Just exactly what was to have been expected from
"Old Chepultepeo." Being aware of the horrid
enormities perpetrated upon erieans at Panama
by a beastly multitude, and hbetg. posted as to the
murderous mode ofwarfare pursued by the Costa
Ricans-who massacre the mother, the babe and the
boy, just as they do captive prisoners-it is no won
der his honest indignation was aroused, and that he
proposed a repeal of the neutrality laws and a seizure
of the Isthmus by the Government. The atrocities
that have been committed excuse any lengths a war
rior statesman could go.
But, a repeal of the neutrality laws would answer
all useful purposes. Repeal them, and Central Amerl

earnestly hope Congress will sanction the movement
of Ge-n. .Quitlsan at an early day-the sooner the
better. -

byhe oedittr of El bKicaraguense in his edition of
the oih It will be seen that five hundred Ameri
tan gudonelhuanred native troops-six hundred in
a~l-wion a splendid triumph over two thousand Costa
Ricansl killing six hundred of them ! And this, too,
whehW Q Costa, Ricans enjoyed the advantage -of po
sitina; cannonpfortifications, etc. Here the superior
ity of. Amernean prowess -and skill is strikingly
demonstrated. HaRd the-troops at Santa Rosa been
tommanded by a braveand.skillful officer, instead of
an imbecile and a cowarda- similar magnificent result
.wold have followed, aid the Costa Rica.n armies
wouidhave been, ere this, exterminated. But, the
untoward defeat at SanteaRosa has only protracted
,the contest to allow theregenerators better opportu
-nities of acquiring new andunfading laurels.
The war, as proseoited by Costa Rica, is marked
by a savagery and britality that will shock Christen
dom. The rules of civilized warfare are not regarded
by tlhe President-Geneotl in comimand of the army of
fCostmBica. He delibeFatelyshoots prisoners of war
he allows his troopliiahssscre innocent, persons in
the employment of.'the Transit Company-he per
mits them to. murder wolien; babos and boys, be
iause they were.nativef oftlie United States, and for
no other reason-and whei wouinded non-combatants
were laying on the ground, weltering in -their gore,
his harbarians took a fiendish delight in stabbing
them through and through with bayonets anl swords !
This is all true, as will be seen by referring to the
affidavit accompanying the protest of Minister
Wheeler to the President-General lora.
Shall such horrible outrages be tolerated in- the
nineteenth century? If so, let us cease boasting
about the progress of oivilization or the effects of
christianity. If not, let our Government stretch forth
its powerful arnl, and crush-aye, even under the
dust their bodies pollute-these monsters in human
shape who seem to delight in deeds tbhorrent to na
ture and nature's God-in everytlmg that is detes
table, mean, cowardly and brutal--in everything
which offends the senses and blights the fair face of
humanity. There is no middle ground here.
Not content with these murders and massacres,
President Mora has issued a proclamation denouncing
death to all filibusters, as he chooses to style the
defenders of the territory of Nicaragua. A more
atrocious proclamation was never published to the
world. Let us glance briefly at the facts of the case:
First, Costa Rica, without cause or provocation, de
clares war against Nicaragna. Second, she marshals
her armies to invade that State. Third, war being
declared, Nicaragua had no alternative but to fight,
and dispatched a forceto meet and repel the invaders.
Fourth, that force was routed, nineteen prisoners of
war were taken, eighteen of whom were shot. Fifth,
the Costa Ricans pursue their advantage and cap
ture a town of Nicaragua. Sixth, ththere they murder
something less than twenty women, babes, boys and
men. And, seventh, the chief of the invaders declares
his determination to put to death all the defenders of
the country he has ruthlessly invaded that may come
into his hands!
Such a savage policy as this will speedily lead to
retaliation; and we think Gen. Walker would be per
fectly justifiable if he required a forfeit of ten Costa
Ricans to one American. Even then the measure of
justice would be hardly filled. At all events, the
rflians who have let loose the fiends of war and mur
der, cannot be punished too severely. A nation whose
President and General-il-Chief issues orders to his
troops to kill every American they can, regardless of
age or sex, (see telegraphic dispatch appended to the
news,) would deserve no sympathy were its name, its
people, and its institutions, blotted from the face of
the earth, and its towns, and villages, and pleasant
places, made desolate and uninhabitable.
The conduct of Minister Wheeler-prompt, decided
and manly-will meet with the cordial approbation of
the people of the United States. He acted the part
of a true man throughout, and all honor to him for so
doing.

Does President Pierce desire a Re-nonmina
tlon
If President Pierce desires a re-nomination for the
office he now holds-not fills-at the hands of the
June National Convention of his. party,it is in his
power to distance all competitors and to command
success. There is no doubt of the correctness of this
proposition-not a scintilla of doubt-provided he
possesses a moity of the nerve and manhood pertain;
ing to an American freeman.
According:.to ttlegraphio dispatches from New
York; under'date of 30th ult., of the Orizaba's news,
it is statedithat San -Juan is blockaded by a British
war frigate, mnd'liat "many homeward bound pas
sengers (Americans) for the 6rizala, were compelled
torethrn ' and that " the British Government has
tendered to the Costa Ricans two thousand stand of
rarms I"
All these proceedings are of a high-handed, intoler
able character; and, if submitted to, will cover this
whole land with' shame and humiliation-make it a
mark at which the " slow moving fuger of scorn" can
be forever pointed-reduce it to that miserable con
dition where giant strength is palsied by imbecility
and "cowardice-render its very name a by-word, a
reproach, and a scoff; throughout christendom and
heathendom.
These may be strong words, bhut they are none the
less true. No British vessel of war has a right to
blockade any North American port, when profound
peace reigns; between England and this continent,
much less to interfere with the passengers or com
mercial steamers of the United States, as has been
done4 according to the telegraphic dispatch we have
quoted. "Many horheward bound passengers for the
Orizaba, were cempelled to return,"' owing to the
piesence of this British frigate, says the dispatch !
If this is not a gross and unbearable interference
with the rights of this nation, then we are at a loss
to understand the meanaing of the term. If it is not
about as had as the practice of searching our ships on
the high seas, which led to theliswsar with England,
we are much mistaken. If the transit of our passen
gers is to be interfered with one trip, may not the
vessel be absolutely stopped the next? All of these
questibns are reasonable and pertinent.
Then, again, is not supplying the Costa Rican Gov
ernsment with "two thousand stand of arms' a di
rect and positive infringement upon the lionroe doc
trine? Wes are of that opinion, although those
nuisances-the diplomatists-could easily write whole
volumes of hair-splitting arguments to the contrary.
What is the difference between indirection and direc
tion? Precious little in the eyes of common sense
people.
toere are gnonans Upon n-an rrnsluene nrrce eau
safely openrate; and if he acnts with firmness, decision
and manliness, he will not only maintain the honor
of the nation, but secure his renomination at Cincin
lati. Again, his good fortune has thrown a plank in
tis way to save him from drtowning! Will he accept
it? All he has to do is to send the Merrimac and one
or two other steamers down to San Juan, break up the
blockade, and tell the British Government, in unmis
takable termns, that interference in the domestic
troubles of Central America will not be tolerated un
der any circumstances.
We hope ihe will do this, although we distrust his
ability, firmness and courage. Oh, that we had a
..n at the helm of the ship of State! Oh, how in
spiring it wonld be if we had a JACKSON, a CLAY, or
a FaLunonE in the Presidential chair ! But, alas ! we
