Bst when a party, docalled, arises, that evinces by words and aets hostility to the fundamental prin ciples apo whbich the government was founded, we may.well: ask whether it can claim the name of party," as the word is nderstood and used in this country: A lody of men acting together for the ac complishment of a purpose foreign to the Constitu tion, cannot joitly claim the name. No matter with what eloqisent w ords or protestations they pursue their end, they are leprous, and should be avoided by every honest mind. A body, such as this, is not a "party," but a "faction0" aotidg in' opposition to the established government, and as such to be shunned and, if pos sible, crushed out by the united efforts of every citizen whois t'attached ti the government whose laws he obeys and whose blessings he enjoys. While we freely recognize the utility of " parties " ins government of thepeople, and believe, as a gen erol rule, that they accomplish good, yet at a time when a "faction" becomes so formidable as to threaten the disruption and existence of government; itpltainly becomes th duty of all parties to unite to extermi nate it. All conservative, correct thinking men, will agree with as in the opinion that the majority of the members of the two great parties of the country are equally patriotic, eqsually striving for the honor and glorys of the nation. 'Party Ianagers there are, doubtless, who look to the success of their particular side as the Alpha and Omega af all their efforts and all their hopes.' We have an abiding confidence in the intelligent patriotism of the people. It was fully illustrated in 1840, and we confidently look to No vember next for demonstration that will convince the most skeptical of the ability of the people to govern themselves. Eightyayears ago a system of legislation-of gov ernment-was adopted by our ancestors. With the wholg world against them, by example, it was deter mined to try the experiment of self government. A new country, o new people, a new idea resolved upon the promlgation of a new doctrine-few colonies, for such we may term the original States, decided that they would become a nation. They pondered over it, they met in consultation, and founl conflicting views. By concessions here and there, by mutnal COMPROMISES, they framed a national government thait bore alike on all, and alike protected all. This was not the work of an hour; it was only after long and serious deliberations that success placed in the hand of Liberty the wand that ever since, has waved to us happiness and national growth beyond all pre cedent. From that time to this we have gone on " prosper ing and to prosper." The same fundamental laws that enabled our forefathers to rest quietly beneath their aot roof-trees, now shelter us. The constitu tion constructed by them with almost superhuman skill, is now the ark of safety which' all conservative men eagerly seeklr. Shall we not guard each bolt and rivet? Shall we not haves a care that each plank is preserved from decay? Or, shall we, by carelessness orfatuity, permit the ark upon which all our hopes are gathered; to go to ruin? We are confident that the people will freely give their efforts to the preservation of thlestaunch craft that has thus far surely, safely and happily, borne them and their forefathers over the seas of political agitation. Buthow? We answer: Parties,however beneficial as a general rule,are not necessarily always so. Every role has its exception. Just now a poli tical crisis is impending over-the country. Faction has to be met and conquered, if we would avoid the overthrow of the principles upon swhich parties are founded. Party feeling for the time being must be merged in conservatism, and a unity of thought and action upon the part of all conservative men, pro claim that the continuance of our present form of government, its laws and spirit, is essential to the happiness and prosperity of all within its limits. Having reached thispoint-having merged the two great parties into conservatives-for whom are we to vote? W'hat are Mr. Buchanan's claims to our sof frages? He occupies a high position in his party-a positionthatnone can gainsay. But it is notnas Demo erat that we must now consider him, but as a con servatine. If conservatism were instability, he would presentatrong claims, as he has been onall sides of nearly all the great questions that have agitated the country for thirty-five years past. If we trace his career we fail to nnd him, in a single instance, as the leader in any great political struggle. lir. BBuchanan never leads-he follows-hence he will never do for a conservative candidate. As a member of the Demo crati party, he deservedly stands high among party managers. With the masses--with tie people-he has no strengtlh; he never has been identifiled with them. His own county of Lancaster has long been one of the strongest anti-Democratic counties in Peu.n sylvida, although the surrounding counties, inhabited by the same class of population, have ever been faith ful to the Democracy. In no part of the North has he warm adherevts among the people, while in the South his endorsement of the Squatter Sovereignty doctrine has not only dampened the ardor of his entire party, but loosened whatever hold he before had on the popular mind. For whom, then, shall conservatives vote? Is Mnr. illmore entitledto their confidence ? Let his record speak for him. NEW YO~n, Augnet 7.-fhe Royal mail steamship Asia, from Liverpool on the. afternoon of the 26th ult., has arrived off Sandy Hook. Commercial Intelligenee. Cotton was entirely unchanged. The sales of the week amounted to 45,000 bales, of which speculators took 5250 and exporters 6000 bales. The-market closed firm, without any change in quotations. Breadstuffe are a .shade lower. Better grades of Flour have declined 6d to ls. Wheat is 2d lower. Corn has declined Gd. The weather has been favorable for agricultural 'purposes. Provisions are unchanged. Moderate business doing. Consols for Money are quoted at 954. General News. The Asia brings no news of any importance. The Spanish insurrection continued about the Spain and France. Lord Palmerston had declared in Parliament that he had no occasion to apprehend thatLouisNapoleon would in any way interfere in Spanish affairs. The subject causes much speculation. In Paris it is thought that France will only inter fere in case the Duchess of Montpensier becomes the next heir to the throne, or in case a Republic was de clared, when France would invade Spain. Lucien Bonaparte has gone on a mission to Madrid. The National Guard of Madrid is almost entirely disbanded, domiciliary visits being made to secure arms. Numerous arrests are being made. The fighting at Barcelona lasted two days. A por tion of the troops at Saragossa remain faithful to the Queen, and the Government is sending all its availa ble troops there with orders to bombard the city and the adjoining forts. The latest advices state that Espartero was still in Madrid, and that O'Donnell had offered him his pass ports. Navarez is appointed Minister to Paris. Later. PARIs, Thursday, July 24.-The royal troops are masters of every point in Barcelona. Preparations are being made to execute all taken with arms. Verona has risen. lThe London Sun says that 1200 persons were killed in the streets of Barcelona, where the people fought behind barricades with the most determined courn-age for three days, when their leaders deserted. American Affairs. The London Saturday Advertiser says the Amneri can question is virtually settled, and will be so an nounced on the proroguation of Parliament. The terms are that the Bay Islands shall revert to Hon duras, she being pledged to never cede them or allow any interference with them. France also consents and will sign the treaty if necessary. Editorial Duel. NAsnvrLLE, Aug. 6.-Messrs. Pryor and Ridgeway, of the Richmond Enquirer and Richmond Whig, fought a duel to-day at Bladensburg, with pistols, at ten paces. WASnIrnTON, Aug. 0.-The House inassed a bill grantin. a million and a half acres of land for Mis sissippi railroad purposes. The Committee of the Whole amended the Appro priation bill by providing that no money should be expended in prosecuting or detaining parties for trea son or other political offenders in Kansas. The bill was reported to the House and passed as amended by a majority of thirty, except Dann's pro viso restoring the Missouri Compromise. The Senate passed bills for the improvement of the harbors of Apalachicola, Charleston, Bayou La fourche, Island Passage, St. Johns and St. Mary's rivers, (Florida,) and Red River falls. Also, the wagon road to the Pacific bill. From a message sent to the Senate yesterday, it appears that the Governor of California has asked the President for 3000 stand of muskets, to aid him inrepressing the troubles in San Francisco. The Attorney General decided that asno resistance had been offered or threatened to the laws of tihe United States, the Government could not act. The President approved of the decision.
