A D.werooo.osunS VsioR.n.-From a high and sure source, we learn, and we learn with great pleasure, that Ex-President Fillmore comes to our city within some ten days, on a tour to the South-west, down the Ohio and Mississippi; a trip of ourioeity only, prompted by the wish to see thegreat regions of our river, to which he is yet a stranger. Such being the purposes of his journey, he will, we hear, desire rather to wan der at will among us as a private citizen, and survey the ways, the manners, the society, and whatever else in the South may be seen withl pleasure or with advantage by the intelligent observer, than to be the object of any of those public attentions which would naturally be offered him, and which certainly no living per son that has worn the same civil honors, so well deserves of all parties, for the rectitude, the usefulness and the moderation of his entire pub lic career. The companion of his journey will be the Hon. John P. Kennedy, ex-Secretary of the lavy; a gentleman most honorably distin guished, not merely in political life, but by lit erary performances, which are, in the class to which they belong, those which do most credit to Southern talent and most justice to Souther. manners. His "Swa!llow Barn" and " Horse Shoe Robinson" are tho best of Southern ro mances; his " Aunals of LittleP iddlington" is the best of American satires; and his " Life oi William Wirt" an excellent biography. Among present visitors to our city, we have greeted again, on his late return from Havana Dr. Marshall Hall of London, the distinguished physician. He is accompanied by his very clever lady; and they are about to proceed Northward, by the river. We have the pleasure of laying before the public an article from his pen, introductory to a series, on the drainage of our toPn. What. ever Dr. Hall will consent to write about, Dr. Hall understands and will make understood. We learn that the Hon. Randell Hunt has been for some days in town; and that-for thi present, at least-he has not yet added to our population of beauties that fair inhabitant, yes terday foretold by our Washington correspon dent. On our first page will be found an original review on Hayden the Painter, by an artist. LYCo U HALL.-Professor Alex. Dimitry's next lecture on " Grecian Literature," etc., will be delivered on Friday evening. He has not been able, we understand, to return from Baton Rouge (where he has been giving the Legislature, by request, the benefit of his viewg, on public education) in time to lecture to-night, as expected. The House bill, for the improvenm of Bayou Laeburche, wa ednerred in. " An actto reclaim the swamp and overflowed lands, and appropriating three hundred thbu sand dollars to carry it out, was pssied by its title. House.--Mr. Cronan's underground sewer age bill, and a bill authorising certain parishes to subscribe to the Vicksburg and Shreveport Railroad, were laid on the table. The Senate bill, to tax free persons of color, for purposes ofeolonisation, was rejected. The report of oint committee on Banks says: In the course of examination, your committee regret to state, that, with the commendable exception of the Citizens' Bank, they found all the other chartered banks had overstepped the hmits prescribed by the second fundamental ruleof the act of 1842. The report adds, that it appearst hat specie has been recently ordered by seieral of the banks to the gross amount of aLout eight hundred and twenty-five thousand lollars, and'since the examination, a letter has been received from the Canal Bank, announc ing the arrival of four hundred thousand dol lars in coin. A letter was also received from the Bank of Louisiana, dated 20th February, announcing that on that day it was in line four hundred and thirty-two thousand. These are cratifying evidences that the banks intend to place themselves, at an early period, within the requirements of the State. They speak in the highest terms of the soundness and suacess of free banking, and recommend the exemption of the consolidated bank from the control of the Board of Currency. Professor Dimitry lectures to-night. OHIO RIVER -STEAMBOATS-MARKETS. CioncrnsATI, March 8.-The river here has risen three feet during the last twenty-four hours. Flour is selling at $6 to $6 05 per bhl with a dull market. Sales of Whisky at 2110 per gallon. Nothing doing in the provision market. LouSvtILs.E, March 8.-The river here is falling, with 7 feet 5 inches water on the falls and 9 feet 7 inches in the Canal. The steam boats Mary Hunt and Buckeye have departed for New Orleans. FLOOD ON THE OHIO RIVER. LoravilLLE, March 11.-There is a tremen dous rise in the Ohio, and the lower part of this city is flooded. The water is now in the second stories of the houses fronting the levee, and isstill rising. Much damage has been done by the flood. STEAMBOATS. LOUISVILLE, March 11. -The steamboats Magnolia, Fanny Smith and Lexington, have arrived from New Orleans; and the Antelope and Argyle have departed for that port. Drainage in New Orleans. Several years ago I published a little work entitled "Suggested Works on the Tnames." Sly attention has therefore been for some time turned to the important subject of drainage. this must be my excuse if 1 venture to make a suggestion respecting the drainage of New Or leans, than which, I venture to affirm, no city in the old world or the new requires a perfect system of drainage more imperatively. It is only necessary to perambulate its streets and observe its gutters on each side, to be convinced of this fact. The supposed difficulty in the drainage of New Orleanslies in the fact that the level of its streets is below that of the water in the river. But in reality this constitutes no difficulty. All that is necessary is to raise the water of the Mississippi at the Southern extremity of the city in an upright iron shaft, and to allow this water to flow through iron pipes distributed through the city into the river at its Northern part. With these horizontal pipes an upright pipe from each dwellidg must communicate. It will be observed that the first and principal shaft, and the pipes from each house, will empty themselAes into the horizontal pipes and even tually into the river with a velocity proportion ate to their height, and the city will be drained. It will only remain to remove all surface matter in the usual manner of large cities. The fall of the water and drainage of each house may be aided by common pumps. There is nothing complicated or expensive in this plan beyond that which obtains in London and every large city in England, whilst the amotives to effect a perfect drainage are many times greater in New Orleans than in any of these, visited as it is by that epidemic scourge, the yellow fever, besides the cholera and its own endemic intermittents. If a perfect drainage were accomplished, a great part of the population of New Orleans, who now feel it incumbent on them to leave the city during the unhealthy season, might re main, grea ly to the advantage of every in terest; whilst many a family would be pre served from the depths of mourning. I may possibly enter into some details rela tive to this question hereafter. It is enough for the present to have shown in how simple a man ner a perfect drainage of the city of New Or leans may be accomplished. MascAtA. lHAI.1.. St. Charles, March 18, 1854. ANOtiH.R STEAMBOAT DISASTER- Forty or F'ifty Lives Loat.-We were informed last even ing, by the politeness of Mr. D. B. Price, clerk of the steamer Catherine Hays, of the destruc tion by fire, on the 6th inst., of the Memphis and White river packet Caroline. She left Memphis about the let, with a heavy cargo and a large number of passengers emigrating, for she most part, into Arkansas. Thirty bodies had been recovered; but more were supposed to have perished. STAM1ua oAT McLeato S.u.--We learn from the offlcers of the steamer Troy, arrived yester day from Grenada, Miss., that the McLean, with a large load of cotton, struck a snag a few miles below Grenada on the 4th inst. and sunk ; the boat is a total loss.
