Dabney was a guard at Andersonville, where perhaps fifteen thousand Union soldiers perished through starvation and other brutality: Grover Cleveland waB a. robust man, without . pressing official engagements, who hired a substitute to send into the Union army. These two facts are conclusively conge nial. There is one other fact:D,abney ought not to be permitted by the, Union soldiers to fill the position to which he has been appointed. HOW IS IT?
