How many men compose the sup
reme court of Kansas and what are
their names?
Perhaps there are' good lawyers
who cannot ' answer the foregoing
questions correctly, and probably not
one voter in ten can do it.
Perhaps the average voter has' a
hazy notion that there is a man by
the name of "Johnson" on the sup
reme court. Is it true? Bead the
list of names.
It seems that the results of the
dice-box method of choosing candi
dates for the irrigation board and
supreme court are not wholly satis
factory. It almost appears that an
equal amount of thought would of
been given to the matter, and about
the same judgment exercised, if the
names had of been shacken together
in a box and then a sufficient num
ber drawn out by lot.
What is a name, and what is the
name in? There is a "Topeka" in
Indiana and a "Kansas" in Illinois.
The King sends his men into bat
tle, to kill and to be killed, and says
God be with you." it sounds like
sacrilege. As Dr. Green said at our
Chautauqua last summer, if men who
vote for war had to do the .lighting
there would be no wars.
Uncle Sam has sent to some of his
correspondents pictures and plans
tor making fly traps at a cost or
twenty cents each. - Perhaps some
boy who wants to compete for Mr.
Loner's trap prize at the fair would
like to see these plans.

Perhaps you noticed that Mr. Fish-
back came back and apologized for
his escape from the pen. It takes a
mighty good man to "come back.".

I desire to call your attention to
an order of the State Board of Health
concerning the fumigation of school
houses.
"That in the interest of public
health, all school houses should be
thoroughly cleaned and fumigated
at some time during the annual va
cation, and at such other times
when known to be infected by any
contagious or infectious disease; that
the source of water supply be inspect
ed as to its wholesomness and purity,
and that the privies be required to be
put in a sanitary condition before
the fall term of school begins."

HOUSE CONCURRENT RESOLUTION No. 4.
Submitting an amendment to the constitu
tion for tne recall of public officers.
Be it resolved by the Legislature of the State
ot Kansas, two-thirds ot the members
elected to each- house thereof concurring
therein.
Section 1. That the following proposition
to amend the constitution of Ihe state of
Kansas be hereby submitted to the qualified
electors of the state for their approval or re
jection. Sec. 3. Every public officer holding either
bv election or appointment is subiect to re
call from office by a majority of the electors
of the state or lessor electoral division for
hich elected or appointed, voting on the
subject at any general or special election,
but the provisions hereof shall not be deem
ed exclusive of other remedies for removal
from office.
Sec. 4. An election for recall shall be
upon petitions signed by at least ten (10) per
cent ol the electors of the state, qualified to
sign, for the recall af any state officer; by
niteen (la) per cent ot the electors lor the
recall of an officer elected by a district less
than a stale and greater than a county, or,
for an officer who was appointed by him; and
by twentv-hve (251 per cent ot the electors
qualified to sign, for the recall of an officer
elected in a county, district or municipality
within the county, or an officer who was ap
pointed by any such officer elected. Any pe
tition tor recal shall certify that the signers
thereto are citizens of the United States of
America and voted for the officer to be re
called, if elected; or. for the officer who ap
pointed him it appointed, at the last preced
ine election at which such officer was elect-
ed. The petition shall be filed with the au
thority for calline elections in the state or
other electoral division, at- least ninety days
before the date or election, and the election
held thereon shall be called within tbiny
days after filing petition, and be proclaimed
at least sixty days before the date of hold
ing. The petition and proclamation of elec
tion shall state in not more than two hun
dred words the reason for the recall.
Sec. 5. The recall ballot shall be. Shall
the named officer holding the named office
be recaUed. and tne provisions ot law lor
holding, canvassing and certifying returns
of general elections shall apply to recall
elections, and if the vote be in favor of the
recall a vacancy in the office shall exist, to
be filled as authorized by law."
Sec. 2. This proposition shall be submitted
to the electors of this state at the election of
representatives to the legislature in the year
1914. The amendment hereby proposed
shall be known on the official ballot by the
itle: Amendment to tne constitution pro
riding for the recall of public officers." and
tbe vote for or against such amendment
shall be taken as provided by law.
Sec. 3. The toregoing amendment shau be
