LocIavrLLE, December 6-The river at Pittsburgh is rising rapidly, there being now forty-one inches of water at the falls. The Presildent's Message. The last annual message of President Pierce ap pears in our columns this morning. Considering the multifarious subjects of which a message from the Chief Executive of a mighty nation necessarily treats, the production is commendably brief. It is well and concisely written, and reflects much credit upon its author. Mr.Pierce spealksas though he had the good his whole country really at heart. We have little doubt he has meant well all along, and that most of the errors he has committed are chargeable to a lack flrmness of purpose, and to the malign tnflaences that were unceasingly brought to bear upon a plastic and susceptible, but truly patriotic nature. Sincerely and cordially do we wish him an honorable release from the cares and responsibilities of his high station, and unalloyed happiness in the retirement which awaits him. Tnere are several points in the message we would like to comment upon, but for the present, the pres sure on our columns imperatively forbids. On some future occasion, space and leisure serving, we shall take pleasure in giving expression to our views. In meantime we commend the message to the atten tive considertion of all classes of readers. They will find much in it worthy the profound reflection of all good citizens. Congresslontd. In the House, the first question discussed was the tKansas election, and the claim of Whitfield to a seat was rejected by a majority of 7 votes. In consequence of the discu-sion, the President's message was not received, but will be read to-morrow. The;eport of Pestmaster General Campbell shows a defidciency of $2,750,000, and recommends a total abolition of francs, and the subjection of matter noc free to half-postage. It also recommendas redaction o:compensation to the Panama Railroad to $0,100 per annum, and the establishment of a California. mail by way of Nicaragua or Tehuantepec, alter uating with the trersent route, and net to exceed $200,000 yearly. There was seven and a half feet water in the river to Cairo, and the river was reportld falling. REreOVAL OF THE FLORIIDa LDIrANs.--It is stated that the Secretaries of War and the Interior have con cluded an important arrangement for the peaceful re moval of the Seminole Indians from Florida. A dele .gation of Seminole chiefs frlom the west of tile Miss issippi will be sdnt to Florida with presents and promises of liberal grants of land. The Scottish people are about to erect in the Abbey Craig, near Stirling, a monument to Sir William Wal lace, whose name will be ever honored by his coun trymen, and by the admirers of courage and patrio tism all over the world. SrIP BItLDrc I S NEW YORK.--A statement of the ship building operations in the various yards in and around New York for the year 1856, which is so near the close as to render any material change in the figures impossible, shows that the number of launches, including every class of vessel. from the insignificant lighter, to the stately steam-frigate Niagara, has been if ty-six, aggregating 42,470 tons, against thirty-seven vessels of 29,567 tons in 1856. The number now on the stocks is sixteen, of the capacity of 13,000 tons; while at the close of 1855 the number was seventeen, and the tonnage 21.720. Stagnation very generally prevails in the ship yards, and the builders can see no immediate prospect of improvement before them. Two BOYs K(IL.rD.-A sad accident occurred near Bridgewater, Pa., a short time since. A number of boys had dug a cave in the side of the hill between the Glassworks and the Pittsburg and Cleveland Railroad, near Beaver Point, where they were accus tomed to assemble for their own amusement. The soil was sand and gravel, and had perhaps become loosened by the recent rain; bat at all events, while a party of seven were amusing themselves in the cave, the roof fell in and buried the unfortunate lads be neath a heavy mass of earth. Two of the party were taken out dead, both about fifteen years of age. Another was very seriously injured, and all the party more or less so. The horses to trot six miles, (two mile heats.) while the Indian was to run three miles, just half the distance. The race and purse was won by Smith, beating the horses one minute one second.
