes ol single men Tbe subject is too large for effective treatment in tbe columns of a newspaper, in which il differ ent phases can only be superficially glanced at. For a teriible drama is now passing before our eyes. I did not desire any farther dicusrion of it in tbe papers of this city, but circumstances some times compel us to change our minds. Ns one would rejoice more than myself if tbe friends to whose acts I have referred in this and other letters should succeed in reconciling events and state ments which now appear to be at variance. Mr. James Campbell, tbe proprietor oi the estate to which we refer, has recently Im ported tbe machinery required, and is now boring for water.
