The British West Indian -Mail Steamer Aevit, ar rived off the North Chandeleur Island, on Thursday tvening,the 20th inst., from Vera Cruz, having left that place on the 1 "'th inst. Ey this arrival we have dates from tin city of Mexico to the 14th, with later proceeding of the Court of Inquiry, a portion ol which we can only make room for in our columns thU morning. IV low we give a summary of the .Mexican news, from the ample files of Mexican pa pers and correspondence now before us. As to the ratification of the Treaty, the news y this arrival is not very promi?jnr. At last account from Queretaro, a quorum had not been formed in Congress. The onitor, of the 11th, contains along article condemning the conduct of the numbers ot Congress in delaying the cession. Sixteen members wee still wanted in the Chamber, and two in the Senate, to constitute a quorum. A correspondent at Queretaro, of the Monitor, thinks the necessary number will soon be in attendance, and that when Congress once gets together, Ilerrera will be chosen 1' recent, since a majority of the legislature have haTe expressed themselves in his favor. The news of the ratification of the Treaty, had been received in Queretaro, and some persons entertained the beliet that its modifications would be accepted. On the other hand, we have before us an extract of a letter dated "Mexico, 3th April," addressed bran English merchant, long resident in the city of Mexico, to his friend an officer of the Avon, which says: "There is a dearth of news of any kind. Conimis sioner Clifford arrived here two days ago Amongst the Americans the impression is that a treaty will not be made; someot the Deputies, most inclined for peace, swear they will have nothing to do with it. unless the Americans leave force sufficient to support a Government, and I tLiitk the chances arc that they will uotcome together in the stipulated time.'" On the same subject, we make the following extract from an article In the Free American of the ljtll inst.: We had occasion yesterday to convert with a respectable gentleman who had just arrived from the city of Mexico. He is a Mexican ami is in favor ot I eace, but says that the memlt'rs of Congress will not vote for the treaty as it now stands; that he has heard many of them express their opinions on the tulject, and that they all set in;t agree that they have not the power to cede any portion of the territory be longing to the republic. Doing this, they think, would be violating the Federal Constitution of Mex ico. Tliey would be willing to pay the expenses ol the war. TIey are alsa willing to ab.vidoa their pretensions to the ownership ot Texas provided the demarcation ol'the boundary line be left to commissioners to be ap pointed by fach government. "In our opinion, if this statement I true, and we Klieve it is: it shows plainly that the Mexican have ajain made an abuse of the good faith of the Ameri can government. We leant from.thc M onitor that a battle was fought at Santa Cruz de Kosales, twenty-two leagues from Chihuahua, on the ICth March, in which, as usual, our troops were victorious. The Monitor says "the firing cotiimencrd at 9 o'clock in the morning, and continued until dark at bight, when the American? fctuniK-d the place, took eight pieees of heavy artillery yix small pieces of ordnance, and more than one thou sand muskets. The number of kil'.cd on either side is not yet known; but the loss of life on both ti les was very great. Don Angel Trias, Governor and Commander, and the officers under his command, were taken 'prisoners at the moment the action ceased." Commissioner Trist an 1 Gen. It was supposed that the Court ot Inquiry would adjourn about the 2tth. Valencia were celebrated on the 4th inst. at the Convent of San Francisco. The House ol Muriel and brothers in the city of Mexico had been entered in the night by a gang of robbers, who murdered a clerk named Zorilla. Seven of the twelve robbers have been arrested, and among them, we regre t to find officers of the American army The American Star gives the names of the persons arrested for being implicated in this aff.iir as f llows: Lt. The Monitor of the 7th, contains a letter from San Luis stating that the Indians to the number of UjOOO, are now in a state of revolution, and that their num ber is still increasing. Several HacienJas, or planta tions have been robbed of all the cattle yid horses' Some of the planters have been murdered. The let ter also states that the capital, San Luis, is the only part tf the State where one can remain with security. The session of the legislature ofthat State adjourn ed on the 31st ult., and deprived, by a decree, Don Adame, Governor, and Don Avila, Lieut. Governor, of their respective officers. Don Juliano Reyes, tlieir present Governor, received extraordinary powers, to last-antil the meeting of the next legislature. The election for a new Governor of the State will take place on the 30th of the present month. A detach ment of eight hundred men, sent to San Luis de Ia Paez, by the Government of Guanajuato, to assist in protecting the State against the Indians, has retired to Dolores Hidalgo without firing a gun. Gen. Bus- tamente, to whom the people looked lör assistance has written that he would come, but lln-y have Iot ail hopes of getting succor (orm him. The Monitor of the 1 1th says, that tho State ol Guanajuato followed thr example of San Lüh, and the Indians are in a state of revolution. The Moni tor fays that the revolution which was commence.! by about fifty individuals has now mustered up wards of two thousand partisans. Robberies were fet ill frequent on the roads and in the city of Mexico. Numbers of families who have been obliged to a- bandon their homes on account of the insurrection in Yucatan, had arrive! in Vera Cruz some of them entirely destitute. It was proposed, to liold a meeting to adopt measures for their relief. The court-martial for the trial of Lieut. John Smith 3d Battalion Louisiana Volunteers, commenced sit tin" on the 13'J in. t., at Vera Cruz. We fin J no re port ol the proceeding). The court consists of Lieut. Col. Ficsca (President,) Captains White, Feather ston, ßcsancon, Forry and Wheat, and Lieuts. Cur tis and Young (Judge Advocate.) The charges pre ferred agaiat Lieut. Smith are, desertion; enticing of soldiers to desert; embezzlement of public property; conduct unbecoming an officer and a gentleman. It is stated that the General Hospital is to be re moved from Vera Cruz to Jalapa probably on ac count of tin? approaching sickly season. The French sititens of Vera Cruz were to give a grand banquet on the evening of the 16th, in honor of the French Revolution. "We learn from the Free American that a supper was given by some of the French citizens on the 8th in honor of the Revolu tion. Several Americans were invited. The French consul was present, and likhis countrymen, mani fested his sympathy for the leberal principles by which the French people will be governed. Dur Vera Cruz correspondent, "L'Iua,'ays: 'It in rumored that Gen. Cmdiing'a brigade is ordered to Jalapa." The regular mail coaches commenced running be tween Vera Cruz and the city of Mexico on the 15ih, and will leave hereafter three times a week. Three companies of Col. McLellan's regiment of Tennessee volunteers arrived at Vera Cruz on the 14th. One hundred and thirteen men of the New York volunteers, under the command of Capt Tor- ry, arrived at Vera Cruz, on the 8th, in the barque Nancy W. Stevens, from New York. The career of the notorious Father Jarauta has at last been checked. A letter from Queretaro, dated April 2, states that the Father was arrested at Hue- jot las by the Prefect, Don Cristobal Andrade. The arrest is officially announced in tho Tampico Noti cioso. Capt.Cannolly,of the La. Mounted Battalion, ar rived at Vera Cruz, esconting the mail from Puebla, on the 12th inst. Ca;it. C. met with a great many guerrilleros, but they made no oppsition to his march. He also met a Mexican train of eight wagons, the conductors of which reported that the guerrilleros had levied a contribution of $300 on their merchandise. Col. Hays' the Ranger, arrived at Vera Cruz on the 10th, from Jalapa. The Free A merican understands that Hays' Regiment will shortly be disbanded. CO.IMIKUCIAL. New York, April 2C, 12 m. The market for flour i firm with good Eastern md home demand. There is considerable demand, but dealers cannot agree as to price. Holders are asking tor prime white wheat 1 15c, and 136 for red. Holders are very firm, but buyers do not meet them. Sales of prime yellow corn at 52.3! 33c, and 30c for prime Orleans white. The market for corn and oats is rather dull. J'here is a better feeling in betf, but no improve ment in prices to quote. Sale3 of mess beef at $8 50; lard at 6 77Ie, market heavy; hams 51c in bulk, and 4c in pickle. Sales of butter at 12 1 5c. There has been some inquiry to-day for cotton at a decline of ie. S.'Iesof whisky at 2 lie. Sales Orleans box ruisins at $1 CO t? liox. U. S.
