MfrsBuchanan was met by a committee of the N. YCQPmmon Council,who delivered an address to him, tochich he-briefly replied. He said that he was conscious of having endeavored to do his duty to his country while abroad, afdi now he returned home happy to see his countrymen and his native land again. Then, Mr. Buchanan, escorted by the com mittee and cheered by the crowd, proceeded to the Everett House where apartments had been provided for him as the guest of the city. A public dinner was ,proposed to the .ex-Minister, he positively declined to accept any such honor. He appears to be in robust health, but is much fa tigued after the voyage. But, isn't the Washington Sentinel joking about the " excited Democracy ;" and if"not, has it any hopes that the "excited Democracy" can, by any hook or crook, "excite" President Pierce to take a noble, manly and eaited stand, without care for con sequences, inghis Central American business'? PERSEV.EANCE OF LADY FEANKLIx.-Mr. Henry Grinnell has just received a letter from Lady Frank lin, in which she expresses a desire that Dr. Kane should visit England, for the purpose of taking, charge of another Arctic Expedition. She stillhopes that some survivor of Sir John Franklin may be found living among the Esquimaux, from whom might be obtained the particulars of her husband's fate. She proposes to fit out a propeller at her own ex pense, and give the command to Dr. Kane. Later fron Texas. The steamship Texas, Capt. Lawless, from Indian ola and Gaiveston 27thinst., arrived yesterday mor ning. She was detained at Galveston 3S hours by a severe gale from the South-West. The Charles Morgan, from this port, arrived off Galveston bar at 8 o'clock on Friday evening last, and entered the port on Saturday morning. By this arrival we have little news. We subjoin a few items of some interest. The Galveston Confederate, of the 25th, says:; We learn thattwo negioes, the property of mrs. Kinney, of this place, were killed by a Mr. Howard, the overseer of Jolln H. Jones, at his plantation on Canry, a few days since. It seems they w-ere caught inthe act of stealing horses, and fired upon, killing both. We learn that on the evening of the 21st inst., a most cold blooded murder was perpetrated by one John Barnett upon the person of Justice Lowther, in the town of Richmond. We have not learned all the particulars, but understand that Lowther was killed while standing at a looking glass preparing his toilet for an evening party. Barnett is in jail, The Indianola Bulletin, of the 25th, says: The crops in the interior, where stands have been procured, are looking well, although there has been no rain for a month. Major Runf and Capt. King, U. S. A., passed through our city on their way to the States. They have been members of a Court Martial for the trial of Capt. Travis, 2d Cavalry. Col. Mansfield, Inspector General U. S. Army, ar rived by the Louisiana. He is on a tour of inspection through Texas. Also, Major Holmes, 8th Infantry, en route for Fort Bliss, with forty recruits for com pany I, 1st Artillery, at Fort Clark. We learn, from the San Antonio Reporter, that on the 21st inst., the ceremony of removing the remains of Capts. Gillespie and Walker, was performed in presence of the largest concourse of spectators that has assembled in that city for a long time. The Re porter says: The day was beautiful, and with the exception of a little dust, a finer could not have been desired. The procession was headed by the military hand stationed here, and followed successively, by the escort, the hearse and pall bearers, the old 'fexans, the orator of the day, the chaplain, the order of Odd Fellows, the Free Masons, district and county officers, officers of the Army; and citizens, making the procession more than half a mile long. A large number of citizens in carriages, including many ladies, were also in attendance. On reaching the cemetery, after appropriate ceremonies were performed, the orator of the day, the Hon. J. C. Wil son, delivered an eloquent address, after which the procession returned to the city. The Reporter says the mail stage horses on the route from Fredericksburg to San Antonio were stolen on the night of the 18th inst. by the Indians. The crops, as a general thing, were not unpromis ing although rain was much needed. DESPERATE AFFRAY.-Last evening, about nine o clock, a serious .shooting affray took place at the drinking saloon No. 40 Bowery. The facts au reopre sented to be: Councilman Kerrigan, of Nicaragua fame, was standing by the bar conversing with a friend, when Patrick and John lMatthews entered, intoxicated. Patrick drew a pistol, and walking up to Kerrigan, pointed it at his breast, put his fist un der his nose, and dared him to fight. Kerrigan ob jected to a pugilistic encounter, and sid he was un armed. He tried to dissuade Patrick from farther assault. Patrick replied with taunnts of cowardice, and spit in his opponent's face. This very much ex cited Kerrigon, who thereupon expressed his willing ness to excange shots. A friend had, in the mean time, gone for a pistol, and as IiKerrigan stepped to the side door to receive it, Patrick passed his pistol to his brother, and drew a knife. As Kerrigan pre sented his pistol, Patrick said he had none, and stepped behind a screen. Kerrigan expressed his conteipt for them, and turned to leave, putting his cocked pistol down by his side, when both sprang upon his back. Kerrigan caught the hand that held the knife, and turning his pistol slightly behind him, fired. The shot took effect near the groin of Pat rick, inflicting a serious and painful wound. He then carried the pistol still farther belhind him, and fired again; but the shot passed over Patrick, who had fallen. John did not fire, but struck Kerrigah on the head with his pistol--not, however, with much force. Kerrigan now called to those about him to take John off, or he would kill him, when they were separated. [N. Y. Sun, 23d. The Cincinnati Enquirer has been greatly enlarged and improved. Its chief editor is Judge Alexander Walker, late of the New Orleans Delta. He is a gen tleman of fine social qualities and great abilities. We are rather sorry to sec, however, that he signalizes his advent in Cincininati by a statement that Louis ville is ruined and hopeless. We believe that while he was in New Orleans, he liked Louisville a great deal better than Cincinnati, and if he had only come here instead of going there, no doubt he would have written against Cincinnati quite as heartily as he does against Louisville. The naval armistice was officially published at St. Petersburgh April 7. After rectification, all ships seized will be released. The energies of the Russian Government is said to be nbw devoted to three objects, viz : First, Alliance with France. Second, Completion of the great rail ways. Third, The manufactures of Russian feelings on the Continent, especially in Germany. It was believed that Russia would send an Embas sador to Turin as soon as the ratifications of peace were exchanged. As Russia always looked, orpro feesed to look upon the active participation of bar dinia in the war as a wanton outrage, this fact was thought to evince a cordial acceptance of the peace. A ukase has been issued by the Czar to the effect t that the two fleets hitherto maintained by Russia in the Black Sea and the Sea of Azoff are not to be reinstated. The whole naval administration for that quarter seems to be suppressed. Intelligence has been received at Odessa that many vessels lying there had received orders by way of Trieste, to set sail for Marseilles immediately with their cargoes of corn. A considerable fall ha taken place in the corn market at Marseilles in conse- I quence of the great quantity of wheat offered for sale. I A dispatch from Paris states that the Allied Gov ernments had sent orders to raise all measures of blockade which kept Russian commercial vessels in neutral ports; and from HIamburg it was stated that in consequence of instructions from the Governor General from the Baltic provinces, the departure of I the news destined for the row-boat flotilla of Riga had been postponed, and the superior staff of the army of the Baltic removed to Raga. The Council repre sents twenty-nine millions of Catholics, Latin, Greek, and Armenian. The principal object of the Council is to restore the Clerical Marriage Courts according to the Canon law, and to recognize the whole body of the clergy on fundamental church principles. The Concordat abrogates the lower clergy's right of ap peal from the Bishop to the Emperor, and hence it s not popular with the inferior priesthood. Spanm. Disturbances had occurred in Valencia respecting the conscription, and the city and province in conse quence had been placed under martial law. Genurmany. The Citizens' Assembly of Hamburgh have for the third time rejected the new constitution proposed by the Senate. The Ternam of the Treaty of Pence. The Opinione of Torin gives, upon good authority, the conditions contained in the treaty of peace, lately concluded at Paris. They are affirmed to be as foliwsu : First--The neutralization of the Black Sea ; Rus sia not to keep there more than ten ships of war armed, for the defence of her coasts. Second-Nicolaieff is to be reduced to a merchant port, with an engagement that no ships of war sttll be constructed beyond the number agreed to as above. Third--Russia is to allow Consuls from all the Powers in the ports of the Black Sea and the Baltic. Fourth-The fortifications of Bomarsound are not to be reconstructed. Fifth--Russia cedes part of the territory of Bessa rabia, comprising the fortress of Ismail. Sixth-Russia renounces the exclusive protectorate of the Danubian Principalities. Seventhr-Russia equally renounces theProtectorate Sof the Greeks in the Ottoman Empire. Eighth-The free navigation of the Danube is guaranteed to all the States, without exception. Ninth-This article refers to a commission which is to be sent into the Principaltles tostudy the questions of the frontiers and the mode of government. The Opinions denies that any stipulation has been made in favor of Sardinia, and that the Italian ques tion will be discussed at large by the plenipotentiaries in their supplementary sittings. When he concluded the Committee rose and the House adjourned. TAn CROPS AD WEATHER.-We have had this week, what all have anxiously wished for for weeks a rain. It was, however, we are sorry to say, only partial. An abundance for the crops and allother purposes fell in the lower part of the parish, but above, in many places, there was not even a drop. We regret this, as much cotton is yet in the ground that requires a rain to bring it up.
