Stopped Illegal Toters From
Asylum Thus "ew Precinct.
The dividing- of the Sutherin precinct
in Topeka township and the making of
a new precinct to be known as Hart
BiX'k's precinct is a move for the purpose
of securing the insane asylum vote.
There are some 50 or 60 votes from the
asylum which has heretofore been in the
Sutherin precinct just west of town but
will hereafter be in a precinct known as
Hartsocks where there are not more
than a half scure of votes besides those
cast from the asylum. At a township
election John Suthertn was candidate
for road overseer and was defeated on
account if the asylum vote being cast
solidly for his opponent. At the next
election Sutherin challenged the entire
asylum vote on the grounds that the
employes of the asylum are not actual
residents of the community. Although
the asylum people were in the majority
and could control the organization of
tiie bcarl Sutherin won and the votes
weru not cast. An opinion was then se
cured from Attorney General Godard
that the asylum employes were not en
titled to vote in Topeka township.
At a meeting of the Republican coun
ty central committee a motion was made
that all who would not support the en
tire Republican ticket be ousted from
the committee. Sutherin is and has been
committeeman, from his precinct for
year's. He caused a sensation by an
nouncing at the meeting: that he would
not support Governor Stanley as the
governor had appointed a Populist to
be' superintendent of the insane asylum
and he offered his resignation. Later he
was induced to remain on the committee
and the matter was smoothed over.
Ir order to secure the asylum vote
without a challenge from Sutherin the
new precinct has been established.
Sutherin did not submit without a fight
and appeared before the county conimis
rior.ers to protest against the new pre
cinct but failed.
TO BUILD A NEW TACHT.
America's Defender of the Cup Not to
Be the Columbia.
New Tork. Oct. 20. An officer of the
New York Yacht club is authority for
the statement that a new boat will be
built to defend the America's cup and
that the Htrreshcfis w ill be the builders.
This is the fiist positive declaration
that has been made in this matter. It
was not said whether the new yacht will
be owned by an individual or a syndi
cate but the announcement indicating
tne steps to be taken for the proper de
fense of the tr; phy will probabiy be
made at the regular meeting of the club
to be held on October 25.
It will now be left with the Herreshnffs
to produce a boat that is faster" than the
0lumbia. These builders have, perhaps,
reached the limit of lightness and safety
in the matter of spars and rigging, but it
is to be found out if they have reached
these limits in the matter of huil con
ctructi on.
It will also be interesting to see. if
with greater area of canvas than has
yet been seen in the cup defenders, it
can be made to stand and perform the
Fervice that is required. The yachting
world will watch the outcome with much
interest.
George Gould, it is said, is willing to
undertake the task of building Sham
rock li s opponent.
A cablegram to the World from Lon
don quotes Sir Thomas Lipton as saying
of the terms and conditions of the yacht
races:
"If the New York Yacht club should
err at all in dealing with these arrange
ments I believe they would err in my
favor.
"As a rule there is not so much wind
at the Sandy Hook course as I should
like. There are other parts of the coast
where we could more depend on retting
a stiff breeze, but advantage or disad
vantage in that respect would apply to
both yachts.
"Personally. I much prefer- to sail over
the course where previous attempts have
been made to win the cup."

V. S. government bonds and deposited
with treasurer of the state at Massa

applications at their last meeting.
