The atrocities that have been committed excuse any lengths a war rior statesman could go. But, a repeal of the neutrality laws would answer all useful purposes. Repeal them, and Central Amerl can questions will be settled in short order. This is all true, as will be seen by referring to the affidavit accompanying the protest of Minister Wheeler to the President-General lora. Shall such horrible outrages be tolerated in- the nineteenth century? If so, let us cease boasting about the progress of oivilization or the effects of christianity. If not, let our Government stretch forth its powerful arnl, and crush-aye, even under the dust their bodies pollute-these monsters in human shape who seem to delight in deeds tbhorrent to na ture and nature's God-in everytlmg that is detes table, mean, cowardly and brutal--in everything which offends the senses and blights the fair face of humanity. There is no middle ground here. Not content with these murders and massacres, President Mora has issued a proclamation denouncing death to all filibusters, as he chooses to style the defenders of the territory of Nicaragua. A more atrocious proclamation was never published to the world. Let us glance briefly at the facts of the case: First, Costa Rica, without cause or provocation, de clares war against Nicaragna. Second, she marshals her armies to invade that State. Third, war being declared, Nicaragua had no alternative but to fight, and dispatched a forceto meet and repel the invaders. Fourth, that force was routed, nineteen prisoners of war were taken, eighteen of whom were shot. Fifth, the Costa Ricans pursue their advantage and cap ture a town of Nicaragua. Sixth, ththere they murder something less than twenty women, babes, boys and men. And, seventh, the chief of the invaders declares his determination to put to death all the defenders of the country he has ruthlessly invaded that may come into his hands! Such a savage policy as this will speedily lead to retaliation; and we think Gen. Walker would be per fectly justifiable if he required a forfeit of ten Costa Ricans to one American. Even then the measure of justice would be hardly filled. At all events, the rflians who have let loose the fiends of war and mur der, cannot be punished too severely. A nation whose President and General-il-Chief issues orders to his troops to kill every American they can, regardless of age or sex, (see telegraphic dispatch appended to the news,) would deserve no sympathy were its name, its people, and its institutions, blotted from the face of the earth, and its towns, and villages, and pleasant places, made desolate and uninhabitable. The conduct of Minister Wheeler-prompt, decided and manly-will meet with the cordial approbation of the people of the United States. These may be strong words, bhut they are none the less true. No British vessel of war has a right to blockade any North American port, when profound peace reigns; between England and this continent, much less to interfere with the passengers or com mercial steamers of the United States, as has been done4 according to the telegraphic dispatch we have quoted. "Many horheward bound passengers for the Orizaba, were cempelled to return,"' owing to the piesence of this British frigate, says the dispatch ! If this is not a gross and unbearable interference with the rights of this nation, then we are at a loss to understand the meanaing of the term. If it is not about as had as the practice of searching our ships on the high seas, which led to theliswsar with England, we are much mistaken. If the transit of our passen gers is to be interfered with one trip, may not the vessel be absolutely stopped the next? All of these questibns are reasonable and pertinent. Then, again, is not supplying the Costa Rican Gov ernsment with "two thousand stand of arms' a di rect and positive infringement upon the lionroe doc trine? Wes are of that opinion, although those nuisances-the diplomatists-could easily write whole volumes of hair-splitting arguments to the contrary. What is the difference between indirection and direc tion?
