motion of Hon. Mr. Haupu tha minutes as read

Oa motion of Hon. Mr. Aholo, the credentials
on Hon. W. H. Rice, member elect from the
district of Lihae. Kauai, and Hon. Mr. Kaukau,
memb, r elect from the new district of Kanapali
Maui, were referred to the Judiciary Committee
for examination. .
Hon. Mr. Kaulukou, chairman of the Judiciary
Committee, under the suspension of the rules,
' imported back to the House that the credentials
i were in proper order, ana on mouuu v ivu.
i Mr. Pilipo the report was accepted. His Honor
the Chief Justice then waited on the Assembly
and administered the oath to the Hon. members.
A number of petitions were presented, among
i which were :
! n.n NV11 IiUlion. a tetition from the
Planters" Ass.H.iation, to prohibit the introduc
tion or sale of opium in the Kingdom. Re
ferred to Committee ou Finance.
His Ex. V. M. Gibson Minister of Foreign
Relations presented a petition, containing 193
signatures, from lepers at Kalawao, praying that
lepers be cured for ami allowed to remain on the
dirlertiit inlands t. which they belong. On
motion of His Excellency the petition was
referred t( the Sanitary Committee.
Hon. Mr. Nakoo'koo, from residents of
Wailuku, that slaughter houses at Kahnlui be
removed
Nakalcka, the Bill was laid on the table until
the presence in the House of the introducer.
The Bill to amend section 915 of the Session
Laws of 1S54 relating to the jurisdiction of Dis
trict Justices was ihen read lor the second time,
and a short discussion followed, ended by His
Excellency the Attorney-Geueral, moving that
the Bill be referred to a Select Committee. Car
Tied. Attornev-General Preston and Honorable
ahinu, Kaulukou, Aholo and Judd
pointed to serve.
The Assembly took a recess at 12 o'clock to
convene again at 1 p. sc. At this latter hour,
there were few members present, and the Ser
geant at Arms was busily employed iu hunting up
a quorum until at 1.30 V. m., when no quorum
being present, on motion of Hon. C. R. Bishop
the Houseadjourned until 10 a.m. next day.

The Assembly met at 10 a.m., and, after
prayer by the Chaplain and reading of the
minutes by the Secretary, the hearing of peti
tions was proceeded with, and several were pre
sented. Hon. Mr. Mahoe then read, by permission, for
the first time a Bill defining the ownership of wild
poultry. Ordered to second reading.
Hon. Frank Brown introduced a resolution re
questing the Minister of Finance to procure
from Collector-General of Customs the amount
of wiues and spirits imported into the Custom
House in Honolulu bv anv Chinese merchants.

Hon. Mr. Xawahi hoped that the members ot
' the Assembly vould not run away with the idea
j that all the smart people iu the country were
! members of the Assembly, there were plenty of
i very smart people outside, there was a great
'; n amber of smart people in Wailuku. The law
' on the subject was plain enough, but when only
50 residents out of 503 signed the petition he
had doubts about the adjudging the retried
nuisance really a nuisance.

the place complained of was a nuisance, and
that the sheriff of Maui had ordered the removal.
Xo suitable location presenting itself, a reason
able time had been granted to find one.
His Excellency the Attorney-General stated
that the Circuit Court would sit at Wailuku
during the next week, and that he would send a
proper representative, who would "be instructed
to attend to this alleged nuisance. The petition

Hon. Mr. Pilipo introduced a resolution that
the Minister of Foreign Relations be requested

I arfsing out of the 'Reciprocity Treaty ; resolu
! tion was amended by Hon. Mr. Kalna's msertion

His Excellency -W. M. Gibson, Minister of
i Foreign Relations, said it was his inteution to
! present a report on certain matters, and which
j will involve the subject mentioned. It had been
i ii nraetice to be rather reticent regarding the
! affairs of the Foreign Office, but the present in- j
I cumbent intended to present matters to tlie
, Assembly which he judged would be of interest

Hon. Mr. Itichardson presented a resolution
requesting the Minister of Foreign Relations to
supply copies of the treaties in existence be
tween Great Britain and France and this King
dom. Carried.

questing the Attorney-General to present to the.
Assembly his opinion on the subject of prohi.
bition, whether if the law was passed it could be
enforced without conflicting with any existing
treaties. The Hon. member said the question
was a very important one; petitions were con
tinually coming in from all portions of the
Group asking for the enactment of a prohibitory
law. He had heard that the Chancellor of the
Kinoilnm hud stated at a recent temperance
meeting that thero were no treaties with which
the law would conflict, but he would be pleased
to have the opinion of His Excellency on the
subject.
Hon. Mr. Aholo amended by adding that the
opinion when completed le translated and
printed. Carried.
Hon. Mr. Kamehele gave notiee of intention
to introduce a Bill to report: Chapter ."7 of the

Hon. Mr. Pilipo also presented from the Kume
committee ft report on the Bill to amend Section
lys of the Civil Code, and relating to the divi
sion of the district of Hilo into two districts.
The committee submitted that, as the Bill does
not designate the boundaries of the proposed
districts, a great deal of confusion would arise,
and they recommended the indefinite postpone
ment of the Bill.
Hon. Mr. Palohan, the only member of the
committee who had not signed the report, moved
to lay the report of the committee on the table
until" a minority report was presented. Carried.
Hon. Mr. Kalua, of the committee to whom
was referred the resolution regarding the Sales
of lenses of Government lands by the Miuister
of the Interior," informed the House that on
account of the resignation of the Ministry the
committee was one member short, th late

' The week's vacation had seemingly greatly re
duced the members' stock of letter and foolscap
papi-r, for some of the resolutions presented
were written on mere memorandum slips. Hon,
Mr. Aholo rose and called the attention of the
President to this fact, and also that the rules of
the House prescribed letter of foolscap. This ad
monition had a depressing influence on resolu
tions, as only one mora was presented, afterwards
withdrawn. , ,
As Order of the Day, the first Bill taken up
for second reading and discussion was one to
amend Section 1, Chapter XVIII. of the Session
Laws of 1&74 relating to terms of the CirCQit
