One of the letters-the first of the series-appears in our-coldinns this morning, and the others will. ap pearat regular intervals hereafter. We have perused theni with much satisfaction and profit. They are clearand able, plain and practical, and will do much good to the cause of internal improvement. They should be read and reflected upon by all who have the interests of New Orleans and Louisiana at heart. If a moiety of our leading citizens would only dis play a tithe of the initerest in public advancement manifested by Mr. Robb, our railroad system, auspici ously put under way a few years., sinc, would soon become agreat; glorious, fixed fact. SUGAR PLANTERS ' CoNvoIroro--We Ihave re ceived a note from Col. Joseph S. Williams, chair man of the committee appointed by the Convention of SBugar Ilanters, held in New Orleans on the 22d and 23d of January hst--to whom wans referred, among otherthings,' the selection of a suitable loca tion for a sugar mart--informing us that they have chosen the 10th of Apri next as the day on which to hold ageneral convention of all interested in our great and sweet staple, at which time the conmdttee will be prepared to submit a detailed report of what hos been done. " The convention is to be held in this city, and it is expected and believed the entire sugargron-ing region will be represented. There were two full mails due yesterday via Mobile. The mail due on Monday last came to hand. There will be due this morning, from New York, the mails of the 27th, 28th and 29th ult. Of that sllendid apology for mail ser vice-the grand Cairo daily mail-it is so long since we have received a mail via the river that we have forgbtten when it was. IM. THACKERAY'S LECTURES.-The fist Of Mr. Thackeray's lectures in this city, will be delivered at the Odd Fellows' Hall this evening. The subject is not announced, but we presume that it will be hi gen. eralintroductioh to the time of the Gebrges-giving a synopsis of the condition of the country and the world,.and preparing the way for those which are to come. 9ir Lyceum Hall, to-night, will witness an exposi stion by the learned and eloquent lecturer, Dr. B. A. Gould, of the methods and instrumenta now in use in the civiliced world for astronomical obseraelions, ad particularly of the proud achievement of our sn country, to this end, known as the " Telegraph Method." FANC. DRESS AND.MeSnED BALL.-The eleventh anniverery of the Hebrew Benevolent Association of this city`:a celebrated last evening, as its predeces. sora have been in their day, by a grand fancy dress and masked ball at the Odd Fellows' Hall. Of the many festivities of a like character that are given in our city during the year, few if any enjoy a higher reputation or are.more deserving thereof. The event is looked forward to for one-half the year, and remem tiered the other ; not only by those fair faces which make its charm and attractiveness, but also by others who have small opportunity besides, for seeing how the olive of Palestine and Europe preserves its tone in America ; how the black eyes which Scott's Rebecca have made immortal glow when transplanted to the new world. . The arrangements for the occasion, it is almost needless to say, were complete in every respect. Hoff ner's band, comprising twenty-ive pieces, provided the music of the occasion, of which that fact is an all sufficient proof of excellence. There were very many of our own citizens and very, many strangers present. enjoying the occasion and increasing its gnatifications. The festivities were kept up with much. spirit till a late hoar, and everything, so far as we were able to Hern, passed off most happily and pleasantly, leading to a wish that similar occasions might be more fre- I qnent in our midst. One TIHE MAYOR. According to the provisions of an act of -the Legit latre, approys;d on the 2ith of last month, the char ter of cbnsolidation has been materially altered, and for the better, we have no.hesitation in saying. The changes, as we shall proceed to show, enlarge the jurisdiction of the Chief Magistrate of the city; lix nt undivided respousibility, so far as the police de partment is concerned. upon himt; and' invest him witheektraordinary iowers, which, if well and wisely used, will sfflice Tor the preservation of law raid The first section repeals the amendments to the city charter, approved lttllof Aiwil, 1853. The prin cipal, and worst of these amendments, created that useless and cumbersome thing stylenta " Police Ioard," consisting of the Mayor and four Recorders. Such a divs of authority and division of responsibility, tii ly ed to inefficiency;, lack of system, and inl mpeotence on the part of the police. There was ind general, supreme head-no centali author;ti-haid I all experience and history demonstrates that complexc machines, like police departments of cities, cannot be judiciously and vigorously litanaged wilthont there is a controlling poweo someithere. This is our firme eoo.victiona; although we are aware there have been enrrors of commission and emission, which ought not to have occurred, even under the circumstances. The ex-Chief of Police, Win. H. James, was a faithful and excellent officer, and so has A. F. Moytan, the present Chief, proved himself to he. But what could they do when emergencies arose? Literally noth ing ! The men looked to the Captains, the Captains to theii Chief, the Chief, to the Mayor, the Mayor to the Police Board, where lie had but a single vote, and where he was generally overruled. A simple ref erence to these facts conclusively proves that the great fault lies at the doors of those through whose instrumentality the Police Board was first created. The second section defines the powers, duties and responsibilities, of the person who shall be ch teen to fill the importmnt office of 1Mayor. The section is of so much con-sequence that we shall give a full synopsis of it. The Mayor elect must be at leiast thirty years of age ; must have been a citizen of the State ten years, and five years of the city; must have the qualifications required of membeas of the House of Representatives; must keep his office in the City tall; shall have a seal to be alfixed to all the official ats of the corporation ; shall see that the laws and ordinances are properly executed ; shall be ex-officio justice and conservator of the peace ; shall have fuill and absolute power to appoinit the police officers and watchmen of the city, make regulations for their conduct, and discharge them at pleasqse, co;nlpnii cating the fact of such discharge to the Common Council; shall call meetings of the Council whenever lie deems it necessary, or upon the written request of five members of either lbranch thereof; shall appoint one inspector of elections for each precinct ; shall. from time to time, lay before the Council a full state ment of the condition of municipal affairs ; shall re port all officers who fail in their duty or commit im peachable acts ; shall receive a salary of not less than four nor more than five thousand dollars ; shall be al lowed no fees ; and shall render a monthly account and pay into the Treasury all umsis he may recive i for fees or dues of all descriptions. The foregoing synopsis gives a clear view of the 1 act to which we have referred. From it the public nlay make up their own conclsions. For our part, we are gratilied the law has passed, as we would l!are been willing to have submlitted tloe almost anything to have got rid of thle Police Board. And, as a whole, we approve the law. It would have heen better, perhaps, to have allowed poli-e ollicers t i chance for appeal from the decision.s of the Mayor. instead of vesting him with exclusive powe-. But I this point is of no great moment, and clashieg opin. ions prevail among intelligent men. Hereafter we shall know whom to hold respontibl for the good order of the city, which ie an advantage we have not enjoyed for three years; and if the Legislature will stop tinkering the charter - will jusst leave it as the law alluded to leaves it-r- e lhave no doubt we shall be able to get along ssnoithly and quietly in future. CnAc ^Ls TIEa.TEt.--lt is to be regrstted that conmparatively a small audience welcomed the lirst alp pearance of Mr. Davenport lst evening ; an actor whose thorough education enabled him to carry through the difficult character of Hamlet, with a modesty, and yet a power and corlectnesa, we have rarely seen equalled. The conceptions of character formed by men are most generally bey'nd any realiza tion that ito ever reached. We are free to confe-, how ever, that Mr. Davellsport's reoudcrig of HItrlt-t-(han which the whole range of the drama allblrds no more metaphysical, subtle, individual and marked a perton ation--was artistic in the highest degree, and was more than creditable to the personator. It was an achieve ment of which those who have been acknowledged masters in the art might very well Ie proud.` If it is it fair specimen of his powers, Mr. Davenpslsrt has a high staud in his profession. The remaining portiona of the Mlay were dstriiiuted to Pope as tihe Ghost, Mark Smith ao Polonius, Mrs. Gladstane as Queen Gertrude and Miss Macarthy as Ophelia. They were well rendeled and gave a fine tone to the piece. The amusements concluded with the farce of" Nix the Cabman." Miss McLE.te 's BEEFrrT.--The friends and patrons of dramatic literature should hear specially in misnds the fact that a new piece, of nuch merit, for the benefit of an actress of considerable excellence. will be performed at the Gaiety Theater this evening. Reade's play of " Peg Waffington," a compoeition of strange excellencies and demerits in its published shape, however it may reem as pruned down and amended for stage use. is to be rendercd. Of its character we can give no better idea than by sayiung that it is to the era of Charles1i what " lan'" and the " Athenian Captive," by Seargeant Tall'ourd, are to the age of Pericles-very elaborate., scholarly and finished; but somewhat too strict and artificial for what should be all life and untrmneled nature. The lovers of theatricals will do well, however, to see and judge for thenselves--as it is rarely that a new - piece of any dramatic excellence is produced here. The comedy of the " Honey MIoon," by Tobin, is added to the bill for a finale, and carries its own coln mendation so strongly along with it, that we need waste no words of praise. The Peace Movement. The Conference was to open on the 23d uilt. The Envoys had all arrived in Paris, and confidence in the final establishment of peace continues. The Austrian Anmesty. The amrresty granted by Austria to political oflbed ers owill be, with few exceptions, unconditional. Those who chose can resume their citizenship and at once bei put in possresion of their property. Those who do not wish to again become citizens may sell their estates, and those who take advantage of neither claise will be considered as dead aand thehir property handed over to their legal heirs.
