They lave stopped ships laden with·rassengers for Nicaragua. They have arrested.emigrants, and cast them into prison They have thrown all obstacles they could in the way of Central American advance ment. They have refused to recognize the government of Nicaragua de facto,and a false1, p and a more un righteous act wasn ever onmi any administra loen. Theyhaye disowned their o ood; and, so far as they could, damaged the prospects and endangered the lives of their kinsmen.2 All this has been done nndedc hat ~ e consider a strained and indefensible eonitrction of the. Neutitalitly Laws, which has amounted to a judicial warfare against Nicaragua, with which'nation we have always been at peace, and which, Upto the declaramtlon of war against her by Costa Ril, was at peace with all the world. For the sake of argument, let us admit that our Government has acted properly in striving to prevent emigration to Naragnaa-in prohibiting our country men from.going to the assistance of their brethren struggling for liberty and life in a .far-off, foreign land-and in interposing all obstacles at its com mand. It has, then, kept its faith and preserved its neutrality with an unparalleled rigidity. What have othernations done? Have they 'kept their faith? Haiedhey abstained from interference? Are their hands "spotless? Can they show a clear record? .Thse questions are pertinent to our subject, and we answer them all in the negative! English, French and Germans are found in the ranks of those who wage a war of extereninaaion against our breth ren in Nicaragua: English, French and German ri fles have wroughtthe deaths of more Americans than the weapons of all Costa Rica combined. English arms and English money have equipped the slaugh terers of our own born brethren. English counsels and English gold incited the war andstimuinlated its horrors. An English frigate lies off the harbor of San Juan, in effedt Ilockading thatport, and threat ening our commercial vessels with seizure and search. And to complete the climax, the English Minister for Foreign Affairs has been detected in a clandestine, secret correspondence with the authorities of Costa Rica, tendering them arm anad encouragement to war against, devastate and murder the unoffending inhab itants of Nicaragua! All these are facts. This being the cases we coneiv.g it high time our Neutrality Lavs Were abrogated. If it is just and right that the English and Germans should help the Costa Ricans, it certainly cannot be criminal in Amer icansuto do the same thing for the Nicaraguans. If it is proper that the British Government should give Costa Rica two thousand stand of arms, it cannot be wrong for Americans to go to Nicaragua with arms in their hands for their own protection, or to send arms there to aid struggling compatriots. The cor retness of these conclusions will not be disputed by any sane man. Then away with the Neutrality laws, in order that the rule may " work both ways." It is a one-sided affair altogether, as matters now stand. "All the world and the rest of mankind" may assist Costa Rica, without let or hindrance, but the very moment a hand is raised for Nicaragua, the strong arm of the law is uplifted to discourage, to quell, to crush ? Is this right? Is it manly, just or patriotic? No-a thousand times no!-say we ; and no, will be the thundering response from millions of true American heart. _. .." Dr,~PRTrns OF TrHE NICARAGUA EIsrhANTS.-We were on board tile schooner Minna Schitfer last eve ning, just prior to her departure. Her decks were crowded with as noble a band of emigrants as ever started forth upon any (adventurse-good men, and true, from various walks of life; but one in purpose, and indulging in one only hope-the noblest hope that can inspire humanity-that of contributing to the foundation of a vigorous republic. They num bered about two hundred and thirty in all-stout, mnanly forms, all of them, and evidently the right sort of material for a new and unsettled country. About one hundred and seventy-five of them were under Col. John A.Jaquess, who, from the first, had Iis hleart's warmest sympathies enlisted in behalf of the new republic, and who now repairs thither for the purpose of putting those sympathies into prac tical use. From our knowledge of the Cominel, and from the physical appearance of the iand who accom pauny him, we feel safe in the prediction that he will give a good account of himself, whatever folrtune may betide him. Some twenty or thirty of the crowd-not snder Col. Jaquess-were from Mississippi, a State that never fails to be represented whenever colonization or fighting may be going on. But the most interest ing portion of the emigrants were several Iowa farmers and their families-wives, daughters, and sucking babes-wearied of the chilly north, and am bitious of sticking their spades into the fertile soil of the tropics. The adventurousness of such men, in taking their wives and children with them to Nica ragua at this time, was a matter of no little wonder and admiration to the comfort-loving city-dwellers who clustered around them. But Daniel Boone was a man of that kind, and is he forgotten now-? We could not remain to see tie schooner off, but suppose it must have been a sufficiently interesting and exciting scene, as a great crowdof citizens were clustered on the adjoining vessel, in order to take a last farewell of their friends in the adventurous crowd God speed the Minna Schiffer and lier noble cargo ! SICKgESS AT SEA.-- te York, April 29.-The ship Empire State from Liverpool, arrived at quaran. tine to-day, and reports having had 33 small pox cases on board during the voyage. The brig (Gen. Taylor, from Port au Prince, also at quarantine, lost during her passage home half of her crew from yellow fever. BASewt Tm*AL.--The flBaker trial is again post poned. Yesterday morning, one of the jurors was unable to attend on accoumt of illness. The Court having no power to complete a panel for the trial of a ease already commenced, the whole jury were dis hlmrged, and a new panel of 1,000 summoned for Tues day, June 3, to which day the term stands adjomuned. We have been permitted to nake the following ex tract frim a letter'received by a gentleman of this pity, from one of se emigrants that went to Nica ragua on the Charles Morgan. The letter is dated CASTILEO, RAPInS, April 1, 185$F; You will have received, through the newspapers, full accounts of the state of affairs Herz. On the arrival of the steamer, we went op tihe river, armed and ready for the Costa ticans. We had several false alarms,: but did not have the good luck to meet withanyof the enemy. Twenty-five milesbelow hero we came to one of Gen. Walker's garrisono, of twenty-five men, thlirteen of whom had gone, a few days before, up the river, and had whipped two hun dred Costa Ricans, killing about thirty of them. I find that Gen. Walker is almost worshipped, and I thihk deservedly so. He is now gone with some six huindred men to attack the Costa Rieans, and arms asothe only thing necessary to enable him to make a clean sweep of them. The Costa Ricans are repre sented as very well drilled, and well armed, bl.t are said to be great cowards. We do not feel any doubt as to the favorable resnlt of our cause. Asyet I have met with but few of the natives--tley seemni to be somethiistbetween Spaniards and Indians-they are friendly, and thilik of nothing but trading with the soldiers. Every thing is high, and at no particular price. The climate could'not be more pleasant, nor the country more beautiful. We came up the Cole redo river on steamboats formerly owned by the Trahsit Company,and in our trip we saw every variety of flower and tree, and every descriptiond of foliage. We hae sometimes to rough it, sleep on the ground, and eat, . ything we are fortunate to get; bat I would-rather live in this way than board at the St. Charles. This is a glorious country, and well worth fighting for. A REsIEF EXPEDITION.-On Saturday, April 26th, the yacht schooner, N. Stetson, chartered by Wsn. Pettit, -T. B:Sardy and E. H. Jecot, Esqs., of New York, sailed from that city, with a double crew of picked men, several life-boats, spare spars, rigging, sails, provisions, and all necessary apparatus to save life and property, with orders to cruise in tile North Atlantic, about the track of vessels bound between the United States and Europe, in amore southerly la titade than that explored by the expeditions dis patched by our Government and thatof Great Britain, in search of the steamer Pacilie. Cleckly's residence, on Thursday evening last, and while in the act of con veying a glass of water to his mouth, his hand sud denly fell backwards, and he appeared to be ill. Algeo, on the bank of the Ohio, about three miles below the city, disappeared suddenly in the following singular manner: On last Friday at noon, when the farm laborer came to his dinner, .Hs. Algeo reqoested the young girl to Ibring a bucket of water from the ri-ver. As she pased o1st of the house, she picked up a hatchet left by the farm hand at the door, and took it with her. ltemianing away so long, Mrs. Algeo became alarmed about her, and began to make search after her twhereabouta. She learned from a man in the employ of a neighbor. that he had seen her ont a flat boat which was tied to the shore belowb. On examining the spot, they found her shoes and stockings lying on the banuk. -ud dis covered that she had cut the cable iritached to the boat with the hatchet. Mir. Biggs spoke in defence of the Naval Board, and took occasion to compliment the oflicial conduct of the Secretary of the Navy. Mr. Adams attacked the Naval Board as having done gross injustice to officers of the Nasvy. After an Executive session, the Senate adjourned. House,of MRel esentatives-Mr. Washburne, of Illi nois, fromnthe Committee on Commerce, reported a bill estiablishing certain collection districts of the United States, designating ports of entry and delivery,, and modifying the revenue laws. Atter debate, its further consideration was postponed until the second Mondayof June. Mr. Herbert, of Callfornia, referred to the recent massacre of thirty Americans on the Isthmus of Pa nama, saying this was not the first offence comitted in that quarter. It was high time our Government should take some steps to put an end to such pro ceedings.. If ourcitizens are to receive no relief, the sooner the country shall know it the better. In con clusion, he offered a resolution, which was adopted, instructing the Committee on Foreign Affairs to in. quiresif any, and what fiurther legislation is necessary to secure the lives and property of American citizens, passing over thie Isthmusn of Panama. The Hoose went into Committee of the Whole onthe state of the Union, when the consideration of the Indian Appropriation bill was nominally resumed.
