The President of the Board of Currency, presum ed and believed to be well versed in law, con strues the .th section of the act of 1845 as not to modify or impair the positive obligations of tioe 1st b section of the act of 1s42. We differ from the President altogether : that is, if it is conceded that one Legislature has the right to amend acts passed by a previous Legislature. 2 It the 12,000 shares were placed on the market, or any part of them, and the proceeds, say gold or ninety day paper, placed in the active movement of the bank, what sort of a figure will the opinion of the President assume? What is the difference whether the managers of the bank, by and with positive agreement with the Legislature, choose to consider these 1t,00O shares as active movements ? But, according to the dictum of the President of Board of Currency, these shares must hereafter be considered as forming part of the dead weight of the bank: consequently, the bank will be restrict ed in its operations and its activity to grant dis counts and act in exchange ie greatly curtailed. It will make a very sensible difference in more re spects than one in the money market at this junc ture; that is. so far as this bank is concerned, whether $1,200,000 shall be considered as active movement, or whether it shall be classed as dead weight, curtailing the discounts fully one hundred thousand dollars every discount day, say twice per week. The action of the Board of Currency shows the sensitiveness of our authorities in regard to our banking statute, and confirms the high encomiums which have been passed upon our system, and strengthens the confidence, now great, in our ad mirable and superior banking statutes. On the street to-day there was nothing done in paper. The calls for money are decreasing, and it is hoped they may continue to decrease. Stocks, Bonds and other securities are quiet-no bargains to be had, even under a tight money market. The Exchange market has a downward tendency. In fact, New York fands were weak to-day. The banks, or moat of them, were selling cheocks over the counter at a prem., though two or three were squeezing at $. But . is becoming obsolete, and we shall not consider it as a quotation hereafter. Outside, there were sales of sight at } prem.; three days sight at 5-16, and five days sight at 4 prem. In Time Bills we did not learn of any movement, but quote from J@1. die. for good to fair sixty days sight. In Sterling there were transactions at 106@i10t, for clear bills.
