THEn PAYMENT OF THE TAX ON COTTON.-We are apprehensive that the very able and cautions appeal of our commercial friends in this city, (who, however, only echo the sentiment of all parties interested in the leading staple throughout the South,) will fail of the desired effect, viz: the payment of the United States tax at the point of export, as a leading house in this city yester day received the annexed telegram from our commissioners, vin: "We understand the attor ney general has decided against the validity of our application." . ..€..t om.hmnrdhI IntUttiaen ce. -p.. W. Winters was, a few days since, arraigned hbeore te Circoit-Court of Attala county on tIe charge of having nmur dered a negro. Ile was found guilty of mun slaughter, and sentenced to one year's impri oetlnent in the penitentiary. Importance is attached to the case because of its being tile edrst in tIe Ste isn wlch a white ioan has been o convicted of the homicide of a negro solely on the testimony of negrues. Judge Campblell, who delivered the sentence, made a powerful argu meat in favor of negro testimeony. In the course of his remarks, which we find published at length in the Kosciusko Chronicle, he said in this con nection, "the true test of the value of all testi mony is its sufficiency to convince the judgment and satisfy the conscience; and when it does this, antd generates fll belief, it accomplishes the object of all testimony, and it motters not wlether it comes from white or black where it I effects this object. The idea that it is danger ous to admit the testimony of negroes against whites, and that comebinations among them to fabricate false testimony mill result in unjust convictions, will be dissipated in the mined of every sensible man who calmly reflects on tilcse fact that it is usually difficult to convict of crime, even on the testilony of whites, andthat a jury - of white men, with all their knowledge of negro i character, with all the jealousy of castes, and prejudice against this innovation in the law of evidence, and a white judge, with a court-house u crowded by white spectators, with white men as attorneys on both sides, will not be likely to be deceived and duped into improper conice tions. The danger is that too little value will be attached tu negro testimony," A eOars's CAUTIoN TO HONEs ME1N.v-A con. demned burglar and murderer, in a letter to one of hti victims, gives the following advice: Deaor Sbi-I feel it aduty to caution you about leaving a light burning in your house at night, as it lets burglars see hIto to works and watch at the same time, nod gives them a great advantage when within; and do not leave your pistol within reach of any one but yourself, If all the doors and windows were properly fastened, and lights put out at night, it would be much lharder to effect an entrance, and consequently give the people a chance to hear them sooner. This is somewhat different from the advice given to Daniel O'Connor by a ow-thief', whose neck he had saved, thoughl the fellow was condemned to transportation. The thief afterwards returned to Irehlad, where lee made himself known to O'Con nor, and in reqiteal for his services as counsel, said he twould impart a valuable secret. " if yolur honor wants to steal a cow, go ol a dark, rainy night, and take a cow that stands out in tile field, and aurc ye'll get a good one. Thle weakly ones, yotr honor, always shelter tender the hedge if the wcatlher is bad." AN mTEss ror TIIE tulieo.u.--A negro mall was killed by at white lady in Hiousto consty, Texas, on thle ,i instant. h'lie negro was beating his teanm cruelly, and the lady ordered tilp to desist. lie replied with oatths antd epithets, aed was then ordec.rd from the pllace. He asserted his right to remain and do as lie pleased. Tihe lady then turned audwent into the house, thle ecgroe follow lg. Shle met him at the door with tl a pistol, ant again ordered him t1 leave; Lot he "coentined t Sadvance, nodding his head, winking and lielin" hiol tongoue out, atnd, with oathls, re.assertiog hi freedom to do as he pleased." The lady persisted sin ordleing him to leave, until lie aplltoached I the very door stelps where she stood, swhen she tired. Tl'he ball Iossed directly thlrough his heart c.ausing instant deale. So says the Crocketl Sen tinel. T CaoPs.--Th'fbe uplrecedented fall of rain durilg the pavt month has very materially injured the cotton crop in this section. The drouth ruined the corn crop, and oti the rain is trying to finish E the planters entirely Iby ruining the cotton. We d hear a great doal of conplaint of the army worm, but our imprcssiot is that it is only tile grass wqrm, and tlhat it will nlot materially injure thle cotton.
