Concerning that which has transpired in the world's history on corresponuling days in paost years, with other matter pertinent thereto, prepared expressly for the readers of the Dou.le Sheet Crescent. The calendar of the month of February, although rich in a great many remembrances and celebrations of an important character, has not so many of Per minor moment as some of the other months. Cover the ing, as it does, the whole world, et a season when the rule of winter is straggling for a continued life ma against the attacks and incursions of spring, it has a very doubtful reputation and is generally con. Plic sidered no better than it should be-a sort of trim mer and exceedingly unreliable character. In the whi Northern States of our Confederacy the ground is covered deep with snow, and the rivers and lakes are coated and overcoated with ice. The mountains are hoary in the Middle States, and Jack Frost holds car nival even as far down as the Gulf-sketching 40s qpeer temples and landscapes upon the windows; is running up pagodas more airy than those of Moor- f ish architecture, and more fanciful than those of Chinese workmanship; painting a thousand grotesques pr and creating as many momentary monuments.. With us, though frosty, it is a kindly month; be gins to break the reign of cold weather, and flaunt, more royalty, the'bannersof spring and sunshine. It paves the way into March, which, though roaring it elsewhere, is very mild aLd balmy under the soft an breathings of our Southern breezes, and gently urges G: the young buds up from the long hibernation into life and luxuriance. fos The great events which have occurred in varioas or years and countries, to make the week from the 11th fos to the 18th, memorable in men's minds, may be briefly of outlined by some references which will be familiar on to all: MtIonday, Feb. 11.-This day in, in the floral all directory, particularly sacred to the red primrose; tic and, in the church calendar, to St. Theodora, a young lady, we are bound to presume, of very many excel- wi lent qualities of person, or character, or both; inas- p much as some deserving was requisite to secure ye canonization for her. Whether the Saintess was mar ried or single, our brief chronicles do not state; but on if single, what an admirable chance for felicity and immortality was lost by some short-sighted gallant! g The flower which is linked to her memory, is of th&t excellent and fragrant nature, that we are led to hope th her ladyship was as high and peerless among the no demoiselles of her era, as the emblem is among the th flower from which it is selected. p On this day, too, A. D. 1622, seventeen of the emi grants who had arrived on` the bleak coast of New p, England died, and for a time the hopes of the pilgrim H band seemed destined to wither. Tuesday, Feb. 12-A day sacred to St. Eulalia hi and the noble liverwort. In 1769 'Parliament ad- L dressed the King, requesting that all persons charged p with treason in America might be sent to England sl for trial, and thus took the first steps leading to our h revolution, independence and national prosperity. L Wednesday, Feb. 13.-Dedicated to many Catholic Saints, none of whom are of greater repute h that St. Gregory, who wasPope-second of his name. In the floral rearlms consecrated to the Polyanthus. In 1779 Gen. Putnam galloped his horse down one hundred stone steps, leading from a church in Con necticut, in which the British, under Gen. Tryon, attempted to capture him, but failed. Thursday, Feb. 14.--Sacredly set apart, as very youth, of either sex, knows, to the guardian saint of young affection, St. Valentine-- worthy who is sup s posed toperform the functionsof an Episcopal Cupid; . also very profitable to postmen and boys. "Two hundred thousand two-pences," saidan old gentleman, Sas he read theannouncement in a country newspaper, are four hundred thousand pence "-and he was just going to cast up the amount-" Why, papa," said his _ daughter, "that must he just the number of young folks that must be in love with one another-that's - the way to reckon!" Elia, the gentle, loveable, quaint and kindly, but philosophic Ella--otherwise Charles Lamb--says: " This is the day on which those charming little missives, ycleped Valentine, cross and intercross each other at every street and turning. The weary postman sinks under a load of delicate embarrassments not his own." The day was kept by the ancient Romans with feasts, in honor of Pan and Juno. On the occasion the names of young women were put into a box and drawn out by the young men, who thus easily secured sweethearts to themselves. The pastors of the Early Church, con considering the custom heathen and unbecoming, Sbroke it up, and merged the old celebration in the new one. Lydgate, Chaucer, and many other old British worthies, have reference to the day. Shakspeare ot makes poor Ophelia, in her mournful lament, sing (Good morrw ! 'is St. Valentine's dasy Al in the orning Itime, V. And I, n maid, at your window, T- T. be y-r mlentine." Those who are unable to breathe out their senti mental sorrows, Cive coce, embrace the occasion to do so under the rose; and many a bright-eyed angel thus anonymously finds what a commotion and con t. flagmetion her innocent nirs have been creating. In this county the day is very generally observed ; and -, those who lack originality, or prefer pictures to peoe try, can find Valentines ready made and painted in to the sttionesi' stores as per advertisements elsewhere in this paper. Perhaps after Kriss Kringle, no saint is so generally worshipped by the younger portion of ahumanity as worthy St. Valentine ; and certainly no 5 one has a more benignant nature or lovable aspect. Frlday, Feb. 15.-As after years that have been crowded with great deeds, and ages that have been crowned with great men, there ever conies some in lteregnum wherein there is no greatness nor substan tist glory ; so, after eventful days, it sometimes hap iens that there are those to which no interest at taches. Thus the present day, the heir and successor of St. Valentine, although crowned and hehneted sometimes, is in the present year as bare and barren as the topmost twig of a frozen tree, in winter. It is not the keepsake of any eminent thing soever of which uv any remembrance or leaning has reached. d In botany the crocus sulphureno, or cloth of gold be longs to it, and in theology, it belongs to St. Sigifride. Satorlay, Feb. 16.-The inheritance of the day apreceding, was not a sufficient start to enable this to gather much honor in the same year, and, accord ingly, it passes away in the hope of a glorious resur rection in the year to come. r. botanly, lilac rimrose, a floser not seen here, is t the emblem; and, in other conntries, St. J oliaua, a lady of nio great fame, is the patron Saint, or patreouae of its brief existence. Sunday, Feb. 17.-Two hundred and ninety three years ago, an old man, whose name and fame were so secured on earth by the brilliancy of his 'gesins, the pmrity of his life, and the magnificence of his labors, that they can never die, while art, which S is said to be immortal, lives. Michael Angelo Buona rotti, tle sculptor, painter, artist; whose cartoons now On ire the world's wonder, and whose statues grow in o0 grace anid beauty as they do in age, after a life of hard tlabor-after many reverses and suofterings, qauietly 50 breathed outhis last in tlhe city to which his genius - had given so many trophies, and by which, hle had re been so poorly rewarded. In the roll of sculptors, to disciples of high arnt, his name lstands at tile top, and is to artists the wrings of Icarus, which, whosoever Stries to emulate, will be overwhellmed by. Itad no other event ever occurred to illustrate it, the day would be right reverend and notable throughthis fact o alone. ilin osur own country thel day will long beremember Sed as the one on which the treaty of Ghent, negotia sot ted bIy Jolm Quincy Adams, Gallatin, Bayard, Clay and Russell, was ratified by Congress, in 1815, by heir nhich our second war with Great Britahn wsas brouglht n to an honorable and happy conclusion. s In 1836, Anne Boleyn, one of the Queens of Henry VllI, was executeod to make way for Catherine. n. In 1692 the great sea battle between the English so: and French, occurred off La Hogue. In the floral di et rectory the day is indicated by the Scotch Crocus. Peace Negotiation. ne The negotiations for peace are still progressing, but it will be some days yet erethe preliminaries will be of arranged and signed. The Czarhas, however, ordered for Gortichakoff to suspend hostilities. Russia's Eincerity bus been much doubted hereto fore, but the appearances are all fair now, and'the ad order from the Czar to cease hostilitieswas a straght forward one, without awaiting the formal conclusion I of an armistice, which it is rumored has been agreed ab on for three months. France, England and Austria continue to accord, although it is expected that foreign and grave ques tions willarise during the negotiations. t No place of meeting has been decided upon, and it pl will be at least the 2d of February before the preliminaries are arranged and the signatures ap- S pended to the agreement to meet. In the meantime Consols had advanced, and closed t on Friday at 931 to 931. The bullion in the Bank of England had increased tI £8000. The London News learns from undoubted authority 0. that certainly before the meeting of Parliament the armistice will be concluded; and that after which tl the negotiations, with a view to a final treaty of peace, will be entered upon forthwith. A dispatch from Berlin states that the peace pro posals are strongly supported in St. Petersburg by C Holland. The Belgique came very near foundering at sed, having sprung aleakseven hundred miles west ofthe Lizzards, and it was only by the united exertions of 1 passengers and crew that she was kept afloat until she reached Southampton, where she was found to have six feet of water in the hold and the boiler burned out. Tne BARK AMaA.-n-Last November the bark Amelia was seized at Port-au-Prhince by the United States vessel-of-war Saratoga, oil the ground that she was engaged in some filibustering enterprise, either against Nicaragua or some of the West Indies. Tihe bark was put under the charge of Lieut. Worden, of Baltimore, and Lieut. Henry Erben, and dispatched, with a prize crew of thirty men, for New York. She sailed December 2d, in company with the Clara Wind sor. The Windsor separated from her on the second day, and reached New York December 17. The Ame lia has not been heard from. She was an old and leaky vessel, and the friends of those on board are fearful that she has either gone down in one of the late ales, or been so disabled as to render it impossi ble to work her into port. A telegraphic dispatch informed us a en-ew days ago that the govermnent had sent a vessel in pursuit of the missing bark. On the 3d host a fire oecured in ogousta, Ga., which destroyed twenty stores and dwellings. It ex tended from Biroad to Ellis street, but as thebuildings were mostly frames the loss was not heavy. It would afford me far greater pleasure, in taking the chair of the House, were I supported even by the setf-assurance that I could bring to the discharge of its duties, always delicate and arduous, and now en vironed with ununsual difficulties, any capacity com mensurate with their responsibility and dignity. I can only say that, in so far as Iam able, I shall dis charge the obligations resting upon me with fidelity to the constitution, and with impartiality as it regards the rights of members of the House. I have no per sonal objects to accomplish. I am animated by the single desire that I may aid in some degree in main taising the well-established principles of our govern ment in their original and American signification; in the development of the material interests of that portion of the continent we occupy, so far as we may do within the limited and legitimate powers conferred upon us; in enlarging and swelling the capacity of our government for beneficent influences at home and abroad and, above all,in hpreserving intact and int perpetuity the priceless privileges transmitted to us. I am, of course, aware that of my own strength I cannot hope to be equal to the perfect execution of the duties I now assume. I am, therefore, as every man must be who stands in such presence, a supplicant for your co-operation and indulgence.; and, accepting your honors with this declaration, I again offer you my thanks. The Repudiated Debt. In the Senate of Mississippi a fer dsys ago, Mr. Starke ga'e notice of a ill to provide or the payment of the PilNters' Bank bonds. The above slip, says the SouthSide Democrat, give notice of an effort being made to provide some modo of relieving the State of iShississippi from the charges of repudiation which has been lying at her door since the famous proclamation of Governor MclNutt, six teen years ago. The Planters' Bank bonds con titute, if we emetm her rightly, but the smaller portion of the repudiates obligation, the residue ad the much larger part, con vsiting of the bonds of the Union Bank. Still it can not but be i matter of sincere congratulation to see a step taken in the right direction, and we sincerelc trust it may be successful. The entire indebtedness amounts to some tdirteen or fourteen millions, and though a large sum, it is vastly too asmtll a price for the honor and fair fame of a chivalrous State. [Savannah Georgian, 5th inst. The Planters' Bank bonds are recognized by the Constitution of the State; and, if we mistake not, quite a largesunm-the fruit of a sinking fund, pro vided for prior to the issuance of the bonds, to meet the contingency of failnte that has occurred and paid by the Bank-now lies and has for years laid idle inhe the treasury of the State, notwithstanding repeated efforts have been made in the Legislature to devote that portion to the suffering bondholdens. Gen. Starke's motion will fail,as others have failed. Mi\iissippi will never pay her repudiated bonds, as long as the aegis of the Union precludes compulsory measures. In tli event of dissolution she would be compelled to "challk up" in short order. Although the notes (bonds) of the State are out, and aithough the money received therefor was expended under the sanction of the authorities, a majority of the people have grow. up to roligiously believo that they would be actig villainously if they consented to the pay ment of an'snogle cent back l The trial of James Parsons, Jr., a citizen of Vir ginia, at Hollidaysburg, Pa., charged with the several offences of kidnapping, assault and battery, and breach of the peace, was brought to a close a few days ago by a triumphant discharge of the accused, in which result the judge, the bar and a large crowd of attentive spectators testified their concurrence in a most marked mariner. Mesosr. Faulkner and Tuck er, of Virginia, appeared on behalf of Mr. Parsons. It will be recollected that Ir. Parsons, a short time since, attempted to arrest an escaped slave in Penn sylvania belonging to his father, but in the crowd and excitement on the occasion the slave was either res cued by sympathizers or himself escaped. Mr. Par sons was not able immediately to show his authority for arresting the slave, and hence his being held for trial for kidnapping. The other charges were the re salt of attending circumstances.
