Curry of Alabama, which wm coucocted for the purpose of vindicating the starvation of prisoner? of war, the murder of black soldier?, the burning ol nor thern cities, and finally the assassination of the president of the United States and his cabinet. The preamble sets forth in great detail and needles iteration the action of the Uu'ted States government in declaring all lojal slaved in rebel districts free, and speaks most bitterly of tho proclamation of President Lincoln, denouncing it as unprinciplcJ and inhuman. Then follows the resolution. Therefore, Resolved, By the house of representative of the confederate states, the senate concurring, that we do adhere to our opinion that the 80- callcd emancipation proclamation of the presi dent of the United States and enlistmeut of uegro slaves in the several federal armies Dow opposed to the confederate states, are not among the acta of legitimate warfare, but are properly classed among euch acts as the right to put to death prisoners of war, without the spe cial right to use personal weapon, and the right to assassinate, aud if persisted in, will justify the government in the adoption of measures of letaliation. The indorsements on the papers go to show that tbii resolution was read the fir-t and second time, and made the special order for the seciet tession on the 16th Feb., 1&61. The Herald's special eays: President Johnson has uuder consideration a new amnesty procla mation. The us nance or suppression uf it, it is expected, will be decided on at the cabinet meet ing to be held to day. The proclamation, if issued, will 'auLoui.ce what classes of rebels are to be held responsible for their treason, and what will not be. The Herald's Wilmington correponient says: There has recently baeo considerable excitement in Wilmington, iu consequence of the ruunr that the rebel ram Stonewall is about making a raid on that place, and fort3 Fisher and Casewell have been strongly reinforced in anticipation of the raid. Chief Justice Chase and party, in prosecution of their tour through the south., arrived at Wil mington on the 8th. Mr. Chase will proceed from Wilmington to Charleston and other south ern ports as far as New Orleans, and return thence to Wnt,hirgton by way of Mississippi. Major General Wright com tnandmg, is still at Dinville. but it is expected that the greater part of it will shortly return In the north, as soon as order shall hare been fully restored in that vicinity.
