As the ceremony attending the inauguration is to take place in the House of RsDresentatiTes aod the electors are also required to meet there, the two will conflict unless some arrangement is made as to the division of time on that day. Governor Gray has completed his certificate of the numer of rotes east in the State for each of the candidate! for olectors. Information and Snjgestions Contained in the Report of the Board of Health. The seTenth annual report of th Stato Board of Health wai approved by the board and signed by its member at a mtetinebeld in their rooms at the Capitol yesterday. Besides its considera tion, and a few ratine matters, no other, busi ness was transacted. It sets forth that the health of the State has been above the average during the year past There was considerable typhoid fern following the dry weather of 1SS7, but 'the mortality was light considering the number of cases reported, aod there wcra no serious epidemics of any kind. Cases of small pox were reported from a few points during the year, but it was cot allowed to spread. Sanitary inspections were made thronchoat the year of the various eleemosy nary and penal institutions, and they were cen- erally found in cood condition, with the excep tion of a few county asyloms, which cannot be remedied without new buildings beine substi tuted for thoi e now in use. Complaint is made that the keepers of many of these asylums are selected from the lowest bidders, without any reference to their qualifications and fitness for such places. It has been the endearor of the board to secure a good sanitary condition for every school in the State, and a considerable cortion of therenort isderoted to answering the question of wnat constitutes a good school-house. Diseases among lire-stock have not been more prevalent than usual during the year past. There bare been a few cases of glanders among horses, pleuro-pneumonia and cancer-jaw among cattle and cholera amone hogs reported, and some little mortality resulting from each. The board renews its recommendation for a State veterinary surgeon, whose services shall be ren dered free to those needing them, and proposes that a veterinary circular be prepared for gen eral circulation. A contention of county, city and town health officers was held in this city on the 7th of June last, and saDiects connected with sanitation wpre thoroughly discussed. Other conventions of like character are recommended, and radical amendments to the law eovernicg the collection of vital statistics are asked. Among the other specific requests made by the board are these fur power to destroy diseased animal.; a law requiring burial per mits, and providing for the payment of county health officers by fees or salarie; the placing of power in the board to remove county health of ficers for cause, and to increase tbe number of health reports from 3,000 to 10,CC0; the appro priation of a contingent epidemic fund for use in possible emergencies; tbe power to abate city sewer nuisances; an increase in tbe capacity of the Deaf and Dumb and the Biiod Asylums, and the provldmz of regula tions governing abbatoirs and cattle inspectors. The State has been divided into five districts, and the members of the board, Dr. S. R. Sea right, of Lafayette; Dr. W. A. Fritsch, of Ev aDsville; Dr. Samuel . Boots, of Greenfield: Dr. John N. Taylor, of Crawfordsviile, and Dr. C. X. Metcalf, of Indianapolis, are each in charge ofadistnet. Thirty States of the Union have organized boards of health, and have derived undoubted benefit from their creation. The abandonment of the national Board of Health is regarded a3 a mistake, and ita re-establishment, under the charge of the Interior Department of the government rather than un der army management, as lormerly, is recommended. Under this head a paper contrib uted by Benj. F. Lee, M. D., entitled, "Should not the national governmentdefend our national ports aeainst our national enemy, contagious diseases!"' is submitted. One hundred and fifty-five towns and cities in this State have organized health boards, and many of them did good work during the past year. Soveoteeu towns and cities in tho State now require burial permits. COMMISSIONS TOO HIGH. Manufacturers of Threshing Machines Aree to Observd a Uniform Rite. Seven gentlemen, representing companies that manufacture more than two-thirds of the thresh ice machines and engines built in America, met at tho Bates House yesterday to consider matters pertaining to their line of business. The following companies were represented: J. J. Case & Co., Racine, Wis., by C E Lee; Russell Ss Co., Massillon, 0., by A. A. Russell; Gaar, Scott & Co., Richmond, by W. D. Scott; Aultman& Co., Canton, O., by J. A. Lenville; Springfield Threshing-Machioe Company, Springfield, O., by J. B. Cartcell; Advance Company, Battle Creek, Mich., by B. F. Skinner; Eagle Machine Company, Indiananolis, by L. W. Hasleman. The special object was to eon aider the commissions paid to aeents. Prior to the last threibinc season a meeting was held in Chicago, and a "pool," on commissions, was ar ranged. The commissions were fixed at a certaa standard, and no comt any was to offer greater Inducements in selling machines than' was specified in tho agreement. All the manufact urers interested, except one or two, signed it. There was no extra demand for machines the last season on aeount of a light wheat crop throughout the country, and it is claimed that some of the manufacturers in order to dispose of their stock broke tho agree ment and offered extraordinary inducements to gents and purchasers in tho way of commis sions. The meeting yesterday was called as a eon of court of inquiry, and to take steps to prevent, if possible, any breaking of the agreement in the future, and to indnco every manufacturer in the country to sien it. The evidence as to some of tbe members violat ing the conditions agreed upon was heard, and & grievance committee was then appointed, whose dnty it will be to look after violations that may occur in the futnre. The committee was also instructed to prepare a remedy to prevent any difficulties of the kind. It is claimed that in the past some of the strongest hare taken advantage of the weak companies by paying enormons commis sions. The representatives of several of tbe latter say that with commissions continued as they have been in the past they would have to close, as all the profit goes to tbe middle man. In all there are abont twenty- manu facturers of threshing machines in tho United States, and the majority of them are located in Ohio, Michigan and Indiana. A few years ago, when machines were sold at from C1.S0O to $2, 0C0, there was considerable profit, but now the average price has come down to $1,500, tbe manufacturers state their profits are not large, even if they can maintain the medinm commission plan. Southern Prison Affairs. In the report Warden Patton, of the Prison South, submitted to the directors of that insti tution the receipts from earnings are given at $74,137.71; disbursements at $71,006.29, leaving a net ba.ance of $2,531.42. There was in the prison throughout the year an average of 557 convicts, the cost of supporting each being 35.1 cents a day. The total cost of provisions was $23,1S3.G6, the aversge cost to each man per day being 1L4 cents. An indebtedness of $28,953.33 was contracted under Howard a administration, but from this is to be deducted $4,832.23 for the library and convict fund, for which suit ia pending against A. J. Howard. There was charged against the appropriation for mainte nance and outstanding debts, $78,775 91. The balance of the indebtedness is $17,b25.77. Seven, contracts for prison labor are in force with manufacturers of boots aod shoes, hollow ware and saddle trees. The prices paid for this labor are from 50 to CO centa per daj.
