'Ononel Oampbeu on Wh ebarrows and Popular Rights., It is not for a plain citizen, like myself, to engage in a controversy about railroads, with one who seems to overflow with railroad ideas, figures, plane, estimated, and financial schemes, like our eloquent fellow-citizen, the Assistant Alderman from the Melpomenian District. But, Mr.:Editor, I have ideas in regard to the ordi nance now before the Board of Aldermen, which, as they do not relate to technical matters, I may not be regarded as over-presumptuous, for pre senting, in my humble way. The first is, that being a voter and citizen, and having long thought with Col, Campbell and Geol. Smith, that a railroad aeross the Rigolettes, running along the coast, through the severaldelightful summer resorte that stud that shore, and connecting our city with Mobile, and thereby with therailroad liies that stretch along the Atlantic, I desire to vote on the question of the corporation sub coribing to such a work--as the Legislature has graciousely proiided I shall do. there are B great many ofmy neighbors who desire to do lkewise. Thougl we live in the neighborhood of the Melpometlgan Depot of the Great Northern Road, wt are nar ea arrow-minded as not to desire to see other paris of our city favored with rail roads, We know that as we inifease the value of their property, we dilinish ourown taxation. 'We voted for the other two, and we desire to vote for the third.. Great, then, was my sur prise to read a speech of Colonel Campbell, published in the Delta last week, which amounted po this, that the people should not and ought not to be permitted to vote on this proposiion to .subcaribe to the extension of the Pontchartrain .~ol l; that the people ought not to be trusted in en.-amatters; that the superior intelligence of the twenty pr thirty citizens, who are selected for neat paty caunouses as Representatives in the City Council, and by the nature of their eleotion, are endued with a higher degree of in teligence, than we possess, ought to be per mitted to preserve us iron our own folly and madness. It is true that the people may select their Jepresentative, and thereby may dispose of the 'whole revenues of the corporation; but they cannot vte on a proposition to vote $1,600000 for a railroadwhich they desire. Perhaps the genilemen of the Council who take this view may, in exeei'of m6odesty, think ts= ' loanner in which th, people lias dis clirsthe first duty, iwa prosfo. thbl inabil Ity to pe ermthe second, if those gentlemen were t vqp , hgiving the people the right to vote'~ s 1, I should certainly thinkt the argumen.sta~go9 one. inut Ott; bell, according to the report of ths)Delta, syl`at he is not a wheelbarrow (ps*hftpepa $hsqlwsel thioY~s he ia a khole teans) S bills before t.g.ec " perceive what die. NEWS OF oIE IlTY. BamNo TWs EL EarBT.--An inexperienced young man fromndabama, recently arrived in our city and naturally desirous of seeing the "sights," fell into the snares of wicked men and was sadly " taken in and done for, " before he was twenty-four hours old in ,this goodly town of industrious speculators. It appears he had the fortune to fall in with a person named Wm. Lyons, a gentleman of prepossessing ap pearance and mostunexeeptionable deportment, who obligingly offefi to constitute himself a masculine sort of oicerone for his new and ver dant acquaintance, and firstly introduce him into a circle of society entirely unknown to his former ignorant experience, and lastly make hmn acquainted with that most astonishing ani. mal whose name appears in the caption of this article. Under these promising auspices the pair sallied forth and visited several places, the characters of which are generally considered no better than they should be, and finally entered the "' brilliant" Coffee-house, at the corner of Oustom-house and Franklin streets. Thompson says that they drank only twice here, and that he soon after fell asleep, under the influence it is supposed of some soothing narcotic, like that which closed the fiery eyelids of Queen Titania, and caused her to dote upon an ass. When Mr. Thompson awoke he discovered that his friend had left him, and that his shoes had walked away with all the money hehad, ($175) which he had previously taken the precaution to stow therein for safe-keeping. The aston ished Mr. Thompson rubbed his eyes and en deavored to understand this unaccountable state of affairs; a ray of light dawned in upon his wool-gathering cogitations, and picking up the stout hickory stick which he had brought with him from Alabama, he proceeded to the police office of the Second District and laid complaint Warrants were issued, and the bar-keeper, Pablo Bals, Patrick Delmore, a cab driver, and Michael Feely, a well-known thief, were ar rested and looked up. Thompson's polite friend, however, has thus far eluded arrest. A bag of clothing belonging to the victim was found in the possession of the bar-keeper, some articles havinzg been taken therefrom. We sincerely hope the rascals may be dealt with as they de serve. FATAL ~ALL.-Capt. A. C. Ihaferell, a man well known in this city for some years past, died yesterday in the Charity HospiTal from injuries received on the night previous by falling from the second story window of a house at thecorner of Girod and Philipp streets. It was supposed that he was endeavoring to make his way out of the house at the time of the accident, or else that he fell from the window in a fit of insanity. An inquest was holden upon the body yesterday and the following verdict rendered: "Died of concussion of the brain, caused," as above stated, " while in a fit of insanity." Deceased was a native of Ireland and about 36 years of age. RECORDER'S COURT OF THE FIRST DISTRICT. Tom, a slave man, was arraigned before this Court yesterday on a charge of having stolen a jug of brandy and then committed an assault and battery upon the officer who attempted to arrest him. Tom was sentenced to receive twenty lashes for his able defence of intemper ance, and the jug was confiscated for the use and benefit of the corporation. The slave man John, who was arrested on Camp street in woman's apparel, was sent to the Work-house." John Ferabush was yesterday discharged from the accusation of having robbed a man named Deever of forty dollars. James Curley, charged with having seriously injured C. Snqdeker by striking him over the head with a loaded whip, was placed under bond Of ..00.to appear for future examination. Stabbing Case.-An affidavit was made by 3Saj Carter against John Creany for stabbing ho,:a egband an Saturday last with a bowie pi itlitmcng a wound wbhih, although not dangerous, has snce confined Carter to ihd ld.
