Adll o bank Presidents who have been .ss'have kenarte, In, with the exceptio of th venerabu e Prai of the Bank of L.uilansa, who, we egeto learn, is confined to Paris by rhenmah. There are many hundreds, yea, thoanads, of .weullh - citisean for the firsttime, wlhol ma .of , but a considerable proportion 6me wi.-A pose of carrying away as la as they can accumulate In thf They do not bring a dolar of captal or rea to aid them in their peripatetic operaf i .n l great State, and the remark of being fast wl api ply to many, for they move onward so ihtasm a omit calling on our City Treasurer and elude the vigilance of the assessors of both City and State, using their hate and their bed-rooms as counting house depositories. True, many of them keep a bank account, but good care is taken that no balances shall remain after they have completed their intent and purposes. Then there is another class who have a little more assurance and impu dence; they may be denominated as wholesale peddlars, who bring out samples of merchandise of every description, hang round, sneak about our Jobbing and wholesale dealers, watching every planter,.every dealer and trader from the country, insinuating themselves with the meanness and char acteristic smiles so peculiar to some of the down East nation, though all that appear in our city of this class cannot be termed from New England. They come from every where, and in numbers like the locusts of Egypt. There are one or two other classes of would-be traders Who visit here every year soliciting orders for machinery; engines, etc., and mechanical works, for account of freesolera and abolitionists living in the West and Northern States, depreciating and reflecting on our local and resident mechanics and artisans, boasting how much cheaper they can furnish all descriptions of machinery, planting utensils, etc., than our perma nent residents. The time has arrived that this should end. There is another class which may be denominated retail peddlers, of which we have no space to comment on. Such transient residents as we have alluded to are of very little service to our community; in fact, they absorb and eat out as it were the substance of our resident and tax-paying citizens. They arrive at all times in the autumn and winter, and take their departure, ("clear out") that is, on the first warm thunder storm in April, taking with them good returns in gold and silver, and laughing at the liberality, and we may add, the credulity of the South. The transactions in cotton this week, that is, the sales have been large, reaching 73,000 bales, and of course throwing into circulation a considerable amount of money. But this increase of money is only apparent; it is not made manifest in the bank returns of to-day. As a falling off in deposits ap pears, with an increase in discounts, it may well be asked where do all the proceeds of these heavy sales go to; to what place or places do they wander; are they all absorbed by investments in the de scendents of Africa at unheard of prices to aid in developing the resources of the great cotton region of country of the Southwest? The sales of cotton for two weeks foot up 124,000 bales, against 98,000 bales for the corresponding two weeks of last year. In the sugar trade there has been some few sales, but the market cannot be termed open as yet. Of course the embargo from low water in the upper rivers will restrict the demand for the saccharine for weeks to come. In the meantime, the question of yield will be somewhat defined. The weather for the past sixty days, added to the recent frosts, has not been at all favorable for the product. There was a good inquiry for money to-day, but nothing more than to meet the current disburse meats for the week, the remitting to the interior sundry sums in the way of balances, and to make advances on the staple and aid in its movements to market. But the interruption to navigation of all the lower tributaries of the Mississippi prevents large quantities of the staple from being shipped. The calls for discounts to-day at the banks were beyond the income, and with two banks they were heavy compared to the average offerings for the past month. The weekly return of the banks this morning exhibit some changes, tending evidently that the demand for money is on the increase. There is a great decrease in coin for the week, say $400,000. There were two small shipments of silver for New York, which came out of vault. There has been a demand for Custom-House purposes of $100,000, which, with the weekly advances or remittances to the country, accounts for the decrease. For the corresponding week last year there were received in gold $793,000, which went into the vaults of the banks, yet at the weekly return there was only an increase for the week of $303,000, so it is no new thing for the specie line at this season of the year to fall off. It will, however, be remarked that there is an increase in discounts total for the week of $37,739, the line having now overtopped $29,000, 000, which is $7,460,910 above last year. Our own private opinion is that a good share of this increase of indebtedness has gone into hands north of Ma son and Dixon's line for disbursements in the way of traveling expenses the last season, and the other share gone for Africa's sons, of whom it appears a few more thousands are still wanted. Thie Exchange market-the floterunm of our oom merce-thas been tile chief point of attraction this week. The week opened with tendencies down ward, and large operators began to feel their oats, perhaps something else had influence; however, rates began to decline, and under increasing sup plies from hour to hour declined from day to day, so we cannot say that bottom was reached to-day; in fact, we think snot. Though good bank checks from Mobile on New York were offered at I dis., and Georgia bank drafts at j dis., the counter rate at tile banks was . dis., and round sums at 3-16@4 dis. Three and five days sight from j@j discount; thirty days sight from 1@1 discount; sixty days sight from 1j@11 and 11 discount for good bills, and 14@12 for good to fair. Though some parties held at 1f81t discount, we did not learn of the figures being realized. It is an up-hill work to expect to realize tile next week anything over 1I for the best of commercial drafts. The supply of Sterling is large-the large operators or dealers appear to take a strong desire for document bills at 108@1084 and 108t . There were several trans. actions closed at 1081, and some treaties carried out at 1081, but for well-known parties, not specu lators in the true sense of the word. Clear bills we quote at 108, 1091@1094, though some excep tional names may be realized on at 1091; and pos sibly a fraction over. Some few transactions in eads -W ta-me L Bswkg at I em aawef.
